The Carioca Leaders Program celebrates its 14th anniversary and launches a network intelligence platform.

The Carioca Leaders Program (PLC), developed by the João Goulart Foundation Institute (FJG), an agency linked to the Civil House, celebrates its 14th anniversary this Thursday (March 5th). Since its creation, the program has trained 532 leaders, strengthening the managerial capacity of the municipal administration and consolidating a culture of continuous development in the City Hall. Currently, the PLC has 309 active leaders, 58,9% of whom are women and 41,1% men. The talent management program aims to strengthen public leadership to improve municipal management. Today considered one of the main strategies for developing career civil servants, Carioca Leaders invests in the identification, selection, and training of civil servants who have passed competitive exams, preparing them to take on challenges and occupy strategic positions in the administration.

To mark the program's 14th anniversary, the Civil House is launching the website for the Rio de Janeiro Leaders Network. The platform, which is closed to the general public, allows for the transformation of data and the analysis of connections into organizational intelligence for the public administration to evaluate the results of the PLC (Program for the Promotion of Leadership). The tool visually presents how the Rio de Janeiro Leaders have been connecting throughout their journey in the program. The evaluation is based on joint participation in projects, final papers, and Cross-Cutting Working Groups.

The website will allow for monitoring participant engagement, guiding decisions, and strengthening the networking of leaders within public administration. The platform brings together a robust database, recording 241 activities carried out between 2014 and 2025, totaling 991 participations from 468 different leaders. In total, the mapped network includes 532 leaders and more than 1.700 identified connections, allowing for the analysis of direct and indirect links, levels of engagement, and centrality of leadership.

– Since the program's creation in 2012, networking has always been cited by participants as one of the program's main gains in training. Now, this asset will be objectively measured, allowing participants to deepen their relationships, create new connections, and the FJG (João Goulart Foundation) will also measure how it enhances collaborative dynamics and the collective impact generated. Upon reaching its 14th anniversary, the Líderes Cariocas program reaffirms its role as a pioneering structuring policy for leadership development in the public sector – said the president of the João Goulart Foundation Institute, Rafaela Bastos.

Rio de Janeiro's leading figures

Of the 309 participants in the PLC (Carioca Leaders Program), 232 hold appointed positions, highlighting the program's strategic importance in filling leadership roles. Since its creation, the Carioca Leaders have been involved in over 300 initiatives, including the development of 95 Cross-Cutting Working Groups, which have benefited various municipal departments and contributed to the creation of innovative and integrated solutions to address complex city challenges. Among the leaders, the largest concentration is in the 41-50 age group, with 151 participants. The municipal departments with the highest representation of leaders include the Municipal Education Secretariat (SME), with 79 representatives, the Civil House (CVL), with 33, and the Municipal Health Secretariat (SMS), with 27.
