The mayor of Rio, Eduardo Cavaliere, has submitted a bill to the City Council that establishes a 5% limit on the number of appointed positions filled by professionals who are not permanent employees of the municipality. The proposal seeks to reinforce principles of fiscal responsibility, administrative efficiency, and the appreciation of civil servants who have passed competitive examinations.

The initiative is inspired by measures adopted by the Government of the State of Rio de Janeiro, which have prioritized the reorganization and rationalization of the public administration in the face of significant fiscal challenges. The project consolidates, in law, a management practice that prioritizes strengthening the permanent staff. Since 2021, the percentage of commissioned positions occupied by non-civil service employees has been reduced to 3,6% of the total number of active civil servants.

– This legal measure reinforces our commitment to fiscal responsibility, good management, and valuing permanent employees, who make up the vast majority of the municipal public service, including those in leadership and management positions. It is never too much to emphasize that responsibility with public accounts and good management make a difference in people's lives – stated Mayor Eduardo Cavaliere.

The city government's initiative also reflects the positive evolution of municipal public finances in recent years. The city's budget grew from R$ 32 billion in 2021 to a projected R$ 52 billion for 2026, highlighting record budget execution and investments of R$ 5,5 billion — equivalent to 10,6% of total expenditure. The municipality maintains healthy fiscal indicators, with controlled debt levels and room for new investments, in addition to registering a cash surplus of nearly R$ 1 billion in the last year.

The City Hall will request that the City Council president and the government leadership include the project on the agenda. The expectation is to ensure the swift approval of the measure, consolidating a governance rule that contributes to the sustainability of public administration and to future city administrations.
