City Hall presents the PAC Periferia Viva urbanization plan for Rocinha.

Art: Rio City Hall The mayor of Rio, Eduardo Paes, participated this Saturday (07/02) in the presentation of the urbanization and infrastructure plan of the PAC Periferia Viva for Rocinha. The initiative of the Federal Government, in partnership with the City Hall of Rio, foresees investments of R$ 350 million.
The project brings together an integrated set of interventions focused on urban infrastructure, mobility, the environment, and quality of life. The works will be carried out by the Municipal Secretariat of Infrastructure and are part of an urban redevelopment strategy built from dialogue between public authorities and the local population.
"The most important thing about this project is fixing the streets of Rocinha. We need to provide sanitation, sewage, water, and roads with drainage and access. We will prioritize what is most basic," said the mayor, praising the partnership with the federal government.
Eduardo Paes also highlighted the importance of ensuring a firm system for controlling the expansion of Rocinha:
– It can't continue growing outwards. It needs clear boundaries so that we can guarantee services and establish urban planning parameters.
The conceptual project submitted to the Ministry of Cities is based on the Rocinha Master Plan. The next step involves the development of a participatory action plan, in which residents can evaluate the proposals presented, identify priorities, and suggest adjustments based on the needs of the area. The proposal is that interventions be guided by the needs identified by the community itself, strengthening the process of listening and social participation in defining the actions.
"All the interventions announced here must have prior discussion and approval from the leaders and residents of Rocinha," explained the deputy mayor, Eduardo Cavaliere, stating that the actions in Rocinha "will happen, they will become a reality."
"My commitment to the leaders of Rocinha is that we prioritize the most critical areas: basic sanitation and improved access to the most difficult places in the community," Cavaliere assured.
The deputy mayor highlighted the significant challenge that garbage collection represents, for example, in the hard-to-reach areas of Rocinha.
Main areas of intervention
The plan foresees interventions in approximately 280 square meters of Rocinha, with actions aimed at improving urban conditions and access to the territory. Among the proposals presented are the opening of new streets and roads to guarantee internal circulation, in addition to water, sewage, drainage and urbanization works, focusing on expanding urban infrastructure.
In the area of mobility, the plan includes the implementation of an Urban Mobility System aimed at improving access and supporting urban cleaning operations.
The project, which will still be discussed with the public, also includes the construction of a transport terminal of approximately 3 square meters, intended for organizing local transport and the operation of local commerce.
The plan includes environmental restoration actions, with the requalification of approximately 9 square meters of the Rocinha Ecological Park, with improvements to access, community life, and leisure activities.
Guilherme Simões, National Secretary for Peripheries at the Ministry of Cities, said that the Rocinha PAC (Growth Acceleration Program) will help change the lives of the community's residents.
Maria de Lourdes Marques, a 70-year-old retired health technician and resident of Rocinha, expressed hope for the success of the interventions:
"It will be very important here for the favela. It will lift many families out of the bad situation they are living in. We have to believe," he stated.
PAC Periferia Viva
With the PAC Periferia Viva program, Rocinha becomes part of a structured and participatory urban planning process that combines infrastructure interventions with actively listening to the population. Social participation will be a central step in defining priorities and ensuring that actions meet the needs of the area.
The PAC Periferia Viva program is coordinated by the Ministry of Cities, through the National Secretariat for Peripheries, and its principle is to build public policies based on dialogue with the territories, promoting urban inclusion and improving the living conditions of the population.
