Procon Carioca notifies Riocard about failures in the Bilhete Único registration service

Procon Carioca, an agency linked to the Municipal Department of Citizenship, in an action at Central do Brasil on the afternoon of Wednesday (1/2), notified Riocard for failure to provide services. Given the information that the fares for Supervia trains would be adjusted and would cost R$7,40 starting on Thursday (2/2), huge lines formed at Central do Brasil, where users waited to be served to register for the Intercity Single Ticket, which would entitle them to the social fare and continue paying R$5.

Agents from Procon Carioca, in partnership with representatives from the Rio de Janeiro Public Defender's Office, found that there were no priority queues for the elderly or people with disabilities, nor were there any restrooms available, and that users were waiting for hours to receive care, among other issues. Riocard has 48 hours to provide clarification.

In view of this, considering the competence of Procon Carioca to act preventively and repressively in containing possible violations of consumer rights, Riocard must demonstrably clarify the following issues:

– How many service points for registering for the social tariff were made available in the city of Rio de Janeiro? Specify the number of counters and attendants at each point;
– What is the average customer service flow?
– Based on the number of consumers registered on 1/1/2023, how many were potential users of the intercity single ticket with social tariff?
– What is the contingency plan in view of the real demand seen in the services?
– Provide the daily work schedule for employees at their stations;
– In which cases are there charges for registration and activation of the intercity single ticket? What is the amount charged for issuing a second copy?
– When did the special operation for social tariff registration begin and how many registrations have already been made? Specify in-person and online service;
– How is service being provided to people who need preferential care?
– Were there any cases of instability in the online registration? Provide a report with date and time;
– Is access to bathroom and water being provided?

The institute's executive director, Igor Costa, highlighted the importance of users having their rights respected.

– Procon Carioca remains vigilant to ensure that the service is provided in a way that does not harm the consumer.

The state government announced that it will postpone the start of the new tariff by one week.
