Municipal Security System is regulated in Rio

The Rio de Janeiro City Hall officially regulated the Municipal Security System (SSM), defining the general rules for its organization, operation, and coordination among the agencies involved. The SSM's main objective is to coordinate the Municipal Public Security Policy, promoting the integration of municipal security-related actions and creating more effective strategies to combat violence on the city's streets. The SSM will seek to guide the formulation of data- and evidence-based public policies to increase the effectiveness of violence prevention and reduction actions, while simultaneously creating new integrated approaches among municipal agencies.

The System will be directly linked to the Mayor's Office and will have a general secretary responsible for coordinating all public safety-related actions in the city. He or she will be responsible for organizing regular meetings, preparing performance reports, and monitoring the area's indicators. Furthermore, he or she will be responsible for promoting best practices and disseminating successful public safety initiatives.

The Municipal Security System includes the Mayor's Office, the Civil House, the Municipal Secretariat for Public Order (SEOP), the Municipal Guard, the Elite Division of GM-Rio – Municipal Force and the Central Intelligence, Surveillance and Technology Support for Public Security (CIVITAS).

The SSM model is supported by three main pillars, which will guide its execution: Municipal CompStat, Municipal Public Security Policy and Information Governance Policy.

CompStat Municipal is a strategic and operational management tool based on the analysis of security data and indicators. The model is inspired by the New York Police Department's police management system and aims to optimize security efforts through regular meetings between municipal authorities, led by the Mayor of Rio. These meetings analyze data, define priorities, and formulate new action strategies.
