The Rio de Janeiro City Hall, through the Municipal Comptroller's Office, instituted, on July 7th, the Internal Feasibility Analysis (AVI), which creates and standardizes disciplinary procedures in a preventive manner. The method was regulated by Rio Decree No. 58.258.

The AVI (Preliminary Investigation Assessment) is a preparatory step aimed at gathering information and evidence to verify the existence of sufficient grounds for initiating disciplinary proceedings. The regulation aims to provide greater technical certainty to administrative decisions, ensuring that accountability processes are only initiated when there is concrete evidence justifying their opening.

The analysis may be initiated by CGM-Rio itself, and by municipal bodies, autonomous agencies and foundations, based on representations received by the Public Administration.

After the analysis is completed, the case may be dismissed due to lack of supporting evidence; receive approval for the initiation of disciplinary proceedings, when there are indications of irregularity; or result in the signing of a Conduct Adjustment Agreement (TAC), in cases where this measure proves appropriate.

– Accountability must be the result of a consistent analysis, and AVI organizes this process, allowing the Administration to differentiate situations that require disciplinary investigation from those that can be resolved by other instruments or that simply do not present sufficient elements to proceed. This is an advance that enhances the performance of internal control and reinforces the credibility of administrative decisions – says the Comptroller General, Rosemary Macedo.
