City Hall presents Rio's Strategic Plan 2025-2028 to the City Council

Rio's mayor, Eduardo Paes, and vice-mayor Eduardo Cavaliere, presented, this Saturday (02/08), at the Velodrome, in the Olympic Park, in Barra da Tijuca, the new Strategic Plan 2025-2028 to the members of the City Council. The document is the City Hall's main management tool and will guide the municipal administration's actions over the next four years.

Coordinated by the Undersecretariat of Planning and Results Monitoring, an agency linked to the Civil House, the plan establishes priorities, goals, projects, and indicators, based on technical diagnoses, social listening, and political commitments made during the election.

"Everything that has been built so far is not the work of a single man. It is a collective effort. The Strategic Plan embodies the new horizons we need to conquer. It is a vision of a city based on sustainable development and forward-looking innovation, with the desire for a more just, inclusive, and happy Rio," Mayor Eduardo Paes told the council members who attended the event.

The new edition of the Strategic Plan was built around five thematic axes:

• Civility and Security: urban planning, traffic and public safety;

• Infrastructure, Disaster Prevention and Resilience: mobility, housing, green areas, public space and climate;

• Longevity, Equity and Humanity: health, education, diversity, social protection and sports;

• Future, Economy and Happiness: innovation, culture, tourism, employment and economic development;

• Fiscal Balance, Good Management and Governance: digitalization, transparency, concessions and public-private partnerships.

The plan's principles include fiscal balance, innovation in urban management, and administrative efficiency. It is regulated by Article 107-A of the Municipal Organic Law and Rio Decree No. 55.611/2025. It is also integrated with the Budget Guidelines Law (LDO), the Multi-Year Plan (PPA), and the UN 2030 Agenda, reinforcing the city's commitment to the Sustainable Development Goals (SDGs).

"This is Mayor Eduardo Paes' fourth Strategic Plan, which defines this administration's identity, with planning, goals, and results monitoring to give us direction and a watchful eye. The challenges of implementing the plan emerge throughout the administration. But having a compass, a direction of where we want to go, is essential for any administration," emphasized Deputy Mayor Eduardo Cavaliere.

In total, there are 88 goals and 134 projects, divided into 30 initiatives, until 2028. Some projects are already underway:

• Implement digital ticketing (Jaé) in all municipal public transport modes and the new public transport fare policy in the city.

• Bring forward the end of the regular bus line system concessions and implement the new concession model with new buses for all regions of the city.

• Implement the Elite Division of the Municipal Guard – Municipal Force by 2026 and employ 4.200 agents.

• Complete 100% of the works on the Campo Grande Ring Road, including the express connection with Avenida Brasil.

During the meeting, the council members learned about the plan's objectives. The Participa.rio platform played a central role in public outreach. Between January and March 2025, the "The Rio You Want" survey achieved record engagement, with 14.511 participants, and helped identify the population's main demands.

The City Council plays an active role in developing and monitoring the plan. Created in 2012 and reinstated in 2021, the council brings together civil society representatives and experts from various fields, fostering dialogue between government and the public.

"Once again, Rio is leading the way. The Strategic Plan is spectacular. Very structured. I was impressed. It's a fantastic piece of work. I'm proud. It had the participation of so many people who care about Rio," said singer Fernanda Abreu, one of the council members.
