Rio City Hall announces special scheme for Carnival 2022

The Apotheosis Square - Marcelo Piu / Rio City Hall Rio's City Hall released the operational schedule for Carnival 14 this Thursday (04/2022). Due to the Covid-19 pandemic, the party was restricted to the samba school parades on Marquês de Sapucaí and Intendente Magalhães, in addition to the attractions at Terreirão do Samba. While the parades had to be moved to April, on Tiradentes holiday, the street Carnival was canceled.
At the Rio Operations Center, representatives from various city departments gave details of the operation. There will be six days of parades at the Sambadrome. On Wednesday (20/04) and Thursday (21/04), the Série Ouro parades, organized by the RJ League, will take place. On Friday (22/04) and Saturday (23/04), the Special Group schools of the Samba Schools League (Liesa) will perform. On Sunday (24/04), it will be the turn of the children's parades. The counting will take place on Tuesday (26/04) at Apoteose. On Saturday (30/04), the six best-placed schools in the Special Group will parade again.
President of Riotur, André Duarte emphasizes that the City Hall is working to ensure that the parades take place as planned.
– The City Hall has been working to ensure that Carnival goes as smoothly as possible. We know that the people of Rio have been waiting for this Carnival for some time, and they are very anxious, and we are aware of this responsibility – said the president of Riotur.
Six days of parades in the North Zone
Estrada Intendente Magalhães will host six days of parades for the 2022 Carnival access groups. From Wednesday (20/04) to Friday (22/04), it will be the turn of the groups from the Federation of Blocks, Evaluation Group and Bronze Series. The following weekend, the schools from the Silver Series will parade on Friday (29/04) and Saturday (30/04), and on Sunday (01/05), the schools from Access Groups B and C.
Music on the Grounds
Terreirão do Samba is also back. There will be five days of music for the people of Rio, always starting at 19 pm. Admission is at a popular price: R$20, with half-price tickets at R$10. On Wednesday (20/04), artists such as Gabrielzinho de Irajá, Moacyr Luz and Samba do Trabalhador, Teresa Cristina, Belo, Alcione and Toninho Geraes will perform. On Thursday (21/04), it will be the turn of Marquinhos Diniz, Dorina and Fundo de Quintal, among others. On Friday (22/04), the program will feature Tia Surica, Diogo Nogueira and Pique Novo. On Saturday (23/04), Jorge Aragão, the group Vou pro Sereno and Velha Guarda do Império Serrano are among the highlights.
On Saturday (30/04), while the champions parade in Sapucaí, there will be the last day of music at Terreirão, with the presence of artists such as Mauro Diniz, Paulinho da Viola, Lecy Brandão and Péricles.

Special traffic scheme starts on Tuesday
The special traffic plan in the city center and all its access points will be implemented starting Tuesday (19/04). The operation will involve 260 operators, including CET-Rio agents and traffic support workers, who will work to maintain traffic flow, prevent illegal parking, organize intersections, guide pedestrians and block roads. 19 tow trucks will be made available to clear roads, 29 motorcycles and 30 operational vehicles. Eleven variable message panels, both fixed and mobile, will also be used to inform about closure times and traffic conditions.
The City Hall Operations Center will monitor the entire event area using cameras, allowing CET-Rio technicians to make adjustments to the traffic light schedules to ensure smooth traffic flow. In the early hours of Monday (18/04) into Tuesday, the floats of two groups (Acadêmicos do Cubando and Unidos da Ponte) will begin moving from Caju and Avenida Brasil to Cidade do Samba, starting at 23 pm.
The COR will have a position at the Liesa monitoring center, which will allow the transmission of images from internal cameras – installed especially for the parade – to the Cidade Nova Control Room, and vice versa. The integration of the event cameras will also allow other agencies that work at the COR to have access to the images and be able to act more quickly in responding to incidents.

More than 4,4 street cleaners working on cleaning
Comlurb has prepared a special cleaning scheme. The company will have a total of 4.494 street cleaners on all parade days, at the Sambadrome and on Estrada Intendente Magalhães. 1.045 240-liter containers will also be made available at the Sambadrome and 200 on Estrada Intendente Magalhães.
The parades at the Sambadrome will have 287 street cleaners per day for nighttime cleaning and 198 street cleaners per day for daytime cleaning after the parades. To support the cleaning, 19 compactor trucks and five dump trucks will be used per day, in addition to 12 mini sweepers, 16 blowers and a water tanker that will perform hydraulic washing with reused water every morning.
The cleaning of the area around the Sambadrome and Terreirão do Samba, including the access roads, will be carried out daily by 138 street cleaners, with the support of six compactor trucks and three water tankers. Another 11 street cleaners from the Company's hospital cleaning team will clean the seven health posts installed inside the Passarela do Samba.
At Intendente Magalhães, Comlurb will have 50 street cleaners per day doing nighttime cleaning and 65 street cleaners per day for daytime cleaning, which begins right after the parades. The big news this year for the access groups parade is the presence of two mini sweepers to clean the track, which in previous years were only used at the Sambadrome. Two water tankers will also be used per day to wash the parade track with recycled water, in addition to three compactor trucks and three dump trucks to support the work.
Intended for people with disabilities, sector 13 was restructured
The Municipal Department for People with Disabilities has restructured sector 13, in the 600 m² area, to accommodate people with disabilities. 2.700 invitations were handed out to these revelers and their companions. A device will be distributed so that blind people can listen to the parade description. For those with hearing impairments, there will be sign language interpreters who will translate the lyrics of the sambas and the parade. Adapted vans from Riotur will travel from Central do Brasil to Sector 13. The space will offer a VIP lounge, with a mini beauty salon and snacks.
New track and stage lighting
The Municipal Department of Conservation, in partnership with Riotur, carried out a series of revitalization actions at the Sambadrome. The parade track was milled and resurfaced, with 1.850 tons of asphalt, and improvements were made to the drainage system to collect rainwater. Through RioUrbe and Rioluz, the Samba Runway received improvements to the firefighting system, emergency and escape route signs, to allow the Avenue to receive the Certificate of Authorization (CA) from the Fire Department, and to the lighting of the track, which will be entirely scenic as of this year. The project is developed by equipment that performs 3D programming and is monitored by cameras in real time. This installation will remain as a legacy, and around 80 employees from Rioluz and the Smartluz consortium will take care of the lighting on the Avenue.
