The Rio de Janeiro City Hall published a decree regulating the Elite Division of the Municipal Guard – Municipal Force, ensuring greater legal security, valuing career civil servants, and aligning with federal regulations governing the actions of municipal guards.

This measure updates Rio Decree No. 56.221, of June 13, 2025, consolidating the Municipal Force in accordance with Federal Law No. 13.022/2014 and the understanding of the Supreme Federal Court regarding the role of municipal guards in urban security.

The three main points of the decree are:

1. Weapons exclusively for active-duty municipal guards.

The carrying of weapons and urban security actions using firearms — including visible, preventive, and community policing — are the exclusive responsibility of active municipal guards, approved through an internal selection process — which has already taken place with the training of the first 600 agents by the Federal Highway Police (PRF) and the National Secretariat of Public Security (Senasp), with graduation scheduled for the end of February — reinforcing the technical character and the typical state nature of the activity.

2. Specialized Internal Affairs and Ombudsman offices integrated into the GM-RIO structure.

The specialized Internal Affairs and Ombudsman offices of the Elite Division of the Municipal Guard – Municipal Force – are formally integrated into the structure of the Rio Municipal Guard, ensuring unity, transparency, strengthening of control mechanisms, and avoiding overlapping responsibilities, acting as specialized bodies.

3. Management positions held only by career civil servants.

All commissioned positions in the Elite Division of the Municipal Guard – Municipal Force must be filled exclusively by active, tenured municipal guards of the GM-RIO, in accordance with article 15 of Federal Law No. 13.022, of August 8, 2014.

The decree also establishes that any temporary hiring within the Elite Division of the Municipal Guard – Municipal Force will be restricted to administrative support activities.

The Rio de Janeiro City Hall reinforces its commitment to an Elite Division of the Municipal Guard – a structured, technically sound Municipal Force aligned with federal legislation, guaranteeing greater institutional efficiency and increased security for the people of Rio.
