Fireworks display at Copacabana New Year's Eve - Rio City Hall On Thursday (26/12), Rio de Janeiro City Hall presented the operational plan for New Year's Eve Rio 2025 – The Biggest New Year's Eve in the World. In total, 8.358 municipal agents from 11 agencies will work to ensure the well-being of Rio residents and visitors, monitoring public order, transportation operations, traffic control, cleaning and emergency services. An unforgettable celebration, bringing together music, art and culture, transforming the city into a great stage of joy and excitement, awaits Rio residents and visitors when next year arrives, when more than 55 acts will perform, including Maria Bethânia and Caetano, Ivete and Anitta.
– Once again, the city is ready to hold this grand celebration to mark the arrival of a new year. We will allow the people of Rio to celebrate throughout the city. We always highlight Copacabana because of the symbolism that New Year’s Eve represents to the world. We are certain that it will be a night of celebration and lots of partying. Rio will once again demonstrate its enormous capacity to organize major events and welcome visitors – stated Mayor Eduardo Paes.
This time, there will be three stages in Copacabana: the Leme stage is back (with programming for the gospel audience), in addition to the Rio Stage (the main stage, which will be mostly LED) and the Samba stage (in the shape of a tambourine). Throughout the city, there will be 10 more stages with lots of music and celebration, with the highlight being the debut of the party at the recently opened Parque Oeste (Inhoaíba) and Parque Realengo Susana Naspolini.
This year, the fireworks display will take place at three locations: Copacabana, with ten rafts, lasting 12 minutes; Flamengo, with three rafts; and Penha, with fireworks at the Penha Church. But even before the fireworks, when the New Year's Eve soundtrack starts playing, an unprecedented light show will illuminate Copacabana. At each of the 20 sound towers positioned along the waterfront, there will be a ballet of lasers opening the countdown to 2025 and the fireworks show.
A service base for public agencies, with 12 containers, was set up next to the Cícero Pena School. The location will serve as a point of service for lost children and other assistance and shelter policies. 800 portable toilets have been made available along the Copacabana beachfront. And the stages will have an area designated for people with disabilities.
Special traffic plan foresees, for the first time, the closure of the Avenida Atlântica lane, next to the buildings, from 8 am
CET-Rio has prepared a special traffic plan for New Year's Eve. In the South Zone, the new feature is that the complete closure of traffic on Avenida Atlântica will be brought forward. In addition to the usual closure of the beach lane from 7 am, on December 31, the lanes next to the buildings will be closed to traffic from 8 am. In previous years, this closure only occurred in the afternoon.
Among the measures that will be taken, there will be a parking ban starting at 18:30 p.m. on December 31th on several streets in Copacabana, Leme, Ipanema and Botafogo, in order to free up circulation in these areas. From the early hours of the 31st, charter buses will be prohibited from accessing Copacabana and Leme. Also on the 18st, Aterro do Flamengo will be closed in the same way as the traditional leisure area, between Trevo dos Estudantes and Monumento a Estácio de Sá, starting at 22:XNUMX p.m. From XNUMX:XNUMX p.m., there will be a complete blockade of access to Copacabana, including buses and taxis.
The traffic company will be deploying all of its operational resources to the events in various areas of the city. In total, there will be 300 agents in the traffic operation, including 220 people in Copacabana, including traffic operators and support staff. They will be supported by 59 motorcycles and 26 operational vehicles, all to maintain traffic flow, prevent illegal parking, organize intersections, guide pedestrians and carry out the necessary roadblocks. 600 pennants and 460 parking prohibition signs will be installed in Copacabana and adjacent neighborhoods to alert drivers about the more than 3.000 vacant parking spaces in the region. 40 guidance lanes and 31 variable message panels will also be used to inform about changes in traffic, the times and locations of roadblocks, parking restrictions, and traffic conditions.
CET-Rio technicians working at the Rio Operations Center (COR) will monitor the entire city, implementing the necessary adjustments to traffic light programming based on traffic conditions at any given time. In addition, trailers will be positioned at strategic points on the main roads to quickly clear obstructions in the event of accidents or vehicle breakdowns.

Security will have 78 monitoring towers and searches at the roadblocks at the entrances to Copacabana
The Military Police will monitor security from 78 towers along the beach. At the blocked points, the public will be searched and glass bottles will not be allowed to enter. The Municipal Guard and agents from the Public Order Department (SEOP) will monitor the sale of glass bottles by street vendors, as well as the fencing off of public areas by stallholders or the use of larger areas than already granted by kiosks. CET-Rio agents will monitor prohibited parking on the closed streets and the loading and unloading of goods after the set time.
COR will have an advanced base in Copacabana, where the party will be monitored with 240 cameras and two drones
The Rio Operations Center (COR) will monitor New Year's Eve in all parts of the city. In Copacabana alone, there will be more than 240 cameras to monitor the arrival and departure of the public, as well as the main traffic blocks. COR will have an advanced base in the neighborhood with six operators and a city coordinator, who will only observe images of the neighborhood and will immediately activate operational teams in case of emergencies. Two drones will be used to monitor movement on the three stages and at the entrances to the Copacabana neighborhood.
More than 100 operators from various departments and operational bodies of the City of Rio will be on duty at the COR headquarters in Cidade Nova, monitoring an overview of the festivities that will be taking place throughout the city. The operators will have direct contact with the organizers of the celebrations, which will facilitate the deployment of emergency teams, if necessary.
Tourists and locals can download the COR.Rio app to stay up to date with the most important events: traffic jams, weather forecasts and road closures. The COR app is free, available for Android and iOS in online app stores, and has versions in Portuguese, Spanish and English.
Special bus operation will have two special terminals in Ipanema and Enseada de Botafogo. Gentileza Terminal debuts on New Year's Eve. BRT lines will be reinforced
The Municipal Department of Transportation and Mobi-Rio have set up a special system for the operation of conventional buses and BRTs to serve the population at the turn of the year. A contingent of 865 agents will be working to monitor the entire system.
In the South Zone, from 19:30 p.m. to 22 p.m., only buses and taxis will be allowed to circulate through Copacabana. Bus and taxi lines that pass through Enseada de Botafogo will only be allowed to use the road until 22 p.m. After this time, only the lines that operate at the Enseada de Botafogo Terminal will have access to Avenida das Nações Unidas.
There will be two bus terminals for boarding, starting at 22 p.m. One at Enseada de Botafogo (Avenida das Nações Unidas), near Botafogo Praia Shopping, for those going to the city center, Gentileza/Bus Station, Penha and Ilha do Governador. The Greater Tijuca and Greater Méier regions will be served by the Praia de Botafogo stop, as is the case on weekdays. The second special terminal will be in Ipanema, on Rua Prudente de Morais, with boarding at Praça General Osório for those going to Alvorada, Recreio and Vargens. In front of number 302 on Rua Prudente de Moraes, there will be buses for those going to Rocinha and Rio das Pedras. All 65 night services will continue to operate, with an increase in the fleet to serve passengers.
This will be the first year that Gentileza Terminal will operate on New Year's Eve. All feeder lines to Gentileza Terminal will continue to operate, with a fleet increase planned for the period between 21 pm on December 31 and 6 am on January 1.
On December 31, the BRT operation will be reinforced with 123 additional cars on strategic lines, in addition to the fleet that already operates normally. The special operating hours start at 18:2024 p.m. on the last day of 6 and continue until 1:XNUMX a.m. on January XNUMX, to accommodate the movement of people who will go to various celebration points in the city.

Metro will have digital ticket for transport on New Year's Eve
The subway will have, for the first time, digital tickets, with QR Code technology. Sales are being made via an app or by website and will close at 18:31 p.m. on December 19st or earlier if tickets are sold out. Advance purchase is recommended. Only passengers with a special ticket will be able to board from 31:XNUMX p.m. on December XNUMXst.
The digital ticket costs R$7,50 and is only valid on New Year's Eve. Passengers can choose from five boarding times: 19pm to 20pm; 20pm to 21pm; 21pm to 22pm; 22pm to 23pm; and 23pm to midnight. On the return journey, boarding does not take place at a fixed time, with the digital ticket being valid from midnight to 5am on January 1st.
When going to the event, special tickets will be accepted at all stations. After midnight, they will only be accepted at stations open for boarding. They are: Cardeal Arcoverde/Copacabana, Siqueira Campos/Copacabana, Cantagalo/Copacabana, General Osório/Ipanema and Jardim Oceânico/Barra da Tijuca.
On December 31st, starting at 19pm, single cards, prepaid cards, Giro cards, Riocard Mais cards (Bilhete Único and Vale-Transporte cards) and contactless payments (NFC) will no longer be accepted. These cards will be valid again starting at 7am on January 1st, together with the reopening of the subway system for boarding.
People with disabilities, children under six years of age accompanied by an adult with a valid free card or digital ticket, and people over 65 years of age must present an official document as proof at the turnstiles to board at the stations.

SuperVia will have extra trains in the early hours of January 1st. Stations near municipal parks will be open for passenger boarding
SuperVia will offer extra trips during the early hours of January 1st, to Japeri, Santa Cruz and Saracuruna. In total, there will be five extra trips on the Saracuruna branch and five on the Japeri and Santa Cruz branches. All trains will have stopping service and the trips on the Japeri and Santa Cruz branches will also serve the stations on the Deodoro branch.
Passengers will be able to board at Central do Brasil, as well as Madureira, Realengo and Inhoaíba, where there will be parties in the municipal parks near these stations. Central do Brasil station will be open for boarding from 0:20. Madureira will open at 1:30, Realengo at 1:40 and Inhoaíba at 1:20. During the early hours of the morning, the other stations will be open only for disembarking passengers.
On December 31, trains will run on fixed schedules. To avoid queues, the concessionaire suggests that customers purchase round-trip tickets in advance. VLT Line 1 will run 24 hours a day on New Year's Eve
The VLT Carioca will be operating 24 hours a day on New Year's Eve to serve the public. The aim is to facilitate connections with other modes of transport and the movement of those seeking access to the different stages with attractions spread throughout the city. Line 1, which runs from Santos Dumont to Terminal Gentileza (and passes through subway stations such as Cinelândia, Carioca, Candelária and Central, as well as the bus station, among other possible points for connecting between tracks or buses) will operate 24 hours a day from December 31 to January 1. From 23 pm on the 31st to 5 am on the 1st, the concessionaire will have intervals of 20 minutes between trains.
SEOP and the Municipal Guard will work with 1.720 agents throughout the city at the turn of the year
The Public Order Department (SEOP) and the Municipal Guard (GM-Rio) will have 1.720 officers working throughout the city on New Year's Eve. In Copacabana alone, 1.200 people will be employed to provide urban planning, monitor traffic and street vendors, and ensure the safety of Rio residents and tourists who will watch the fireworks display. The officers will work in shifts, from 6 a.m. on December 31st to January 1st. A Mobile Command and Control Center will be stationed on Avenida Atlântica, on the corner of Rua República do Peru, with access to the GM-Rio Operational Map that monitors the location of each officer in real time, making it easier to catch and enforce crimes.
In Copacabana, 471 municipal guards will be employed exclusively to monitor and inspect traffic, with the support of 90 vehicles, including cars and motorcycles, and nine trailers. The teams from the Special Traffic Group will implement and monitor the roadblocks according to the planning carried out by CET-Rio. The municipal guards will also be responsible for implementing roadblocks in the leisure area, enforcing the parking ban on Avenida Nossa Senhora de Copacabana, and inspecting and monitoring the subway stations. The agents will also monitor strategic points to monitor the parking of chartered buses. To carry out traffic actions, the teams will have the support of radio transmitters and smartphones for direct contact with the COR, allowing immediate communication in emergency situations or changes in signaling to prioritize traffic flow.
The teams will also focus on inspecting street vendors, especially to prevent the sale of glass bottles, kiosks and beach huts. Taxis, ride-hailing vehicles and supplementary transportation will also be inspected.

Social Assistance will have teams providing social outreach to people in vulnerable situations
The Municipal Department of Social Welfare will be present at the 13 stages of the New Year's Eve in Rio with a staff of 51 agents, carrying out social outreach in the area, offering services and actively searching for children and adolescents lost in the areas of the shows. The objective is to prevent and protect children and adolescents from situations of rights violations, identify children with the details of their guardians and offer temporary shelter services to people in situations of social vulnerability. In addition, all guardianship councils will have teams on duty.
New Year's Eve in Copacabana will have a structure with four medical stations
To support the public during New Year's Eve in Copacabana, the Municipal Health Department will have a structure with four medical posts equipped and prepared to deal with urgent and emergency cases and possible incidents with multiple victims. The units will operate from 17:30 pm on December 31, 2024 until 5 am on January 1, 2025. The SMS will employ 315 people in the action, including doctors, nurses, nursing technicians and support staff.
The stations will be located on Avenida Atlântica, at the intersection of Avenida Princesa Isabel, Praça do Lido, Rua República do Peru and Rua Siqueira Campos. Each will be approximately 200 square meters and will be equipped with clinical and advanced support beds (with respirators and monitors) and hydration chairs, as well as equipment, instruments and medications for emergency care. In total, there will be 48 beds, eight of which will be advanced support beds, and 50 hydration chairs.
The healthcare team will include 36 doctors, 27 nurses, 36 nursing technicians, as well as operational/administrative staff, and 50 pairs of stretcher bearers to assist people who need to travel from the track/sand to the medical posts. For more serious cases that require removal to UPAs or hospitals, there will be 30 ambulances with mobile ICU support with their own teams (doctors, nurses and drivers). The UPAs and hospitals have received additional staff to meet the demand for New Year's Eve.
Health Surveillance will inspect services on the waterfront
The Municipal Institute of Health Surveillance (IVISA-Rio) has implemented a new edition of the Orla Legal project, which includes information sessions on good health practices, sample collection and inspections at more than 150 establishments located along the beaches of Leme, Copacabana and Barra da Tijuca. After New Year's Eve, the actions will be extended to other beaches in Rio. On New Year's Eve, IVISA-Rio teams will be present to inspect some services, including medical posts and ambulances.
Health reinforces the warning about children
The SMS reinforces the warning for parents or guardians to keep an eye on their children, who should wear an identification bracelet, as well as copies of their ID and contact phone number in case they get lost. Other important recommendations for those attending the event are to moderate the consumption of alcoholic beverages and be careful with the conditions in which the food to be eaten is prepared and preserved; stay hydrated; do not stop taking any medications that are in continuous use; and do not walk barefoot.
Comlurb will work with 5 thousand street cleaners to ensure the city is clean before, during and after the party throughout the city
Comlurb will have 5.000 street cleaners at all the festival points, who will work with the support of 400 vehicles and equipment. In Copacabana alone, there will be 2.000 street cleaners, 160 vehicles and 70 pieces of equipment. Comlurb will make 5.000 extra containers and metal boxes available along the entire coastline, in addition to the 2.500 already available, to ensure the correct disposal of waste.
In Copacabana, the special operation will begin on December 31st with the pre-cleaning of Avenida Atlântica. Street cleaners will work on cleaning the four medical stations set up for the party. The goal is to have everything clean by 10 am on the first day of 2025. There will be a special operation on the city's beaches, on Ilha de Paquetá, and at Piscinão de Ramos, as well as Parque Madureira and Praça Santa Emiliana, in Penha. The new leisure areas opened to the population of Rio this year – Parque Oeste (Inhoaíba) and Parque Realengo – are also part of the operation.
Household and selective collections for New Year's Eve throughout the city will be exceptionally brought forward. With the change, nighttime household collection on streets in the South Zone (excluding Copacabana), Downtown, Port Zone, North Zone and West Zone will be brought forward to 15 pm on December 31st. In Copacabana, nighttime household collection will be moved to January 1st, starting at 7 am. Nighttime household collection in the neighborhood on January 1st will be normal. All nighttime selective collection on December 31st will be brought forward to 15 pm.

Copacabana to have shelter for women in situations of violence
The Secretariat for Women's Policies and Promotion (SPM-Rio) informs that it will be present at the Copacabana New Year's Eve celebrations with a support center for women who may suffer any type of violence during the festivities. The center will operate in a container, in front of the Doutor Cícero Penna Municipal School, at Avenida Atlântica, 1976, from 16 pm on December 31 to 4 am on January 1, offering assistance for possible incidents.
In addition to the post, there will be an awareness campaign on violence against women, with stickers placed on portable toilets. The sticker contains a QR Code that leads to the “Rio + Seguro para Mulheres” website, an information channel on the various forms of gender-based violence. On the website, women will be able to find the exact location of the reception team, as well as access information on how and where to ask for help in cases of violence. The website has translations in English, French and Spanish, and was created in partnership with the UN’s International Organization for Migration (IOM).
