City Hall presents operational plan for singer Madonna’s concert

Rio de Janeiro City Hall presented, this Friday (19/4), the operational plan prepared for the concert by singer Madonna, scheduled for Saturday (4/5), in Copacabana. A task force of around three thousand municipal agents from 11 agencies will work to ensure public order, traffic control, cleaning, emergency services and the well-being of Rio residents and visitors. An estimated audience of 1,5 million people is expected to fill the beachfront for the event “The Celebration Tour in Rio”, which celebrates the pop diva’s 40-year career.

Operation Madonna predicts that on the night it will become the world's largest dance floor, Copacabana Beach will have a similar preparation to that of New Year's Eve parties. The stage where the artist will perform is being set up in front of the Copacabana Palace. The show is scheduled to begin at 21:45 p.m. and will last two hours. The party will open with a DJ performance, starting at 19 p.m.

There will be 18 sound towers spread along Copacabana Beach to ensure that the sound reaches everyone. 550 toilets will be made available along the entire beachfront of the neighborhood.

The State Government also presented the operational security plan, which foresees the deployment of 3.200 military personnel, 64 vehicles and 65 monitoring towers in the region. Cross streets along the coast will be closed with fences and access will be controlled. There will be 18 checkpoints and facial recognition checkpoints. The subway stations in Copacabana will be checked with metal detectors. Facial recognition drones and 12 additional facial recognition cameras will be used. In addition, the Military Police announced the creation of a command and control center in Praça do Lido to operate during the show. The Civil Police will have 1.500 officers on standby.

Riotur will reinforce tourist service points

In addition to coordinating the show's operations and monitoring the implementation of operational structures, Riotur has prepared a special plan for the entire tourist reception area. The information desks located at Copacabana's stations 2 and 5 will be open on the day of the show from 8 am on Saturday to 3 am on Sunday. The Integrated Tourist Service Center (CIAT), located at Avenida Princesa Isabel, 183, will be open on the day of the show from 9 am on Saturday to 4 am on Sunday.

Remote monitoring with 100 cameras keeping an eye on the party

The Rio Operations Center (COR) will monitor the entire event with over 100 cameras. A team of 50 operators will be on duty in the Situation Room in Cidade Nova, in front of the 104-square-meter video wall, the largest in Latin America. A special layout was developed for the screen. The operators will monitor the main roadblocks and access points to the Copacabana neighborhood. A drone will be used to assist the operation in areas where there are no monitoring cameras. The COR will use its operational experience from New Year's Eve to guide municipal agents in the actions of the show. The Rio Alert System will be on duty at the COR with meteorologists and technicians who will be monitoring the weather conditions in the city in real time during the event.

Planning includes special line and temporary terminals for public transport

To ensure spectators' mobility, the Municipal Department of Transportation (SMTR) has prepared a special plan. The bus system, including the BRT and the municipal lines involved in this service, will operate uninterruptedly, 24 hours a day. The Gentileza Terminal will be the central connection point between the BRTs, the intercity lines, the bus station and Galeão Airport.

The big news is the creation of the exclusive Gentileza x Madonna line to transport spectators from the Gentileza Terminal to the concert venue, passing through Aterro do Flamengo. The matches start at 13 pm on Saturday (4/5). Until 19:30 pm, the disembarkation point for this line will be at Avenida Princesa Isabel 186, near McDonald's. After this time, the disembarkation point will be at Enseada de Botafogo. The fare for this exclusive line will be R$8,60, round trip, with access control and exclusive payment through the Jaé ticketing platform. At the time of purchase, passengers will receive a wristband to facilitate the return home. The return boarding will take place at Enseada de Botafogo, from midnight to 4 am on Sunday. To do so, all you need to do is show the wristband to board the bus.

The City Hall advises that passengers who will use this exclusive service download the Jaé app in advance and top up their cards with R$8,60.

From 18:19 p.m. to 30:19 p.m., only buses and taxis will be allowed to circulate through Copacabana. Lines that cross Botafogo Bay will only be allowed to use this route until 30:XNUMX p.m. After this time, only lines determined by SMTR will have access to the Botafogo Bay terminal.

From 19:30 pm there will be two bus terminals for boarding. One in Enseada de Botafogo, near Botafogo Praia Shopping, serving passengers heading to Central, Gentileza Terminal and some neighborhoods in the North Zone, such as Abolição, Jacaré, Penha and Ilha do Governador.

The other boarding point will be located at Posto 6, with conventional and executive buses heading to neighborhoods in the West Zone, such as Barra da Tijuca (Alvorada Terminal), Cidade de Deus, Recreio, Piabas, Santa Cruz, Rio das Pedras and Campo Grande.

Special bus Gentileza x Madonna – return from the show

Passengers with the bracelet must present it to board the direct service, which will leave from Enseada de Botafogo to Gentileza.

Bus to the Center and Bus Station

Metro and Supervia will have special operations

The Metro will have maximum train availability from 15:16 p.m. on the day of the show. Boarding can be done at all stations. Metrô Rio recommends that you disembark at the Siqueira Campos station. At the Cardeal Arcoverde station, disembarkation is only from 22:4 p.m. to XNUMX:XNUMX p.m. After the show, the Cardeal Arcoverde, Siqueira Campos and Cantagalo stations will be open until XNUMX:XNUMX a.m. on Sunday. After midnight on Saturday, the other stations in the system will only be open for disembarkation.

At Supervia, the Central do Brasil station will be open until 21:15 p.m. for the disembarkation of the public attending the show. On the return journey, the Santa Cruz, Saracuruna and Japeri lines will operate from 0:15 a.m. to 2:15 a.m. on Sunday.

Navy inspects vessels

The Brazilian Navy, through the Harbor Master's Office, is inspecting vessels that wish to position themselves at sea to watch the show. As of Wednesday (25/4), 123 vessels had been inspected, of which 78 were approved to enter the maritime interdiction area planned for the event, and 45 still have pending issues to be resolved.

The maritime area will be closed due to the show from 12:4 p.m. on May 4 until 260:XNUMX a.m. the following day. The Navy will be operating with XNUMX sailors on four patrol vessels and eight naval inspection vessels.

Public Order and Municipal Guard will have 1.130 agents working on the coast

The Public Order Department (Seop) and the Municipal Guard (GM-Rio) will have 1.130 officers, 71 police cars, 32 motorcycles, ten trailers and five quad bikes working on the waterfront. The Seop and GM-Rio teams will be employed in urban planning and traffic control actions, in addition to ensuring the safety of Rio residents and tourists who will attend the show.

Only in urban planning actions and with a focus on the well-being and assistance to the safety of citizens, there will be more than 60 posts for the Municipal Guard to operate on the waterfront and access roads to the Copacabana neighborhood, with special attention to blocking and support points around the medical posts set up by the Municipal Health Department (SMS).

GM-Rio will also rely on strategic action from the Canine Operations Group (GOC), in preventive patrolling around the Cardeal Arcoverde and Siqueira Campos subway stations in Copacabana. The presence of the dogs aims to promote a greater sense of security for those traveling in the area and also help to inhibit and contain possible riots or crowds.

The SEOP teams will work to regulate and monitor beach stalls and street vendors. It is worth remembering that the sale of beverages in glass bottles is prohibited and if caught, the merchandise will be seized. The GM-Rio agents will work to monitor municipal regulations and distribute identification bracelets to children on the beach during the day, until 17 pm. The operation will also involve the Maria da Penha Patrol. The teams will act as a preventative measure to provide guidance on violence against women and in cases of flagrant violence.

In order to regulate and monitor traffic, the Municipal Guard will act to enforce illegal parking and to act on roadblocks implemented by CET-Rio, in addition to monitoring the Copacabana leisure area and roadblocks in Botafogo and Flamengo Park. SEOP will also act to monitor taxis to prevent violations and undue fare charges (taxi fares), and to prevent the illegal transportation of passengers (pirate transportation). In addition, tow trucks will be used to remove vehicles caught parked illegally.

CET-Rio sets up special traffic plan for the event

To accommodate the large number of people expected to attend the event, a special traffic plan will be implemented with several parking restrictions and bans in the area. CET-Rio will be fully operationally involved. It will have 205 people, including traffic operators and support staff, 49 motorcycles, ten trailers and 26 operational vehicles, who will work to maintain traffic flow, prevent illegal parking, organize intersections, guide pedestrians and carry out any necessary roadblocks in the area.

420 parking ban signs will be installed in the Copacabana neighborhood to alert drivers about the 3 parking spaces that have been eliminated in the area. 44 guidance lanes and 31 variable message panels will also be used to inform about changes in traffic, the times and locations of blockades, parking restrictions, and traffic conditions.

CET-Rio technicians located at the Rio Operations Center (COR) will monitor the region, allowing adjustments to the traffic light schedule, if necessary, to be made.

Main prohibitions

From midnight on Saturday (0/4)

Access to chartered buses will be prohibited in the Copacabana neighborhood. In addition to the access ban, parking for these vehicles will also be prohibited in Botafogo, Ipanema, Urca and Morro do Pasmado.

From 7am on Saturday (4/5)

The lane along the edge of Avenida Atlântica will be closed for the implementation of the Leisure Area and the lane next to the buildings will operate in reversible mode, as is the case on Sundays and holidays. In addition, Avenida Atlântica, the lane along the edge, in the section next to Leme, will also be closed.

From 11am on Saturday (4/5)

The road next to the buildings on Avenida Atlântica and all its accesses will be closed.

From 18am on Saturday (4/5)

All access to the Copacabana neighborhood will be closed, except for regular buses and taxis.

Access to Copacabana will be completely blocked for all types of vehicles, including buses and taxis.

Access to Copacabana will be opened to all vehicles, with Av. Atlântica remaining closed on both lanes.

The lane of the buildings on Avenida Atlântica will be opened, operating with the opposite direction (from Posto 6 to Leme), as occurs on Sundays and holidays.

Parking ban

To reduce the possibility of conflict between vehicles and pedestrians on the streets of Copacabana, as well as to discourage the use of passenger vehicles to reach the neighborhood, parking of vehicles will be prohibited throughout the neighborhood from 18 pm on Thursday (2/5) until 6 am on Sunday (5/5).

Recommendations

– It is recommended that drivers avoid passing through the region during the closure times, trying to arrive at an earlier time for their journeys;

– Using public transport is the best option for getting to the event;

– Respect the areas where parking is prohibited, observing all the signs installed in the area;

– Drivers should, whenever possible, avoid driving through neighborhoods and roads where access to Copacabana, Ipanema (mainly on Rua Bulhões de Carvalho), Lagoa (near Corte do Cantagalo) and Botafogo (region of Ruas Real Grandeza, Rua da Passagem, Lauro Muller and Túnel do Pasmado) will be blocked, seeking alternative routes for their journeys.

Copacabana Beach will have three medical posts in the style of New Year's Eve

The Municipal Health Department will set up a pre-hospital care system, based on the Copacabana New Year's Eve celebrations. There will be three fully equipped medical posts for emergency care, spread along Avenida Atlântica. The units will be installed on the corner of Avenida Princesa Isabel, in Praça do Lido and at the intersection of Rua República do Peru. There will also be an area with contingency resources in the event of an incident with multiple victims.

The medical posts will be open from 17:30 p.m. on Saturday (4/5) to 4 a.m. on Sunday (5/5) and will have a total of 36 beds, including six advanced life support beds to treat the most serious cases; in addition to 45 hydration chairs. In total, there will be 140 professionals and 80 stretcher bearers to search for people who need care among the public and take them to the posts. Thirty ICU ambulances, manned by doctors and nurses, will be on standby to transfer patients who need more complex care resources to UPAs and hospitals in the network. The Municipal Regulatory Center will organize the transfers.

The Health Surveillance Institute (IVISA-Rio) has also prepared a work plan to protect public health from risks arising from the consumption of products and services subject to health control. The actions begin with the preparations for the event, with training for food and health service providers; guidance and prior inspection of establishments. IVISA-Rio agents will also work to apply health measures in the event of identified irregularities, and to establish criteria for possible investigation of outbreaks, together with the Epidemiological Surveillance.

The Fire Department will be working at the show with 800 soldiers based at observation posts along the entire coastline. A new feature will be the presence of an aircraft to transport serious incidents. There will be an advanced medical post at post 6. The corporation will have the support of boats, ambulances, rescue vehicles, tanker trucks and two drones at public access points.

1.518 street cleaners mobilized to clean the neighborhood. Household collection will exceptionally take place on Sunday

Comlurb has prepared a massive cleanup operation for the show, similar to the one used for the New Year's Eve party. A team of 1.518 street cleaners will work on the beachfront, with the support of 69 vehicles and 38 pieces of equipment. The company will make 1.500 240-liter containers available on the sand and boardwalk of Avenida Atlântica, and on the main access roads, including the subway stations, to ensure that visitors can dispose of their waste in an orderly and correct manner. To avoid disruptions to residents' routines, Comlurb will be changing the nighttime household waste collection on Saturday (4/5) in the Copacabana neighborhood, which will exceptionally be carried out on Sunday (5/5), starting at 19:XNUMX p.m. The determination also applies to large generators. The Zero Waste team will monitor compliance with the rule.

The special operation for the show will begin on May 3rd, with pre-cleaning for the party, with actions along the entire length of Avenida Atlântica, including the sidewalk of the buildings, the roads and the access roads, starting in the morning. Maintenance of this service will be carried out throughout the day, with a larger group working during the night and early morning, until everything is clean.

The teams will perform mechanized and manual sweeping services; waste removal and collection; cleaning of flowerbeds and gardens; cleaning of drains; cleaning of signage; removal of graffiti and irregular advertising; cleaning of sand; collection of potentially recyclable materials; and hydraulic cleaning of roads with reused water and detergent, and application of eucalyptus essence.

The collection of potentially recyclable materials will involve three street cleaners at each of the 15 inspection points set up by the state's security forces; each location will have two ecobags to store the recyclables.

Comlurb will also clean the three health centers set up especially for the show. Each of them will have six street cleaners. All equipment and utensils that will be used in the centers, including stretchers, will be washed, cleaned and disinfected before being put into use.

The vehicles that will be in operation include: 15 dump trucks; 11 compactor trucks; four satellite trucks; two cage-type trucks for selective collection; five sandblasters; two box trucks with toilets; six vans and eight minibuses for transporting street cleaners; and eight water trucks and eight motor-pump vans for hydraulic cleaning with reused water. The equipment that will be used includes: two compact mechanical shovels; seven articulated mechanical shovels; six large sweepers, four medium-sized sweepers; seven beach tractors for removing waste; and ten tractors and two mini tractors with rear attachments for sifting sand after the show.

A Zero Waste team, with 48 agents, will carry out inspections on Avenida Atlântica and access streets, issuing citations for irregular disposal of small waste (fine of R$282,38 each) and people urinating in public (fine of R$773,65 each).

Rio + Safe for Women Campaign will raise awareness about combating violence

The Secretariat for Women's Policies and Promotion will run the Rio + Seguro para as Mulheres and Tem Saída 24h campaigns during the show. The goal is to raise awareness of the need to combat violence against women. The Secretariat for Women will have a service station to assist women who may suffer any type of violence during the event.

The bathrooms on the Copacabana beachfront will be covered with the Rio + Safe for Women campaign material, which provides information on how and where to seek help in cases of violence, using a QR Code translated into English, Spanish and French. The VIP bathrooms and restaurants located around the event will also receive the materials. The Rio + Safe video will be shown on 18 screens, which will be positioned throughout Copacabana.

Rio + Safe for Women is an informative website about the various forms of gender-based violence, developed in partnership with the UN's International Organization for Migration (IOM). The website is translated into English, French and Spanish. The campaign was created based on reports of assistance to migrant women at the Women's Secretariat's facilities. The initiative began on New Year's Eve 2022 and continued through Carnival 2023 and 2024, reinforcing the Women's Secretariat's commitment to women's safety and well-being.

100% occupancy in Copacabana beachfront hotels, more flights and road trips to Rio

According to the Municipal Department of Tourism, the hotels on the Copacabana beachfront are expected to be 100% occupied. Bus companies operating at Rodoviária Novo Rio expect a 30% increase in extra hours between May 3 and 4. The Rio Galeão consortium estimates 170 extra flights to the city between May 1 and 6, departing from 27 destinations.
