Municipal Force: the operational structure will include 118 vehicles - Beth Santos / Rio City Hall

The Elite Division of GM-Rio – Municipal Force presented, this Wednesday (04/02), the vehicles, tactical uniforms, weapons and non-weapons, as well as other equipment that will make up the operational structure of the Municipal Force. The event was attended by Mayor Eduardo Paes, Deputy Mayor Eduardo Cavaliere and the Director-General of the Elite Division of GM-Rio, Brenno Carnevale.

Mayor Eduardo Paes explained the role of the GM-Rio Elite Division – Municipal Force, emphasizing that public security will remain the responsibility of the state government.

 

– We want to complement those responsible for public safety in the state of Rio and throughout Brazil, which are the state governments, with the Military Police and the Civil Police. With the implementation of the Municipal Force, the Military Police will be freed up to concentrate, for example, on retaking territories occupied by crime. The Municipal Force will act on the streets, targeting robberies and thefts, based on crime hotspots, with clear missions and specific commands, so that we can not only achieve results, but also measure those results, which is fundamental in any public policy – ​​stated the mayor.

 

In total, the Elite Division of GM-Rio – Municipal Force will have 118 vehicles, including pickup trucks, motorcycles, and vans, which will assist in the mobility, response capacity, and territorial presence of the first 600 agents who will operate in strategic areas of the city, defined based on the analysis of crime hotspots and territorial criteria of each region of the municipality. The agents' deployment on the streets is scheduled to begin in March.

The vehicles will be used in preventive and overt patrolling actions, integrated into a planned, data-driven, and evidence-based operational model. In addition to motorized patrols, the teams will also conduct foot patrols, carried out by pairs or trios of officers, expanding territorial presence, proximity to the population, and the capacity for observation and response in areas with a higher incidence of crime.

During the visit to the Academy of the Elite Division of the GM-Rio Municipal Force, 1.500 Glock pistols and less-lethal weapons, such as pepper spray, tear gas, batons, and tasers, were also delivered, expanding the possibilities for technical, appropriate, and proportionate action in different types of incidents. The set of materials provided allows for the differentiated use of force, according to the context, the level of risk, and operational protocols, ensuring better safety and performance conditions for the teams on duty.

 

– The work of the Municipal Force is based on very clear premises: well-selected, well-trained, well-prepared and equipped agents to operate on the streets with permanent planning, control and supervision. By providing different types of equipment, we ensure that the teams have technical alternatives for each situation, applying the differentiated use of force responsibly. This allows agents to act from day one with safety, clarity of mission and adequate response capacity – stated the Director-General of the Municipal Force, Brenno Carnevale.

Uniforms and personal protective equipment were also delivered, including operational clothing, protective gear, and items specific to motorcycle patrols.

The delivery of operational equipment is part of the preparation process for the GM-Rio Elite Division – Municipal Force – for street operations. This will be supported operationally through integrated systems linked to the Operational Monitoring and Management Room, presented on January 29th and installed in the Operations and Resilience Center (COR), operating 24 hours a day, seven days a week. Among the main systems are the body cameras, mandatory for use during patrols, and the mobile operational management and monitoring device.
