There was action throughout the city, municipal guards patrolled leisure areas such as Aterro do Flamengo, Parque Madureira and Quinta da Boa Vista, guiding the population and preventing irregularities.

Below is a complete summary of the actions of the bodies involved:

MUNICIPAL GUARD

The Rio Municipal Guard patrols and manages urban and traffic regulations, as well as health inspections throughout the city, including the coastline and the sandbank. During these inspections, the guards provide information to the public about the restrictions of the current phase of easing of restrictions, monitor municipal regulations and health violations (such as failure to wear masks), prevent illegal parking and raise awareness among the public about the City Hall's measures to prevent crowds and the spread of the coronavirus.

The teams also work in squares and parks, in addition to inspecting various types of establishments, such as commercial stores, bars, restaurants and kiosks. On weekends, nighttime operations are directed at four gastronomic micro-hubs: Dias Ferreira Street, in Leblon; Nelson Mandela Street, in Botafogo; Olegário Maciel Avenue, in Barra da Tijuca; Varnhagem Square, in Tijuca. In addition to these points, other areas are also subject to inspection, such as Mureta da Urca; Copacabana beachfront, São Salvador Square, in Laranjeiras, Catete and Glória Streets, in the South Zone; Vila da Penha, in the North Zone, among other neighborhoods.

This weekend (10th and 11th), municipal guards inspected several establishments regarding the municipal decree that establishes closing time at 1 am, but no violations of the measure were found. The agents prevented crowds and the presence of illegal street vendors, to clear the streets, in addition to notifying people caught not wearing face masks. During the actions, the teams broadcast audio messages to raise awareness among the population about the City Hall's restrictive measures and, mainly, to avoid crowds. The agents also issued 43 traffic fines (partial number in a gastronomic hub) to drivers caught committing infractions, such as illegal parking.

During a patrol in Praça São Judas Tadeu, in Cosme Velho, on Sunday, a team from the Motorcycle Guard Group (GGM) dispersed the action of about ten parking attendants and arrested a suspect of attempted extortion of a driver with the support of the Military Police. The group was operating near the access to the Corcovado train and threw stones at the team before fleeing. One man was taken to the 9th DP (Catete) and released shortly after, as the victim did not file a complaint.

Traffic inspections throughout the city over the weekend resulted in 1.218 fines being issued for various irregularities, including parking on the sidewalk and in prohibited areas.

On Monday (the 12th), the inspection of health measures resulted in the application of 44 fines (partial number) to people caught without a mask in various parts of Rio, including beaches. In addition to acting throughout the city, municipal guards patrolled leisure areas such as Aterro do Flamengo, Parque Madureira and Quinta da Boa Vista, guiding the population and preventing irregularities.

The Municipal Guard has already registered around nine thousand health violations in the city since the beginning of the inspection on June 5, reinforcing the actions of the City of Rio in confronting the pandemic of the new coronavirus. In total, there were 8.867 notifications, of which 7.350 (82,89%) were for the lack of use of face masks and 434 (4,89%) for crowds inside establishments, including queues and on public roads, registered in the last four months (up to October 8).

PUBLIC ORDER

With the participation of several municipal agencies, the task force acted to inspect businesses and illegal parking, to welcome the homeless population and to clean up the streets, always with a focus on combating the pandemic. Since Friday night (09/10), the operations integrated by Seop have resulted in 41 establishments being inspected (17 were closed), with 12 health or tax violations and three closures being recorded, in addition to 69 vehicles being fined and 15 being towed.

On Monday afternoon, City Hall teams are working in the Novo Rio Bus Station area in Santo Cristo, a busy area during this holiday. The neighborhoods that received the task force were Barra da Tijuca, Recreio dos Bandeirantes (coast and localities), Freguesia, Taquara, Grumari, Prainha, all in the West Zone, and Leblon, in the South Zone.

Since the beginning of the actions to combat the pandemic, on March 18, Seop has integrated more than 670 joint operations throughout the city, where 38.879 establishments were inspected, with 28.106 commercial points closed. In addition, 11.454 occurrences were attended to by Disk Aglomeração, which has been operating since March 31 based on calls to Central 1746.

Agencies – Joint actions are planned based on reports to Central 1746 (the City Hall’s citizen service channel) and intelligence reports from the Undersecretariat of Operations (Subop) of the SEOP, which identifies events publicized on social media. The task forces are staffed, according to operational needs, by the Municipal Guard, and the Parking and Towing Inspection (Cfer), Special Complementary Transportation (CETC) and Drug Prevention and Care (CPD) coordinators, linked to the department; Undersecretariat of Licensing, Inspection and Urban Control (from the Municipal Finance Department); Undersecretariat of Health Surveillance (from the Municipal Health Department); Municipal Secretariat of Social Assistance and Human Rights; Comlurb; Cedae; Light; Rioluz; and the Military Police.

FARM

The Sub-Secretariat of Licensing, Inspection and Urban Control of the Municipal Finance Department carried out urban planning actions in the city this long weekend.

Until this Monday, the Licensing and Inspection Coordination visited the neighborhoods of Barra, Recreio and Taquara, in the West Zone. In total, three establishments were inspected and two of them were fined for the irregular use of tables and chairs on the sidewalks and lack of documentation.

It is worth remembering that establishments that fail to comply with current legislation may be fined, closed and have the process of revoking their establishment license initiated.

The Urban Control Coordination Office inspected street vendors in the neighborhoods of Santo Cristo, Recreio, Cidade Nova, Tijuca, Grajau, Vila Isabel, Botafogo, Flamengo and Freguesia, in the South, North and West Zones of Rio. So far, 56 street vendors have been inspected, and eleven of them have been instructed to leave the public space. There was also the seizure of 83 items, including drinks, tables, chairs and electronics, sold and offered illegally.

A street vendor settlement in the vicinity of Rodoviária Novo Rio was also reached by the inspection action. Two street vendors were notified.

Street vendors who fail to comply with the rules in force in the decrees may be fined, have their merchandise seized and, if they persist in their irregularities, may even lose their street trading license.

HEALTH SURVEILLANCE

Since the beginning of the pandemic in March, the Sub-Secretariat of Health Surveillance of the Municipal Health Department has carried out 11.170 inspections with a focus on preventing non-compliance with the Golden Rules, lack of hygienic and sanitary conditions, and crowding in establishments. 4.896 infractions were issued and 291 establishments were closed.

On Sunday night (11/10), teams from the Sub-Secretariat of Health Surveillance of the Municipal Health Department closed down two party houses in Barra da Tijuca, in the West Zone. The action of the night convoy, integrated by the Municipal Secretariat of Public Order and the Municipal Guard, focused on compliance with health protocols and the rules of the plan to resume economic activities.

According to Phase 6B, in effect since October 1, nightclubs and establishments with dance floors and spaces of any kind are prohibited. Concert halls may operate exclusively with numbered seating reservations, that is, without a dance floor. Both establishments, on Avenida Armando Lombardi and Avenida Érico Veríssimo, were not complying with this determination and promoted crowding inside.

The teams also inspected another party venue, also on Avenida Érico Veríssimo, where there was no dance floor, the venue was fined for promoting crowds outside and for a lack of soap in the bathrooms.

The department reaffirms the importance of citizens reporting non-compliance with the measures to Central 1746. Due to the high demand, inspections are scheduled based on reports made to the City Hall channel. It is worth emphasizing that the population must cooperate by avoiding crowds, complying with the Golden Rules and helping the city reduce the rates of Covid-19 contagion.

SMDEI

The Municipal Department of Development, Employment and Innovation (SMDEI) inspected the Lavradio Fair in the city center on Saturday. Teams from the Fair Coordination Department checked whether exhibitors were complying with the measures adopted during the Covid-19 pandemic, such as the use of masks and alcohol gel. No problems were identified during the inspection.

Respecting the Golden Rules established by the City Hall was a non-negotiable condition for the return of the Lavradio Fair on October 03rd, after being suspended for six months. To avoid crowds, the event now takes place every Saturday, with exhibitors rotating. On the second Saturday of operation, the stalls respected social distancing, the number of professionals was reduced by half and protocols were followed, such as the use of masks and alcohol gel for customers and exhibitors.

Trade Fair Coordination teams also advised exhibitors and visitors to avoid crowds and follow prevention protocols. Agents will continue to work on Rua do Lavradio every Saturday.

The Lavradio Fair is an initiative of Polo Novo Rio Antigo, which is part of the Polos do Rio program, of SMDEI, a municipal public policy for the development of Rio's neighborhoods.
