- Rio's Secretariat of Citizenship and Family launches 'Carnival with Civility' campaign to raise awareness among revelers during Carnival.
The Rio de Janeiro Secretariat of Citizenship and Family (Secid) launches, this Friday (February 6th), the "Carnival with Civility" campaign, which will be on the city streets before and during Carnival 2026 to raise awareness among the population about fundamental attitudes for preserving the city and coexisting during the festivities. The communication materials include stickers, cell phone lanyards, and fans, designed to engage with revelers in a light, direct, and accessible way.

Teams from Secid will distribute educational materials and guide the public on topics such as proper waste disposal, use of restrooms, sound volume, and precautions against excessive alcohol and drug use. The action will take place in areas with high concentrations of revelers in Madureira, Campo Grande, Saara, and the Sambadrome.
This initiative is aligned with the Rio de Janeiro City Hall's "Cidadania Carioca" program, which promotes projects integrated with municipal public policies with the goal of strengthening citizenship, mutual respect, and good practices of social coexistence.
– The expectation is to contribute to the reduction of risky behaviors, improve urban organization during Carnival, and reinforce the importance of respect for citizens and public property, ensuring a safer and more welcoming celebration for everyone – explains the Municipal Secretary of Citizenship and Family of Rio de Janeiro, Otoni de Paula Filho, who also holds the presidency of the Municipal Anti-Drug Council of Rio de Janeiro (COMAD/Rio).
