- Health: Primary Care units undergo restructuring
Felippe Cardoso Family Clinic Rehabilitation Center health - Edu Kapps/City of Rio In two years of management, of the 286 Primary Care units (family clinics and municipal health centers) in the city that needed renovations and structural improvements, 200 have already been delivered. By the end of the management, renovation of another 86 is expected. More than 3,5 professionals have already been hired for Primary Care and there are selection processes underway to hire other doctors, nurses, nursing technicians and community health agents for various regions of the city.
In December 2016, the city of Rio had a structured healthcare network. There were 1.172 Family Health teams distributed across more than 230 units, including family clinics and municipal health centers. That year ended with 70% of the population covered by the ESF. The units were up to date with maintenance, air-conditioned and fully functioning. In the following years, however, the new City Hall administration laid off more than 6.500 professionals and the number of teams fell to 771, consequently leading to a drop in coverage. In addition, the units were left without maintenance contracts and many ended up in precarious conditions.
One of the main focuses of the restructuring of Primary Care is the restructuring of health teams, which are mainly made up of doctors, nurses, nursing technicians and community health agents. With the hiring carried out so far, there are now 1.259 active teams and there are selection processes underway to hire more professionals for the regions of Leopoldina (3.1), Madureira (3.3), Barra and Jacarepaguá (4.0), Bangu and Realengo (5.1), Campo Grande (5.2), Santa Cruz and Sepetiba (5.3).
The revitalization of the units is also in full swing. Many of the family clinics and municipal health centers have already undergone interventions and have been returned to the population of Rio in a new state, as is the case of the CMS Athayde José da Fonseca, in Bangu. Other units are still in the process of being adapted.
