Carnival: check out the performance of municipal bodies on parade days and in Terreirão

Carnival 2022 has come to an end at the Sambadrome. This Saturday (30/4), the six best-placed associations: Salgueiro, Portela, Vila Isabel, Viradouro, Beija-Flor and the champion Acadêmicos do Grande Rio returned to the Samba Catwalk for the celebratory parade. On Estrada Intendente Magalhães, in the North Zone, the parade of the associations of the Silver Group of the Super League was held, which will guarantee a spot in the Gold Series, at the Sambadrome, in 2023.

This Sunday (1/5), the last parades of the 2022 Rio carnival will take place, with the groups B and C of the Liga Livres, at Intendente Magalhães. At Terreirão do Samba, Saturday's program started at 19 pm and featured attractions such as Dudu Nobre, Paulinho da Viola, Leci Brandão and Péricles.

Public order 

Teams from the Undersecretariat of Operations (SUBOP) and the Urban Control Coordination (CCU) removed 111 street vendors who did not have authorization to operate in the vicinity of the Sambadrome during the six days of parades. In total, 492 irregular items were seized, such as beverages, some in glass bottles that are prohibited for sale in street vending, carts and Styrofoam boxes.

In six days of operations in the vicinity of Marquês de Sapucaí, 471 street vendors have already been inspected and more than 856 irregular items have been seized by agents. The actions are carried out at all access points with a focus on combating disorder.

The Public Order Secretariat (SEOP) and the GM worked on a special operation for Carnival 2022 at the Sambadrome with more than 500 agents per day, including municipal guards and public order agents, who work at the blockades set up by CET-Rio around the samba catwalk. In addition, the agents assist the samba schools in moving the floats with a focus on road safety and reducing impacts on traffic. This action took place both at Sapucaí and Intendente de Magalhães.

 

Inspection

The inspection and ordering actions carried out by the Public Order Secretariat (SEOP) and the Rio Municipal Guard (GM-Rio) in the area surrounding the Sambadrome and Intendente Magalhães on the last day of the parades resulted in 122 fines being issued after traffic violations were caught and 36 vehicles were towed. Since the beginning of the parades until the early hours of Sunday, 1.699 traffic fines were recorded.

During the six days of inspection and patrolling, five arrests were recorded and six were taken to the police station, after being caught red-handed for theft, robbery and contempt.

The GM-Rio staff also distributed 602 identification bracelets to children since the first day of the parades around the Sambadrome. The action was part of an awareness campaign against child exploitation, carried out in partnership with Social Welfare and the Municipal Council for the Rights of Children and Adolescents (CMDCA). 311 support or assistance actions for tourists were also recorded. During the carnival days, the total number of such assistance was 423.

Health Insurance

The Municipal Health Department (SMS-Rio) concluded another carnival operation, totaling 1.939 patients treated at the Sambadrome, including during the Special Group, Gold Series and children's schools parades, on the day the results were announced and during the technical rehearsals that preceded the carnival. In total, 90 patients needed to be treated

transferred. Only on this last night of the champions, 307 people were treated and 13 were transferred to UPAs, regional emergency coordination centers (CERs) or hospitals in the municipal health network.

The health structure included seven medical posts along Marquês de Sapucaí, from the concentration point to Apoteose; 71 professionals each day, including doctors, nurses and nursing technicians; and 16 ambulances on standby to transport the most serious cases to emergency units in the network. The Municipal Regulatory Center coordinated the transfers. SMS-Rio has years of expertise in operating medical posts at events with large crowds.

The 2022 operation also included health promotion actions by the Health Promotion Superintendence in partnership with the Executive Coordination for Sexual Diversity (CEDS), linked to the Municipal Secretariat of Government and Public Integrity (Segovi); and inspection actions by the Municipal Institute of Health Surveillance (Ivisa-Rio), not only at the Sambadrome, but also at Terreirão do Samba and in the surrounding street vendors. Over the six nights, including the day of the children's schools, Ivisa-Rio carried out 362 inspections and applied R$55 in fines for health violations.

In total, 82 kg of food was wasted because it was not fit for consumption.

Cleaning

Comlurb street cleaners collected 343 tons of waste during the six days of parades at the Sambadrome and Intendente Magalhães up until this Saturday (30/04). The special scheme also involved services at the seven health posts on the Samba Walkway. The total waste from this Sunday's (01/05) parade at Intendente Magalhães and the final cleaning of the Sambadrome are still being counted. The special scheme for Carnival 2022 at Marquês de Sapucaí and on the North Zone road involved a total of 4.494 street cleaners in all services.

The cleaning work at the Sambadrome until Saturday, including the counting of the scores on Tuesday (26/04), totaled 250,5 tons in the internal and external areas, including pre-cleaning, daytime and nighttime services. The waste collected at the parades in Intendente Magalhães until Saturday totaled 92 tons.

For the Champions Parade (30/04) at the Sambadrome, Comlurb worked with 667 street cleaners. To support the work, 25 compactor trucks and five dump trucks were used, in addition to 12 mini sweepers, 20 blowers and four water tankers. The parade track is washed with reused water. The Company placed 1.045 240-liter containers inside the Samba Runway and 200 at Intendente, where on Friday (29/04) and Saturday (30/04) there were 50 street cleaners per day doing the night cleaning and 65 street cleaners on the daytime work. Two mini sweepers, two water tankers, three compactor trucks and three dump trucks were used at the site.

Social assistance

The Municipal Department of Social Welfare assisted, guided and identified 5.236 children and adolescents with their families at the Sambadrome, Terreirão and Intendente Magalhães during the parade days. Meanwhile, the SMAS social outreach teams assisted 3.479 homeless people in the Carnival areas and in the North and South zones, with 247 people being taken in, including three elderly people and one child. This total number of homeless people assisted in the seven days of Carnival is 57% higher than the number provided in these areas of the Center and North Zone in the entire month of March.

At the Sambadrome, SMAS works in partnership with the Municipal Guard's School Patrol Group and the Municipal Council for the Rights of Children and Adolescents, in the “Folia Legal” program. The teams carried out an orientation and awareness campaign on violations of the rights of children and adolescents, such as alcohol consumption and child labor, among others.

Also with the CMDCA, Social Welfare employees distributed 5.130 leaflets and fans for the campaign to combat sexual abuse and exploitation of children and adolescents at the Sambadrome, Terreirão and Intendente Magalhães. And for the first time, Social Welfare stepped onto Sapucaí with samba in their feet: boys aged 13 to 17 from the Paulo Freire Social Reintegration Unit displayed 10m banners in the parade of the children's blocks, raising awareness about the issue. While at Intendente Magalhães, sheltered children and employees of the Haroldo Costa URS, in Taquara, which houses adults, paraded in the Operários da Folia – Sonho do Meu Barracão wing, of the Renascer samba school, in the early hours of April 30th.

During Carnival, SMAS teams totaled 520 professionals – social workers, social educators, psychologists and pedagogues – working at the Sambadrome, Intendente Magalhães and Terreirão do Samba, and in their surroundings. In addition, there were four service tents and one at Central do Brasil, for lost children, teenagers and elderly people, as well as for the homeless population.

Carioca Procon

Procon Carioca carried out inspections of businesses operating along the Sambadrome on the first night of the Grupo Especial parade (22/04), when agents carried out 15 inspections. No irregularities were found in 13 stores. Infringements of consumer standards were found in two stores, resulting in two notifications being issued. One for lack of a Fire Department certificate (Botequim do Samba store) and another (GSH store) for lack of price information and failure to meet consumer demands due to the absence of an employee (cashier) to receive payment from customers. In addition to the inspections, agents were available to consumers to register complaints and claims. Two complaints were registered and formalized.

Procon Carioca also had teams (April 20 and 25) in the boarding area of ​​Santos Dumont and Tom Jobim International airports, providing assistance to the public during Carnival. There were a total of 04 complaints. On Monday (April 19), complaints were registered regarding the services of GOL Linhas Aéreas and Aerolíneas Argentinas, prompting the Municipal Institute for Consumer Protection and Defense to notify both companies to provide clarifications.
