City Hall activates sirens in communities and puts teams from different agencies into action to reduce the impacts of heavy rain

In some neighborhoods it rained more in one day than expected for the entire month

Rio City Hall has been working since early Tuesday morning, September 22, with teams from various agencies on the streets to reduce the effects of the heavy rain that is hitting the city. Until 09:14 p.m., 36 sirens were activated in 17 communities with a high risk of landslides. The activations were made by the Municipal Civil Defense at the following locations and times:

– Rocinha (7 sirens) – 08:10;

– Formiga (3 sirens) – 10:40;

– Pai João Site (1 siren) – 10:53;

– Guararapes (1 siren) – 11:48;

– Willow (2 sirens) – 12:49;

– Sumaré (2 sirens) – 12:49;

– Borel (4 sirens) – 13:56;

– Santa Marta (2 sirens) – 13:57;

– Tabajaras Hill (1 siren) – 14:10;

– Goats (2 sirens) – 14:10;

– Escondidinho (1 siren) – 14:10;

– Pleasures (1 siren) – 14:10;

– Vila Elza (1 siren) – 14:10.

– Babylon (1 siren) – 14:51;

– Chapéu Mangueira (2 sirens) – 14:51;

– Cantagalo (2 sirens) – 14:51;

– Peacock-Peacock (3 sirens) – 14:51;

The municipality entered a state of alert due to the rain at 8:15 am (learn more here). This is the third level on a scale of five and means that one or more occurrences impact the city and affect the routine of some residents. At the rainfall stations of Alto da Boa Vista and Grota Funda, it rained in just one day more than expected for the entire month. The historical average for the Alto da Boa Vista station is 148,4 mm, and in the last 24 hours, the accumulation reached 248,4 mm. In Grota Funda, which has a historical average of 107,3 mm, it rained 24 mm in the last 181,8 hours.

Alto da Boa Vista was closed to traffic. At 14 pm, one of the parameters for closing the road, defined by GeoRio, was reached: 250 mm of rain in 24 hours. Drivers should opt for the Grajaú-Jacarepaguá Road and Linha Amarela.

In the South Zone, Borges de Medeiros Avenue and Jardim Botânico Street are also closed. The recommendation is avoid Lagoa-Barra. The options are the waterfront and the Santa Bárbara Tunnel.

The municipal Civil Defense received 56 calls via channel 199, since 21 pm on Monday (21/09). There were 20 occurrences due to threat or collapse of structure; 18 for properties with cracks and infiltration; 13 due to threat or landslide of slope; two due to fall of wall or external coating; one due to threat of rolling stone; and another two preventive.

The neighborhoods most served are Tijuca, Itanhangá, Alto da Boa Vista, Campo Grande, Bangu, Guaratiba, Freguesia, Bonsucesso, Vargem Grande and Paciência.

COR

The Rio City Hall Operations Center (COR) is monitoring rainfall data. According to Alerta Rio, a rain nucleus remains stationary in the Tijuca Massif, but began to gradually lose intensity in the early afternoon. The weather forecast continues for moderate to heavy rain, with moderate to strong winds, throughout Tuesday.

CIVIL DEFENSE

The Rio City Hall's Community Alert and Alarm System for Heavy Rain monitors a total of 103 communities at high geological risk, activating sirens whenever the rainfall levels necessary for preventive evacuation are reached. The telephone number to request inspections is 199.

The sound alert system is based on monitoring critical rainfall levels by meteorologists from Alerta Rio, who are based at the COR, where professionals from the Municipal Civil Defense work in an integrated manner, 24 hours a day. The work also involves the participation of community leaders and volunteers, in addition to previously defined support points, in case there is a need to temporarily evacuate residents. The system includes 83 rain gauges, 165 sirens and 194 support points.

Anyone can receive a warning about heavy rain from Civil Defense by voluntarily signing up. Registration is simple, quick and free: just send a text message with the zip code of interest to the number 40199.

CONSERVATION

The Undersecretariat of Conservation has around 40 workers in the North, South, Central and West zones, resolving flooding and eliminating pockets of water. All teams have shovels, backhoes, compressors and dump and conjugate trucks, which help with water drainage. Work in progress:

COMLURB

Comlurb has had teams on standby since Monday night (21/09), responding to incidents involving water pockets and fallen trees. The contingent is made up of 1.038 street cleaners. The teams were called out by 14 pm to resolve 25 water pockets in different parts of the city. By early afternoon, one had already been completed, 22 were in progress and two still depended on teamwork with other agencies. There have been 25 reports of fallen trees and large branches so far, eight of which have already been completed.

RIO-ÁGUAS

The Rio-Águas Foundation is working on the operation of the flood control reservoirs in Greater Tijuca. The equipment operated normally during the day, releasing the reserved volumes, according to the capacity of the local drainage network.

The diversion of the Joana River is also in operation, draining excess water that reaches the Joana River directly into Guanabara Bay.

In the South Zone, Rio-Águas operates the floodgates of Lagoa Rodrigo de Freitas. All floodgates have remained open since the beginning of the rains on Monday night, 21/09.

MUNICIPAL GUARD

The Rio Municipal Guard is working with 144 officers from the Special Traffic Group, supported by 28 patrol cars, to monitor traffic in all areas of the city, to advise drivers and pedestrians about water pockets, fallen trees and poles, flooding and outages at traffic lights. In support of Civil Defense, COR and other agencies, GM teams are working in the most affected areas, such as Jardim Botânico, Catete, Glória, Botafogo and Avenida Niemeyer, in the South Zone; Itanhangá, Barra da Tijuca and Avenida Burle Marx, in Guaratiba, in the West Zone. The other operational units of the Municipal Guard also provide support to the population within their patrol areas.

CET-RIO

In order to organize traffic and provide guidance to pedestrians and drivers, CET-Rio has 40 traffic operators on duty this Tuesday, with 11 vehicles, 27 motorcycles and 11 traffic light maintenance teams. There are also 21 barriers, 15 trailers and 13 message panels in operation.
