  • The City Hall presents the Operational Plan for New Year's Eve 2026.

The Rio de Janeiro City Hall presented, this Friday (December 26th), at the Operations and Resilience Center (COR-Rio), in Cidade Nova, the Operational Plan for the Rio 2026 New Year's Eve – The Biggest New Year's Eve in the World. Approximately 7.500 municipal agents from 11 agencies will work to ensure the celebration for locals and tourists, maintaining public order, operating transportation, traffic control, cleaning, social assistance, emergency services, providing shelter, and preventing violence against women. In addition, 700 cameras will monitor the public at the events, with 307 of them in Copacabana alone, where more than 2,5 million people are expected, including 14 new superzoom cameras to aid security.

"Everything points to an even bigger spectacle this year, especially in Copacabana. Our message is: continue enjoying yourselves, having fun, and savoring the most incredible of cities, but do so while respecting some basic rules. These rules don't restrict the right to celebrate, to commemorate, to love, to experience the city, to have your beer, to say your prayers, to enjoy your own rhythm. But they are important rules, especially on December 31st, so that we can celebrate the New Year in a civilized and safe manner. Go out into the streets, celebrate the New Year, and those who wish to visit Rio are welcome," stated Rio's mayor, Eduardo Paes.

The estimated economic impact for the 2025/2026 New Year's Eve celebrations is R$ 3,34 billion, according to the publication "New Year's Eve in Data," prepared by the Municipal Secretariat of Economic Development (SMDE), the João Goulart Foundation, and Riotur. Furthermore, the expected audience for Copacabana – 2,5 million people – is larger than the population of 22 state capitals in the country, and also exceeds that of 99,9% of Brazilian municipalities.

Student Exchange

The main way to access Copacabana will be via public transportation, including the metro, trains, and buses, which will have special schedules to serve passengers. It's worth noting that several streets will also have a special traffic operation plan implemented by CET-Rio, with road closures and signage to ensure public road safety in the neighborhoods of Copacabana, Leme, Botafogo, Flamengo, Ipanema, and Leblon, in the South Zone.

Safety

An advanced base of COR-Rio will provide 24-hour monitoring in Copacabana. Two hundred operators from various agencies will be integrated into the Situation Room. Six drones are included in the special plan. In addition, there will be real-time updates on weather forecasts, traffic, and transportation information on COR-Rio's official channels. A total of 78 Military Police towers will assist in monitoring the public. Pedestrian access will have security checkpoints. The sale of glass bottles by street vendors, the enclosure of public areas by stallholders, parking on streets prohibited by CET-Rio, the loading and unloading of goods after the designated hours, and the use of a larger area than that already granted by kiosks are prohibited.

Gilberto Gil and João Gomes will perform concerts.

The program for the party organized by Riotur features plenty of music, art, and culture across 13 stages throughout the city. There are diverse attractions, including shows by major Brazilian artists such as Gilberto Gil, who will be joined by Ney Matogrosso, on the Rio Stage in front of the Copacabana Palace. At the same location, the evening will feature a performance by singer Belo, who will be joined by Alcione. João Gomes, alongside Iza, will sing his hits. On the Samba Amstel Stage, near Rua República do Peru, in front of Post 6, the space will be for those who enjoy samba. The Banco do Brasil Leme Stage is dedicated to gospel music in the New Year's Eve 2026 program, offering a special night of celebration, faith, and praise by the sea.

For the first time, Copacabana's New Year's Eve celebration, for example, will feature new visual dimensions in its structures, combining more technology and unprecedented designs. The fireworks display, in turn, promises to be historic: there will be 19 barges distributed along the coastline, almost double the number used in 2024, and a 12-minute pyrotechnic spectacle in the sky, the largest ever held in Rio. A show with 1.200 drones, in homage to the city, will be part of the spectacle, with images synchronized to the fireworks and accompanied by a special soundtrack, signed by DJ Alok.

In addition to Copacabana, the traditional fireworks display will take place in other locations in Rio de Janeiro for those who want to enjoy New Year's Eve in high spirits: in Flamengo (on three barges, lasting 10 minutes), at the Penha Church (lasting 8 minutes), in Parque Oeste (lasting 6 minutes), and in Parque Realengo (lasting 6 minutes). And that's not all. The celebration will also feature 10 other stages: Parque Realengo, Sepetiba, Pedra de Guaratiba, Parque Oeste, Penha, Madureira, Piscinão de Ramos, Flamengo, Ilha do Governador, and Paquetá. All of them will feature shows and performances by samba schools.

SUBWAY

MetroRio has set up a special operation for New Year's Eve 2026 in Copacabana, which will run from 19 pm on December 31st until 5 am on January 1st. During this period, customers can only board the metro system using the New Year's Eve 2026 boarding pass (QR code and return wristband). The sale of these special metro tickets is exclusively through the app or... dealership website.

New this year is the return wristband, which will be given as soon as the customer validates their special ticket at the turnstiles on their way to the event, and aims to speed up and improve the flow of boarding on the return trip. The price of the metro pass for the Copacabana New Year's Eve celebration is R$ 15, which entitles the holder to a round trip from the event.

Digital sales will end at 18 PM on the 31st, or earlier if the passes sell out. MetrôRio advises customers to plan ahead and purchase their boarding passes (QR codes and return wristbands) in advance.

For travel to the event on Copacabana Beach, customers can choose from five time slots when purchasing their pass: 19 PM; 20 PM; 21 PM; 22 PM; and 23 PM. Customers will receive a QR code that must be presented for boarding at the stations during their chosen time.

Digital tickets can be purchased via credit card or Pix (Brazilian instant payment system) through the MetrôRio app or website. Each customer is limited to a maximum of 10 tickets per transaction. The metro boarding pass will only be valid on New Year's Eve and cannot be refunded or used later.

Embark with your New Year's Eve passport.

After validating your MetrôRio passport at the turnstile on your way to Copacabana, you will receive a return wristband which you must present on your way back. Post-event boarding is not subject to a fixed schedule and is only allowed with the use of the special wristband, valid from midnight until 5 am on the 1st.

On the outbound journey, boarding passes will be accepted at all stations except Cardeal Arcoverde, which will only allow disembarkation until midnight. After midnight, return wristbands will only be accepted at stations open for boarding. These are: Cardeal Arcoverde/Copacabana, Siqueira Campos/Copacabana, Cantagalo/Copacabana, General Osório/Ipanema and Jardim Oceânico/Barra da Tijuca.

Even those who do not use the QR Code on the way there and board the subway after midnight must pick up a return wristband, which must be done only at the Siqueira Campos/Copacabana, Cantagalo/Copacabana, General Osório/Ipanema, Jardim Oceânico/Barra da Tijuca and Maracanã stations, from 14 pm to 22 pm on the 31st.

For travel to and from the event, the concessionaire recommends that passengers give preference to the Siqueira Campos/Copacabana station.

On the 31st, starting at 7 PM, single-use, prepaid, Giro, Riocard Mais, and Jaé (Bilhete Único and Vale-Transporte) cards will not be accepted, nor will contactless payments (NFC). In other words, these cards can only be used until 19:59 PM and will be valid again from 7 AM on January 1st, coinciding with the reopening of the metro system, which will operate on a holiday schedule (18 AM to 23 PM) on that day.

More details about how the subway works

For the MetrôRio's special New Year's Eve operation, now in its 26th edition, the concessionaire will reinforce its staff in the metro system and will have flow guides to provide information to the public. In addition, it will have support from the Military Police and permanent surveillance.

From midnight until 5 am on January 1st, only the Cardeal Arcoverde/Copacabana, Siqueira Campos/Copacabana, Cantagalo/Copacabana, General Osório/Ipanema, and Jardim Oceânico/Barra da Tijuca stations will remain open for boarding. The other stations will only operate for disembarking.

On the January 1st holiday, the stations will operate from 7 am to 23 pm, with the exception of Praça Onze, Saara/Presidente Vargas, and Uruguaiana/Centro, which will remain closed. These three stations will reopen at 5 am on January 2nd.

On December 31st and January 1st, Line 2 trains will run between Pavuna and General Osório/Ipanema, and Lines 1 and 4 will maintain the Uruguai-Jardim Oceânico route. The concessionaire emphasizes that, for everyone's safety, the transport of large volumes exceeding 25 liters will not be permitted. Fireworks, containers, bottles, surfboards, or bicycles are also prohibited on the metro during the special New Year's Eve operation.

The operational scheme will begin at 6 am on Tuesday (12/30), with the prohibition of parking on several roads, to reduce the possibility of conflict between vehicles and pedestrians.

Traffic restrictions in Copacabana will begin at midnight on Wednesday (December 31st), blocking access for charter vehicles such as buses, minibuses, and vans, and setting up structures on Avenida Atlântica. The complete closure of Avenida Atlântica will begin at 7:00 AM, along its entire length to Leme, including the lane next to the buildings, as well as Avenida Delfim Moreira and Avenida Vieira Souto. From 7:00 PM onwards, access to Copacabana will be blocked, allowing only buses and taxis. The total closure of all access to Copacabana will begin at 9:00 PM.

Avenida Infante Dom Henrique (Aterro do Flamengo) and Avenida das Nações Unidas (Enseada de Botafogo) will be closed at 19 PM, in both directions, following the same rules as the closure for the leisure area. Buses and taxis will have access to Enseada until 21 PM.

Access to Copacabana is scheduled to be reopened at 5:00 AM on Thursday, January 1st, 2026, but Avenida Atlântica will remain closed between Rua Francisco Otaviano and Avenida Princesa Isabel, on both sides. From 10:00 AM onwards, the lane of Avenida Atlântica closest to the buildings will be opened and will operate in the opposite direction (from Post 6 towards Leme), as is the case on Sundays and holidays.

The lanes along the waterfront of Delfim Moreira, Vieira Souto and Atlântica avenues, the Flamengo landfill and Botafogo cove will also remain closed until 18 pm, when the leisure areas close.

In total, 180 agents, including traffic operators and support staff, will be working at the events with the support of 70 vehicles, including cars, motorcycles, and tow trucks. The teams will be committed to setting up roadblocks to ensure road safety for the public, and to guiding traffic for drivers and pedestrians.

The operation will include 1.800 cones and drums, as well as special signage such as pennants, no-parking signs, directional banners, and variable message signs, which will provide information on traffic changes, parking restrictions, traffic conditions, and alternative routes.

Traffic will be monitored in real time by CET-Rio technicians at COR-Rio, who will be able to make adjustments to traffic light programming and call for tow trucks positioned at strategic points to clear the roads.

PUBLIC ORDER

The Municipal Secretariat of Public Order (Seop) and the Municipal Guard (GM-Rio) have set up a special plan to celebrate New Year's Eve 2025/2026 in Copacabana, employing 1.370 agents in the neighborhood for urban order and traffic control, as well as providing guidance to locals and tourists who will be watching the fireworks display. The personnel will work in shifts, from 6:00 AM on December 30th until January 1st. Of the total number of agents, 471 will be exclusively dedicated to traffic monitoring and enforcement. In addition, the operation will have the support of 90 vehicles, including cars and motorcycles, as well as ten tow trucks. The teams will also focus on inspecting street vendors, especially to curb the sale of glass bottles, kiosks, and beach stalls.

Agents from the Urban Control Coordination, the Sub-Secretariat of Operations, the Integrated Territorial Actions Coordination, Rio + Seguro, and other SEOP (Municipal Secretariat of Public Order) coordination units will be involved in the operation. As in previous editions, the Municipal Guard's Mobile Command and Control Center will be stationed on Avenida Atlântica, at the corner of Rua República do Peru, with access to the GM-Rio Operational Map, which monitors the location of each agent in real time, providing greater agility in catching and apprehending offenders. The operation will also include agents from the Canine Operations Group (GOC) operating around the Siqueira Campos and Cardeal Arcoverde metro stations, in preventive patrolling and in support of the public. The operation will involve all special groups of the GM-Rio, including teams from the Special Operations Group (GOE) and Mobile Tactical Group (GTM), as well as the Motorcycle Guard Group (GGM).

The Special Traffic Group teams will implement and monitor the roadblocks according to the plan developed by CET-Rio. Municipal guards will also be responsible for implementing roadblocks in the leisure area, enforcing the parking ban on Avenida Nossa Senhora de Copacabana, and monitoring and overseeing metro stations. Agents will also monitor strategic points to oversee the parking of chartered buses. To carry out traffic operations, the teams will have the support of radio transmitters and smartphones for direct contact with COR-Rio, allowing for immediate communication in emergency situations or regarding changes in signage, prioritizing the flow and evacuation of the public at the end of the event. Two drones will also be used in preventive actions by SEOP and the Municipal Guard.

GM-Rio will also distribute identification bracelets to children who will be participating in the event. The bracelets are made of waterproof and highly resistant material, allowing them to be used in seawater. The distribution will be done by municipal guards who will be at the access barriers to Copacabana Beach and also on the shore. The action, which is already traditional during this period, is another tool to help quickly identify children if they get lost from their guardians.

OPERATIONS CENTER – 700 CAMERAS

All locations in the city where stages will be set up for New Year's Eve 2026 will be monitored by COR-Rio. Approximately 700 cameras will track activity at the parties organized by the City Hall throughout the city. In Copacabana alone, there will be 307 cameras at the party venue and at the main access points to the neighborhood to monitor the arrival and departure of the public, traffic blockades, and support surveillance operations in the area. This is 67 more devices than were used at the last New Year's Eve celebration.

In addition to expanding the camera network, the 2026 New Year's Eve celebration in Copacabana will feature the modernization of the beachfront monitoring system – including the lanes of Avenida Atlântica, the boardwalk, and the beach itself. Six more superzoom cameras will be installed, allowing for up to 15x image magnification without loss of quality. With these additions, the number of long-range cameras on Copacabana Beach will reach 14. The devices have a range of up to 300 meters from their positioning point and can be remotely controlled by operators from COR-Rio.

Advanced Color

An advanced base for COR-Rio will be installed on Copacabana beachfront. From a double container equipped with large screens, a team of 20 operators will exclusively monitor the neighborhood, immediately dispatching operational teams in case of emergencies. A total of four drones will be used to monitor activity at the three stages and access points to the neighborhood.

More than 200 representatives from various secretariats and operational bodies of the Rio de Janeiro City Hall, state security agencies, and public service concessionaires will be on duty at the COR-Rio headquarters in Cidade Nova, with an overview of the festivities taking place throughout the city. The operators will have direct contact with the organizers of the celebrations, which facilitates the deployment of emergency teams if needed.

Information for the citizen

Tourists and the general public can download the COR.Rio app to connect with key information about the city: real-time traffic, weather forecast, road closures, operational stages, heat levels, and more. In addition, it provides access to over five thousand cameras from the Rio de Janeiro City Hall. The COR-Rio app is free, available for Android and iOS in app stores, and has versions in Portuguese, English, Spanish, French, and Chinese.

COR-Rio also has other communication channels to keep the public updated. A 120m² digital panel located at the corner of Avenida Nossa Senhora de Copacabana and Avenida Princesa Isabel, in Copacabana, will display bulletins with useful public information related to the weather in the city, as well as special traffic and transportation plans for New Year's Eve in the city.

Approximately another 16 panels will also display service messages in public spaces such as buses, bus terminals, airports, train, subway and light rail stations, bus shelters, clocks, totems and bicycle rental stations; and private locations such as shopping malls and commercial and residential buildings.

Through the @operaçõesrio profile on social media (X, Instagram, Facebook, Threads and Bluesky), of website And through the COR-Rio news channel on WhatsApp, the Operations Center will also provide special coverage of New Year's Eve in the city, in real time, with teams on standby for the New Year's celebration.

HEALTH – Public will have a structure with four medical posts.

To support the public spending New Year's Eve on Copacabana beach, the Municipal Health Department (SMS) will have a structure with four fully equipped medical posts prepared to attend to urgent and emergency cases. The units will operate from 5:30 PM on December 31st until 5:00 AM on January 1st, 2026, to assist patients presenting with urgent conditions such as illness, trauma, cuts, etc. A total of 230 healthcare workers will be involved in the SMS operation during the biggest popular New Year's Eve celebration.

The stations will be located on Avenida Atlântica, at the intersection of Avenida Princesa Isabel, Praça do Lido, Rua República do Peru and Rua Siqueira Campos, and will be equipped with assistance resources for events with multiple victims. Each station will have a physical area of around 200 square meters, clinical beds and others with advanced support (with respirators, monitors, etc.) and hydration chairs, in addition to equipment, instruments and medications for emergency care. In total, there will be 48 beds, eight of which will be for advanced support, and 50 hydration chairs.

The healthcare team will consist of 37 doctors, 27 nurses, 36 nursing technicians, in addition to operational staff. A team of stretcher bearers will be on hand to assist people who need to move from the beach/sand to the medical posts. For more serious cases requiring transfer to emergency care units or hospitals, there will be 30 ambulances with mobile ICU support and their own teams (doctors, nurses, and drivers). Transfers will be coordinated by the Municipal Regulation Center. Hospitals will receive reinforcements on duty to meet the demand for New Year's Eve celebrations.

The Municipal Institute of Sanitary Surveillance (IVISA-Rio) implemented an integrated strategy with all kiosks managed by Orla Rio, the concessionaire responsible for the operation and maintenance of 309 establishments on the beaches of Rio de Janeiro. This involved conducting alignment and clarification sessions on good sanitary practices, collecting samples for laboratory analysis, and carrying out inspections. On New Year's Eve, IVISA-Rio teams will be present inspecting services, medical posts, and ambulances.

The Health Surveillance Superintendency monitors the epidemiological scenario of the municipality in the pre-event period. During the event, technical teams monitor, detect, and investigate cases of mandatory notification treated at medical posts installed on the waterfront, as well as possible public health emergencies. In the post-event period, it continues to monitor the epidemiological scenario in order to identify any changes in disease patterns. In addition, actions are also developed for the prevention and control of diseases of public health interest, with an emphasis on diseases transmitted by Aedes aegypti.

As part of efforts to promote health and prevent sexually transmitted infections (STIs), the Health Promotion Superintendency will be providing condoms at kiosks along Copacabana beach during the New Year's Eve period.

The SMS reinforces the warning for parents or guardians to keep a close eye on children, who should wear identification bracelets, as well as carry copies of their ID and a contact phone number in case they get lost. Other important recommendations for those attending the event include maintaining their regular medication, staying hydrated by drinking plenty of water, moderating alcohol consumption, wearing light clothing, avoiding walking barefoot, paying attention to the origin of food and drinks, and carrying identification and an emergency contact number.

COMLURB – mega cleaning operation

Comlurb has prepared a special mega-cleaning operation for the city's 2026 New Year's Eve celebrations. The company will have 5.260 sanitation workers distributed throughout all the celebration areas. The number of containers will be the largest ever. The expectation is that the public will properly dispose of their waste, which will facilitate the work of the sanitation workers and speed up the cleaning and delivery time after the event. Comlurb will also carry out the largest hydraulic street cleaning operation ever conducted in the city, with 26 water trucks and 26 high-pressure motor pumps. New large-scale sweepers will also be used to provide a better finish and finer cleaning of the streets.

There will be six thousand 240-liter containers and another thousand large 1.200-liter containers, totaling seven thousand. The work will be carried out with the support of 440 vehicles and equipment, including compactor and dump trucks, sweepers, water tankers for washing the streets with reused water, mechanical shovels, and beach tractors.

For the traditional Copacabana celebration alone, 1.933 sanitation workers will be involved in pre-cleaning on December 31st, on the day of the event, and in post-event cleanup on the afternoon/evening of January 1st, 2026. Comlurb (the city's sanitation company) will provide two thousand 240-liter containers and another 500 large containers (1.200 liters), distributed throughout the Copacabana beachfront and access points to the celebration. Each of the four medical posts set up by the SMS (Municipal Health Secretariat) will have two sanitation workers for cleaning.

The special New Year's Eve operation begins on the 31st, with pre-cleaning, with actions along the entire length of Avenida Atlântica, including the sidewalks in front of the buildings, the lanes, and the access roads, starting in the morning. Maintenance of the service begins at 20 PM. Post-event cleaning starts in the early morning so that Comlurb can deliver the streets and sidewalks clean as soon as possible on the first day of 2026, with everything washed and deodorized for the reopening of the roads.

In addition to Copacabana, there will be a special operation in various parts of the city, with 3.326 sanitation workers, who will work with the support of 226 vehicles and equipment. The Municipal Department of Social Assistance (SMAS) has prepared a special service plan for New Year's Eve. The services will be offered at the 13 stages distributed throughout the city.

Among the measures adopted, SMAS will identify children by means of bracelets with contact information for parents or guardians. The initiative is preventive in nature and seeks to facilitate the rapid location of families in cases of separation. The bracelets will be distributed by mobile teams of social educators at service points and in circulation near the stages.

In addition to identification, SMAS professionals will be on standby to work on the protection of children and adolescents, addressing situations of rights violations, and actively seeking out and providing temporary shelter for people in vulnerable situations.

The SMAS (Municipal Secretariat of Social Assistance) will operate on specific schedules. In Copacabana, teams will be present at the Rio Stage, Samba Stage, and Leme Stage from 3 PM on December 31st to 5 AM on January 1st. At the other stages in the city, operations will take place from 15 PM on December 31st to 18 AM on January 1st. All guardianship councils will have teams on duty.

Women's Secretariat – services for women

The Special Secretariat for Policies for Women and Care will have identified and trained professionals to offer immediate support in cases of harassment or violence. Women's restrooms will be decorated with stickers promoting the Rio+Safer for Women campaign, including a QR code for the Mulher.Rio website, which provides guidance in cases of violence.

SECRETARY OF CONSERVATION – Operation Open Drain

The Department of Conservation and Public Services is carrying out preventive maintenance on the drains and storm sewers of the city's public sidewalks, where free concerts will be held for the Rio 2026 New Year's Eve celebrations. The goal of Operation Open Drains is to clean the storm drains and prevent flooding in case of rain on New Year's Eve.

On the 31st, emergency teams from Comlurb and the Conservation Department will be on duty throughout the city, with reinforcements at the locations where the 13 stages with public attractions are set up. On the Copacabana and Flamengo beachfront, there will be two management teams on duty, equipped to drain rainwater if necessary.
