The City Hall delivered the titles to the residents of the Parque das Nogueras and Manoel Nogueira de Sá subdivisions - João Matheus/City of Rio This Saturday (September 20th), Rio de Janeiro City Hall delivered 130 Real Estate Registrations (RI) to residents of the Parque das Nogueras and Manoel Nogueira de Sá subdivisions in Realengo, in the West Zone. The initiative, coordinated by the Community Action Secretariat (SEAC), guarantees legal security and promotes social inclusion for families who now have their property registered. The delivery of the titles allows families to sell their properties, pass them on to future generations, and gain access to credit, housing programs, and urban improvements.
"There's nothing that makes us happier and more secure than knowing that, in addition to owning our own home, we can also leave it to our children. This land title means security. People can plan ahead with everything legalized. And that's priceless," said Deputy Mayor Eduardo Cavaliere.
The city's Land Regularization program aims to guarantee Rio's population the right to formal housing. By the end of the year, 4 Housing Recognition Terms—an intermediate document in the process—are expected to be issued. The TRM was created in 2022 to provide residents with provisional proof during the land regularization process for their property. The document contains information such as the approval and registration of the Alignment and Subdivision Project and the issuance of the definitive title, allowing the family to monitor each stage of the process. The Real Estate Registry (RI), formerly known as RGI, is the final stage of this process. Issued by the notary's office, the RI officially proves the individual's ownership of the property.
"This is a commitment of the City Hall: to provide dignity to people through property titles. We were in Vila Kennedy last month, and today we're in Realengo. In addition to dignity, we provide the guarantee and peace of mind so that people can pass their property on to their children, keeping their assets safe," said Community Action Secretary Gustavo Freue.
Resident of the Parque das Nogueras subdivision, valet José Geraldo Francisco, 60, celebrated the delivery of the document.
"The best thing that ever happened to me was receiving this guarantee that adds value to my home. A document that provides security. It's a huge relief to have this documentation in hand."
Castro Alves Housing Complex, in Realengo, is renovated
This Saturday, Rio City Hall also inaugurated the renovation work on the Castro Alves Housing Complex in Realengo. The investments by the Municipal Urbanization Company (Rio-Urbe) are part of the Conjunto Maravilha program. Over R$1 million was invested to provide significant improvements to residents' daily lives.

Located on Rua Ocaibi, the complex underwent extensive structural renovation, with the roofs completely replaced, the gutters waterproofed, and the facades painted. The common area was also renovated: the children's playground was restructured, with new toys and a fence to ensure the children's safety. The sports court was modernized, with renewed fencing, a painted floor, new goalposts, basketball hoops, and volleyball posts, expanding leisure and socializing options for young and old.
Maravilha Joint Program
Conjunto Maravilha is a Rio-Urbe program focused on the restoration and modernization of affordable housing complexes in various areas of the city. Since 2021, 33 units have received improvements, nine are undergoing renovation, and five will have construction started soon.
