In the initial phase, 31 municipal agencies will participate in the program that guides actions for the fulfillment of the Strategic Plan. The Rio de Janeiro City Hall presented, this Friday (May 29th), the first goals of the 2026 Results Agreement, an initiative that reinforces the municipal administration's commitment to more efficient, planned management oriented towards concrete deliverables for the population. Inspired by modern performance management models used by private companies, the program establishes clear objectives for municipal departments and agencies, in addition to providing bonuses for employees who achieve the agreed-upon results. In the first stage, 31 City Hall agencies will participate in the Results Agreement, with 167 defined goals. By the end of this year, new agencies and departments may sign the agreement.
– The Results Agreement is an essential tool for transforming planning into delivery. Public servants are a fundamental part of the actions that the City Hall takes every day for the population. We are defining where we want to go. The goals provide the guidelines for fulfilling the Strategic Plan. This is how quality public management is done to guarantee higher quality services offered to the people of Rio – highlighted the mayor of Rio, Eduardo Cavaliere.
Created during the first two terms of former mayor Eduardo Paes, the Performance Agreement was suspended between 2017 and 2020. Starting in 2021, the program was resumed and remains in effect as a public policy of the current administration of Mayor Eduardo Cavaliere. Depending on the performance of each department, employees may receive bonuses of up to two salaries.
The Performance Agreement is one of the main tools of the Municipal High-Performance Management System (SMGAD), created to strengthen a more strategic, efficient, and results-oriented public administration. Municipal legislation allows for the signing of Performance Agreements and Management Contracts, linking goals to the performance of the City Hall departments.
In practice, the program mobilizes the entire municipal administration around the continuous improvement of public services. By establishing goals, deadlines, and indicators, the Agreement contributes to greater speed, efficiency, and quality in the services delivered to the population. Furthermore, the initiative serves as an alignment tool with the 2025-2028 Strategic Plan, guiding the City Hall's priority actions and ensuring greater clarity regarding the expected results for the year.
Here are some goals for 2026:
Implement 350 Technological Educational Gymnasiums (GETs) in the municipal education network.
Reduce the obesity rate in 50% of patients enrolled in the program to combat severe obesity.
To halve the incidence of robberies and thefts in the areas of operation of the Municipal Force.
Implement 50 km of cycling infrastructure.
