City Hall acts immediately to reduce impact of heavy rain

Photos: Marcos de Paula / Rio City Hall The Rio City Hall has been working since Friday night (21/08) to reduce the impacts of the heavy rain that has hit the city. Since 2:15 am this Saturday (22/08), the city has entered a state of alert, the third at level 5, due to the rain. The Subsecretariat of Civil Protection and Defense, subordinate to the Municipal Secretariat of Public Order (Seop), activated 16 sirens in ten communities due to the volume of rain recorded in the 24-hour period exceeding 125 mm, mainly in the Greater Tijuca and Centro regions.
According to Alerta Rio, 75 mm of rain has already fallen (average of all 33 stations) in August, more than expected for the entire month. There was no record, but it can already be said that this is an atypical August by historical averages, at 47 mm. The accumulated rainfall, including last Wednesday's volume, is among the 4 highest since Alerta Rio was founded in 1996. It is only surpassed by the months of August 2003 (150 mm), 2018 (89 mm) and 2019 (89 mm).

Civil defense
The sirens were activated, between 2 am and 10 am, this Saturday (day 22), in the communities of Salgueiro, Liberdade, Chacrinha, Matinha, Prazeres, Escondidinho, Vila Elza, Formiga, Unidos de Santa Tereza and Guararapes, located in regions of Greater Tijuca and the city center where the highest rainfall records have occurred so far.
Since 18 pm this Friday (21st), the agency has registered ten calls on channel 199 (the agency's service channel), including two for leaks or cracks in buildings (in Jardim América and Centro); two others for landslides or rockslides (Lagoa and Lins de Vasconcelos); one for a threat of structure collapse (Guadalupe), and one for a structure collapse (Cosmos). In addition to the inspections, technicians from the municipal Civil Defense are also on standby at the Rio Operations Center (COR) for any eventuality.
Teams visit these points, in addition to maintaining permanent contact with leaders and those responsible for the support points in order to offer support and assistance if necessary.
Comlurb
Comlurb has had teams on standby since Friday to respond to the consequences of the rains. The contingent is made up of 1.038 street cleaners. As of this morning, 25 pockets of water were recorded in different parts of the city. The work has already been completed in 18 of them. Operational teams continue to work in seven pockets of water. There were two occurrences of fallen trees, one in Anil, in the West Zone, which is underway, and another in Lagoa Rodrigo de Freitas, in the South Zone, which has already had the work completed.
Municipal guard
The Rio Municipal Guard is on standby this Saturday, the 22nd, and is working in several areas of the city to minimize disruptions caused by the rain to traffic and is also working to support the Civil Defense, Operations Center and other departments of the Rio City Hall.
In total, 193 agents, with the support of 30 vehicles, work exclusively on traffic control in all regions of the city to guide drivers and pedestrians about the occurrence of water pockets, fallen trees, flooding and outages in traffic lights.

On average, the accumulated rainfall across the city, in the 24 hours of Friday, was 37,45 mm for the entire city.
Undersecretariat of Conservation
The Undersecretariat of Conservation has around 40 workers spread across regional areas (North, South, Center and West) working to eliminate pockets of water in several streets in the city.
All teams are equipped with equipment such as: shovels, backhoes, compressors, dump trucks and combined trucks.
To date, 18 water accumulation points have been eliminated and completely drained.
And there are still some points with water accumulations on the roads, whose teams are already working on the sites, which are:

Rio-Águas Foundation
The Rio-Águas Foundation operates the flood control reservoirs in Greater Tijuca. The equipment operates normally, releasing the reserved volumes, according to the capacity of the local drainage network.
The diversion of the Joana River is also in operation, draining excess water that reaches the Joana River directly into Guanabara Bay. A team of technicians will accompany an inspection in the Catonho region.
