Casa Carioca Project has already benefited 5,7 homes in communities with low levels of social development

In its almost two years of existence, the Casa Carioca project, an integral part of the Favela com Dignidade program, has already benefited around 5,7 homes in communities with low levels of social development. Launched on July 28, 2022 in Morro da Providência, in Gamboa, the project developed by the Community Action Secretariat was created to offer housing renovation works and provide safe and healthy environments for families in situations of social vulnerability. So far, around 23 people have benefited from Casa Carioca.

With interventions that serve to minimize precarious conditions and reduce health and mobility risks, providing a better quality of life and dignity to residents, the Rio City Hall project has already benefited, in addition to Morro da Providência and Vila Kennedy, four favela complexes: Penha, Alemão, Maré and Jacarezinho. New housing will soon be provided.

The families were included in the project through the Social Territories program, developed by the Pereira Passos Institute (IPP) in partnership with UN-Habitat, the United Nations program for human settlements. Through active search, the teams identified families with a profile that would be suitable for assistance.

To be eligible, families must have a monthly income of up to three minimum wages, be registered with CadÚnico, have lived in the municipality for at least three years and own a single property outside of a risk area. Priority is given to families with female heads of household; with elderly members; with people with disabilities; with people with serious illnesses and with a large number of dependents (equal to or greater than three residents sharing the same room).

Interventions to make environments safer and healthier include services such as replacing the roof, plastering, painting, installing flooring to eliminate unhealthiness, increasing ventilation by opening windows and tilting doors, installing doors, replacing toilets, sinks and plumbing and electrical installations, in addition to adapting the property for elderly and disabled people, with the installation of access ramps and other adaptations in the rooms.

Casa Carioca stands out for being a pioneer in the number of properties improved with City Hall resources. In addition to the renovations, the project has already generated more than 700 direct jobs in the communities. The workforce of professionals such as bricklayers, tilers, assistants and plumbers is hired in the regions themselves.

Both the criteria for selecting houses and the prioritizations have a legal basis, through Law 6.614/2019, which regulates free public technical assistance for the design and construction of social housing (provided for by Federal Law No. 11.888/2008) and Complementary Laws No. 191/2018 and No. 111/2011 (Master Plan), which deal with the possibilities of promoting or implementing housing improvements by the Executive Branch.
