The samba schools of Rio de Janeiro returned to the Sambadrome. This Friday (17/2), the first day of the presentation of the Gold Series (formerly the Access Group), the following paraded at Marquês de Sapucaí: Arranco, Lins Imperial, Academics of Vigário Geral, Estácio de Sá, Unidos de Padre Miguel, Academics of Niterói and São Clemente. At Terreirão do Samba, the program included Chininha, Tiee and Mumuzinho.

Public Order and Municipal Guard

The Municipal Secretariat for Public Order (Seop) and the Rio Municipal Guard (GM-Rio) carried out inspection actions on street vendors around Sapucaí and the blocks, in addition to preventive actions to monitor and inspect traffic.

In traffic management, 462 fines were issued, with 46 vehicles towed. In the inspection of street vendors, agents issued 61 fines and seized 1.406 irregular products, such as beverages in glass bottles. In addition, 498 irregular street vendors were removed from the streets.

Actions on the beaches are also taking place during Carnival. The agents fined 47 beach vendors for dividing up the sand. The municipal guards intervened four times due to disturbances during the parades: two aids to victims of sudden illness, one parade that did not finish on time and one arrest for theft made by the Guards of the Mobile Tactical Group (GTM).

They arrested a 31-year-old Colombian man for stealing the cell phone of a 37-year-old partygoer during the Carmelitas parade in Santa Teresa. The accused was accompanied by an accomplice who fled with the device. He was detained and taken to the 5th Police Precinct (Centro), where the case was registered.

Still at the Sambadrome, two records of assistance to the public were also made by the Municipal Guard.

For Carnival 2023, four thousand agents will be employed. Of the total number of officers, 1.481 municipal guards will work exclusively on traffic actions, in addition to operating the blockades established by CET-Rio around Passarela do Samba and Nova Intendente Magalhães.

Also for the movement of floats and the routes of the blocks, with a focus on road safety and reducing impacts on traffic.

Health

The Municipal Health Department ended the first night of the Série Ouro samba school parades with a total of 265 people treated at the seven medical posts operating at the Sambadrome. Of these, 22 people were transferred to municipal health units. The service began at 19 pm on Friday (17/2). The SMS Rio posts are located in sectors 1 (concentration), 2, 7, 8, 10 (Rua Salvador de Sá), 11 and Apoteose (dispersal) and will operate until the end of the parades.

The facility has 32 beds, eight of which are for advanced support. For patients with more serious conditions, there are ambulances with a mobile ICU to make the transfer, coordinated by the Municipal Regulatory Center, to hospitals or UPAs in the network. There are 16 ambulances with advanced support (mobile ICU) on each day of the parade of the Série Ouro and Grupo Especial schools and on the Saturday of the champions. For the children's parade, there will be 10 vehicles available.

Health Surveillance

Until midnight on the 0th, teams from the Municipal Institute of Health Surveillance, Zoonosis Surveillance and Agricultural Inspection (Ivisa-Rio) made 18 visits to food services, medical care stations, ambulances, stands and facilities at the Sambadrome. Eight infraction reports were issued for lack of health licensing for temporary activities, lack of cleanliness in food handling or facilities, inadequate conservation and labeling.

In total, 24 food samples were collected for analysis by the Municipal Public Health Laboratory (LASP). 81 adhesive signs were also placed with information on legislation regarding smoking restrictions in fully or partially enclosed public spaces.

Comlurb

The first night of the parade at the Sambadrome of the Série Ouro schools accumulated 53,3 tons of trash in the internal area of ​​the Samba Catwalk. The cleaning of the external area accumulated 8,1 tons of waste, totaling 61,4 tons.

Since the pre-cleaning of the walkway, in the two days leading up to the official opening, the amount removed totals 89,6 tons, of which 83,3 tons were organic waste and 6,3 tons were potentially recyclable materials. The cleaning operation at the Sambadrome began at 6 am on Friday (17/2).

In the blocks, since the beginning of the pre-carnival, on 4/2, Comlurb has already collected 183,4 tons of waste, 12,4 tons of which were in the groups this Friday (17/2).

The groups that registered the most weight were Carmelitas, in Santa Teresa, with almost four tons, and Senta que eu Empurro, in Catete, with three tons. The Lixo Zero teams have already issued 355 fines, 194 for discarding small waste, worth R$273,09, and 161 for people urinating in public, worth R$748,21.

Comlurb has mobilized up to 3.657 street cleaners per day for this Carnival. Up to 889 street cleaners are being used daily to clean the interior of the Sambadrome, with the support of 21 vehicles, including 14 compactor trucks, four dump trucks, two mini-dump trucks and a water tanker to wash the track with recycled water. Another 34 pieces of equipment are being used: 20 blowers, 12 mini-sweepers and two compactor boxes.

Comlurb is collecting potentially recyclable materials on the Samba Walkway, with the exception of cans, which are the responsibility of a cooperative. There are 22 street cleaners working on the selective collection service. Another 20 are working on cleaning the seven health clinics in Marquês de Sapucaí. 800 240-liter containers have been installed for the correct disposal of waste.

In the external area, including Terreirão do Samba, there are up to 145 street cleaners per day with the support of two compactor trucks. 100 240-liter containers were installed. Avenida Ernani Cardoso, known as Nova Intendente, has up to 131 street cleaners per day, working with the support of six compactor trucks, a large sweeper and two mini-sweepers. Throughout the area, Comlurb has placed 200 240-liter containers.

Carioca Procon

The Procon Carioca team carried out inspections in the shops and VIP areas of Marquês de Sapucaí this Friday (17/2). The agents carried out 14 inspections to verify compliance with consumer standards and issued two notifications. In the Lounge Carioca VIP area, in sector 7, the irregularities found were the lack of display of documents; inadequate storage of products, with beer kegs stored directly on the floor; and an obstructed emergency exit.

And in Camarote Allegria, located in sector 11, the irregularities found were the lack of display of documents and inadequate storage of products, with beer barrels stored directly on the floor.

Social assistance

Teams from the Department of Social Welfare distributed 249 identification bracelets to children and adolescents at the Sambadrome, where the Department works in partnership with the Municipal Council for the Rights of Children and Adolescents. Over the five days of festivities, 10 bracelets will be made available. The Department also took awareness and guidance campaigns to the Avenue. On the first night, 468 fans were handed out about sexual abuse and exploitation of children and adolescents.

300 leaflets were also distributed drawing attention to the dispersal area, warning that it was not a place for entertainment.

During the six days of Carnival, the work carried out by the Department of Social Assistance in partnership with the Municipal Council for the Rights of Children and Adolescents and the Guardianship Council continues in Sapucaí and Intendente Magalhães.

CET-Rio

The special traffic plan in the city center and Ernani Cardoso, and all its accesses, began on Thursday (16/2). The operation has 250 operators per day, including CET-Rio agents and traffic supporters, who work to maintain fluidity, prevent illegal parking, organize intersections, guide pedestrians and carry out road blocks.

The team has nine tow trucks to clear roads, 43 motorcycles and 25 operational vehicles. 23 variable message panels, both fixed and mobile, are also being used to provide information on closure times and traffic conditions.

The City Hall Operations Center monitors the entire event area through cameras, allowing CET-Rio technicians to implement adjustments to the traffic light schedule with the aim of ensuring the flow of traffic.

Transport

The Rio City Hall has prepared a special operation for the public transportation system during Carnival. The recommendation is that the population plan their trips considering the closures that are occurring around the Sambadrome, in the city center, and Nova Intendente, on Avenida Ernani Cardoso, in the North Zone.

Bus routes have undergone changes to routes that pass through closed areas. The subway and Supervia operate during the early hours of the morning, and taxis have pick-up points around the Sambadrome.

Street blocks

Street blocks are back at Rio's carnival. This year, there are more than 400 parading through the city. After the 21 blocks paraded, Comlurb collected 12,4 tons of waste. The Public Order Department towed 46 vehicles parked in illegal locations. SEOP and the Municipal Guard seized 1.406 items from illegal street vendors and issued 61 fines.
