A document from the National Front of Mayors (FNP), signed on Tuesday (November 4th) by more than 100 leaders, will be delivered at COP30 in Belém, and proposes climate federalism as the basis for a just and sustainable transition.

More than 100 mayors from medium and large Brazilian cities launched, in an assembly at the COP30 Local Leaders Forum, the FNP Mayors' Charter for COP30, a document that will be officially delivered during the UN Climate Conference in Belém, Pará. The initiative reaffirms the essential role of municipalities in the global climate agenda and proposes strengthening subnational governments in the proposed actions.

The text, presented at the end of the General Assembly of the National Front of Mayors, highlights that there is no climate transition without cities, since more than 80% of the Brazilian population lives in urban areas — where the effects of the climate crisis are most intense and where solutions need to be scaled up, with innovation, social participation, and equity.

The document presents six priority areas of action to strengthen local climate action and the role of cities in the global climate regime.
