Balance of the operation to improve the BRT service, with more safety and less risk of Covid-19

It's been 15 days of operation at the 26 busiest BRT stations - Disclosure / Rio City Hall The City of Rio is working to resolve the irregularities already identified at BRT stations and their surroundings. On the first business day of this year, the Department of Transportation began a two-week integrated operation with other municipal agencies to restore the system through maintenance actions. The goal was to create a new dynamic for using the mode of transport, to promote a greater sense of safety and dignity for users, in addition to reducing the risk of transmission of Covid-19.
– These 15 days of operation at the 26 busiest BRT stations represent the starting point for ongoing integrated actions. During this period, we visited several stations, which are being included in the planning of the measures needed to combat irregularities and make inspection and monitoring more efficient – explained the Secretary of Transportation, Maína Celidonio.
In addition to distributing masks to users and providing guidance on health protocols, there was support for the homeless population, combating street trading and fraud at stations, garbage collection, improved lighting, tree pruning, repairs to the BRT gutter, sidewalks and crossings, inspection of irregular alternative transport, among other services.
The interventions had the participation of the secretariats of Public Order, Health, Social Assistance, Conservation, Comlurb, CET-Rio, Rioluz and Subprefectures, together with BRT Rio, the system operator.
Below is the balance of each body in this integrated operation:
Public Order
From January 2 to 13, the Municipal Department of Public Order (Seop) carried out 16 joint actions to regulate the situation at BRT stations and their surroundings. The operations in and around the BRT platforms have resulted, to date, in 349 traffic fines, 119 inspections of establishments and street vendors, 29 stops for homeless people, and the removal of nine tons of solid waste. With several municipal agencies and the support of the Military Police, the task force will continue for an indefinite period in the Transcarioca and Transoeste corridors.
Replica – Among the seizures was a replica firearm (found during an inspection at Gramado Station on the 4th) and an unauthorized kiosk inside Madureira Station (removed last Saturday, the 9th).
Detailed report – Of the 349 traffic fines issued by the task force, 298 were for supplementary transportation vehicles. Of these, 21 were removed, including eight illegal vehicles. There were 42 citations for illegal parking, with 30 being removed.
Of the 119 inspections carried out in the commercial sector, 28 were of establishments, with two fines, and 91 of street vendors. Among the street vendors, 57 obstructions were cleared of public spaces and seven seizure reports were issued, in addition to one fine and 16 notifications. The agents seized several items, such as beverages, cigarette packs, accessories, sweets, and even grinding mills and gas cylinders. The food was donated to social institutions, such as the Civil Association for the Support of Minors A Minha Casa, in Campo Grande.
CET-Rio
All stations selected as priorities by SMTR were inspected, including those that are reopening, and 130 new vertical graphic signage signs were installed near the stations.
In addition, there was maintenance on the existing controllers and traffic light blocks, and seven new traffic light blocks and two pushbuttons were installed, in addition to painting, in a total area of 1424 m², in the surroundings and at the stations: Bosque Marapendi, Mato Alto, Tanque, Taquara, Pinto Teles, Santa Cruz, Terminal Alvorada, Curicica, André Rocha and General Olímpio.
Finally, daily operations were carried out to organize traffic around the stations and action was taken to prevent the invasion of the gutter near the Mato Alto station, where 50 fines were issued.
Rioluz
The Infrastructure Department, through Rioluz, carried out services to replace light bulbs that were out and also implemented lighting reinforcement in 14 BRT stations. The services were carried out between January 4th and 9th and will receive constant maintenance.

Comlurb
Since January 1st, Comlurb has been working at four reopened BRT stations (Bosque Marapendi (express); Pinto Teles (stop); Tanque (express) and André Rocha (stop). At each of them, Comlurb removed trash, cleaned and installed waste bins. The four stations received 12 new waste bins, another six were replaced and 22 underwent cleaning and maintenance. 300 kg of trash was removed at the four stations. The services were performed by eight street cleaners, two at each station. Cleaning was also carried out at four BRT stations in the North Zone, two operations in Galeão and two in Maré. The services performed were: sweeping, mechanized mowing, drain cleaning and scraping, with the removal of 8,8 tons of waste.
The Company also carried out sanitization with sodium hypochlorite at the stations in Mato Alto, Magarça, Pingo d´água, Curral Falso, Santa Cruz, Santa Verediana, Santa Eugência and Campo Grande. The work was carried out by 14 street cleaners with the support of seven sprayers and seven water tankers.
Social assistance
In the 14 days since the new administration, the Rio Municipal Department of Social Welfare has provided 6.373 services and distributed 2.335 masks in an integrated action to welcome and map the homeless population throughout the city. The operation also referred 1.365 cases to specific areas and accommodated 542 homeless people in shelters, in addition to distributing 2.338 snacks and 2.317 bottles of water.
Most of these actions took place in the city center and south zone neighborhoods, which are home to the majority of this population. Together with other city departments, the department also carried out these actions at BRT stations.
In the Center, 1375 services were provided, 252 referrals and 142 receptions, and 451 masks, 575 snacks and 548 bottles of water were distributed. The neighborhoods in the South Zone received 964 services, 182 referrals and 61 receptions, 492 masks, 449 snacks and 451 bottles of water. At the BRT stations, there were 142 services, 66 referrals and three receptions, and 182 masks, 134 snacks and 79 bottles of water were distributed.
Secretary Laura Carneiro monitored the actions, talking to the population, who do not want to be housed in shelters in precarious conditions. Laura's priority is to improve the shelters and implement an integrated flow between different services and agencies, so that those in need have quick access to the network and assistance benefits. “We are mapping the real situation on the streets to improve public policies aimed at this population,” explained the secretary.
The action extends throughout the city on the streets, BRT stations and tourist spots, and has the participation of other municipal administration bodies, mainly involved in the fight against Covid-19.
The Secretariat emphasizes that the operation strictly follows the parameters of the National Social Assistance Policy regarding the promotion, protection and defense of human rights, especially items 2 and 3 of Resolution 40, of October 13, 2020. It specifies that the use of offers from the Unified Social Assistance System “as an instrument of social cleansing” at the request of the public and merchants is prohibited, and that public agents must mediate conflicts and promote peaceful coexistence between homeless people and the rest of society in the search to guarantee the rights of all.
Conservation Department
In the first week of January, the Conservation Department began asphalt replacement work on the BRT lanes of TransOeste and TransCarioca, which is expected to be completed by the end of the month. It is important to note that the closure of a 500-meter stretch between Magarça Station and Pingo D'Água Terminal will provide safety for workers during the service period.
In total, the work will cover 56 kilometers of TransOeste and 39 km of TransCarioca. Currently, the teams are, respectively, at the Recreio Shopping Station (towards Alvorada) and Praça Seca/Jacarepaguá Station (towards Alvorada), having already covered half of each expressway.
The Conservation Department clarifies that it carries out constant maintenance on the expressways and, during this month, the forecast is to complete 400 pothole repairs on TransOeste and 100 on TransCarioca. The teams have already completed half of the work.
The asphalt is produced in the City Hall's plants and the services are being carried out with the City's own resources. It is worth remembering that the maintenance of TransOlímpica is maintained by the Consortium.
