The Linear Park will be built in an area where there is currently illegal dumping of garbage. The mayor of Rio, Eduardo Paes, participated this Sunday (February 1st) in the announcement of a set of urbanization, leisure, and environmental recovery works in the Complexo da Maré, which will be carried out through the PAC Periferia Viva program, in partnership with the Federal Government. The initial stage of the program is the implementation of the Parque Linear da Maré, in Vila dos Pinheiros, in addition to the renovation of the headquarters of the Local Executive Management (GEL), in Baixa do Sapateiro.
"We built about 30 schools here during my previous term. All of that was an investment by the city government, but thanks to this partnership. How does the PAC work? People, states, and municipalities go there and present their proposals to be considered by the federal government. These proposals are evaluated and forwarded," explained the mayor of Rio.
The program's starting point in the territory was the implementation of the Action Plan and the Territorial Post, structured based on actively listening to the community. Developed in dialogue with residents, local leaders, and institutions in the territory, the Action Plan aims to define, in a participatory manner, the priority interventions for the transformation of strategic areas of Maré, focusing on improving quality of life, security, and spaces for community interaction.
The total planned investment is R$ 171 million. The interventions will be carried out by the Municipal Secretariat of Infrastructure and cover different urbanization fronts in the Maré Complex.
"Everything we're going to present here, and the phases we're already starting, are the result of decisions made by residents, represented by association presidents, leaders, and people who have legitimate representation of society. The focus of the Parque da Maré investment with the Periferia Viva program is the urbanization of the most critical areas here in Maré, areas that need investment, that need investment in drainage, sewage, support, and which are the most critical areas. There are four areas that need it most. 11 homes will be impacted, 265 streets will receive drainage, water supply, sewage, paving, and sidewalks. Nova Maré, Baixa do Sapateiro, Timbau, and the group of streets along Avenida Ribeiro Dantas," stated Vice-Mayor Eduardo Cavaliere.
As a result of the first workshops of the Action Plan, the implementation of the Maré Linear Park in Vila dos Pinheiros is planned, in addition to the renovation of the headquarters of the Local Executive Management (GEL) in Baixa do Sapateiro. The park will be implemented in an area currently marked by irregular waste disposal, inadequate occupations, and environmental degradation on the banks of Guanabara Bay. Five municipal schools from the Fábrica de Escolas program operate nearby, reinforcing the educational and community-oriented nature of the intervention.
The park project was built based on contributions from the community, including children from local schools, who pointed out the spaces and equipment they felt were lacking in their daily lives. The Maré Linear Park will feature a multi-sports court, a sand court, an amphitheater, a children's playground, community gardens, Comlurb recycling points, a Recicla Comunidade program, a bicycle circuit, and social areas, expanding leisure options and encouraging healthy habits.
With these interventions, the space will be transformed into a structured and safe environment, geared towards leisure, sports, and environmental education, especially for children and young people. Its proximity to schools strengthens the park's role as a space for social integration and support for educational activities.
The PAC-Maré project also includes the implementation of five eco-points in the area. The largest will be located within the Maré Linear Park and will feature an expanded structure, including a 15m³ compactor box, a 30m³ box, and two multi-purpose boxes for the disposal of rubble and tree branches. The other four eco-points will each have a 15m³ compactor box and two boxes for rubble, increasing the collection capacity and proper disposal of waste in the area. The technical team responsible for the projects is also developing a high-capacity container management model, which will be implemented in the PAC-Maré area, focusing on the organization of urban space, the reduction of illegal dumping, and the improvement of environmental conditions.
The Municipal Infrastructure Department will also renovate the headquarters of the Local Executive Management (GEL) in Baixa do Sapateiro. The space will house the Territorial Post of the PAC Periferia Viva program, expanding the presence of public authorities in the area and strengthening the connection between services, residents, and program initiatives.
Planning for new urban interventions in the Maré Complex.
The PAC Periferia Viva program also includes an expanded set of urban interventions in the Complexo da Maré, based on the guidelines defined in the action plan, which is still under discussion with the community and with a conceptual project under development.
The plan outlines a set of actions aimed at improving the urban space and local infrastructure. These include road rehabilitation projects, with restoration and improvement of pavement, expansion and upgrading of sidewalks, implementation of bike lanes, and creation of new connections for pedestrians and cyclists.
The guidelines also include the creation and requalification of squares, plazas and community areas, the expansion of green areas and urban tree planting, and the implementation of new public spaces. These actions are aligned with the concept of a System of Open Spaces, which seeks to connect public areas, urban facilities and the environmental landscape, strengthening the social and environmental function of the spaces in Maré.
The interventions under study cover areas of the favelas of Baixa do Sapateiro, Nova Maré, Timbau, Conjunto Bento Ribeiro Dantas, Vila dos Pinheiros, Novo Pinheiro (Salsa e Merengue), Conjunto Esperança and Vila do João.

In addition to the projects planned under the PAC Periferia Viva program, the Rio de Janeiro City Hall has been carrying out a series of investments in the Complexo da Maré since 2021 in areas such as education, health, urbanization, social assistance, culture, sports, and innovation. Today, the area has 46 school units, 24 of which are new, serving more than 17,6 students, as well as 100% coverage of the Family Health Strategy, with four Family Clinics and two modernized Municipal Health Centers.
A resident of Maré for 31 years, Genalda Nascimento was moved to tears while participating in the program's launch ceremony and speaking alongside one of her four daughters, Jaiane, 18. They also drew attention to the investments in education that have been made in the region.
"It's important for us, as mothers, that education is within the community. A young person will only develop in the future if they have a foundation in education. Your son will become a lawyer, my daughter Júlia wants to be a doctor, and my other daughter, Jaiane, wants to be a physiotherapist. Invest here, because from here will come people, teenagers and young adults who will one day be the mayors of this country," said Genalda.
"My name is Jaiane, and I completely agree with my mother. I can affirm that education is one of the greatest tools of resistance that a community can have, and through it, many young people and children are able to see a better vision of the future, different from our reality. Education has to be a priority, for both the rich and the poor. We can transform our reality," the young woman added.
In the area of urban infrastructure, the Bairro Maravilha program promoted the renovation of 20 streets in the Kelson's Favela, with drainage, sanitation, paving and sidewalk works, in addition to the construction of a new square in the Campo do Parque Ecológico. The City Hall also completed the renovation of soccer fields, squares and sports facilities, such as Parque Rubens Vaz and Campo da Maré, and maintains permanent conservation and upkeep actions in the territory.
Furthermore, programs like Casa Carioca have already renovated more than 2.300 homes, while community kitchens benefit approximately 575 people daily. In the area of youth, actions from the Pact for Youth, the Youth House, and employability programs have already impacted thousands of young people, reinforcing the integrated work of the City Hall in the social development of the territory.
