Master Plan is the topic of debate at a seminar held at Rio’s City Council

Secretary Chicão Bulhões speaks about the Master Plan at the seminar Rio do Futuro, at the City Council - Rio City Hall The new Master Plan was the topic of the seminar Rio do Futuro, which took place this Tuesday (7/5) at the Rio de Janeiro City Council, in the city center. Participants discussed how the Master Plan – approved last December after two years of discussions – will shape the city over the next ten years.
The Rio urban guideline was discussed in the panel “Marvelous City: the Plan to guide the next decade of Rio” by Chicão Bulhões, municipal secretary of Urban and Economic Development; Carlo Caiado, president of the City Council; Isaque Ouverney, infrastructure manager at Firjan; Leandro Peixoto, president of IPHAN; and Robson Carneiro, president of SEBRAE Rio and FACERJ.
The secretary believes that the Plan approved by the Chamber is more modern and adapts the laws to the current dynamics of society: work and land use.
– The Master Plan enables the growth of economic activity in the downtown and northern regions, for example. The City Hall has also been concerned with proposing laws that encourage densification in areas that already have infrastructure and have been depopulated in recent years, such as downtown Rio, in addition to recovering areas that have grown in a disorderly manner. This is in addition to legislation such as Reviver Centro II, Reviver Centro Cultural and Rua da Cerveja. The Port has now received several new residential developments, such as Porto Maravalley and IMPA Tech. We are putting a lot of effort into making this happen in the city, and in recovering public assets with parks and a restored urban environment – detailed Chicão Bulhões.
The meeting also discussed which investments would be a priority for city planning. According to Isaque Ouverney, infrastructure manager at Firjan, the transport sector must keep pace with the city's growth.
– If the city expands, the challenges in terms of mobility will only increase. Commuting time increases, and this is a cost of living for the population. This is reflected in the production sector, because individuals arrive home more tired: they leave home earlier and arrive later, not making the most of their time. To this end, we have projects such as the expansion of subway and train lines, in addition to projects to revitalize Avenida Brasil. The projects need to address this issue, to ensure that workers live close to their workplace, and have access to urban functions, culture, and health care close to their homes. This is quality of life, and the city as a whole also benefits – stated Ouverney.
Regarding population occupation, Bulhões emphasized attention to the West Zone, outside the occupation of the Center and North Zone, highlighting the importance of formalization in this process.
– The City Hall’s mission today is to bring quality to what already exists in the West Zone, and regulation plays a very important role in this. When we talk about densification, it is about the possibility of construction, which is also about formalization. Thus, preventing disorderly construction, damaging the environment and creating chaos due to construction carried out by organized crime. Addressing this also involves public safety, and having positive results in this regard is important for the people of Rio – said Bulhões.
The event, promoted by CBN radio and Globo publishing house, brings together authorities, experts, businesspeople and journalists, bringing together perspectives on the challenges facing the city of Rio, initiatives that are taking place and thinking about solutions.
The seminar will also feature the participation of the executive undersecretary of Urban and Economic Development, Thiago Dias, on Wednesday (8/5), in the panel “Sustainable Rio: the future and environmental protection in the new Master Plan”.
