The Rio City Hall, through the Sub-Secretariat of Health Surveillance of the Municipal Health Department, the Departments of Finance and Public Order, and the Municipal Guard, continued its inspection actions in the city on the evening of Friday (25/09). The teams visited several locations, including bars and restaurants, to verify compliance with the health measures adopted during the Covid-19 pandemic, such as the fight against crowds and the mandatory use of masks. Six establishments were fined for crowding and disregarding the rules.
Below is a summary of the folders involved:
HEALTH SURVEILLANCE
On the evening of Friday (25/09), the night convoy of the Sub-Secretariat of Health Surveillance of the Municipal Health Department passed by the four gastronomic micro-hubs — areas where there is normally a large concentration of people — located in Leblon (Rua Dias Ferreira), in Botafogo (Praça Nelson Mandela), in Tijuca (Praça Vanhargem) and in Barra da Tijuca (Avenida Olegário Maciel). No irregularities were found inside the establishments.
Since the reopening of bars and restaurants, authorized on July 2 in accordance with Phase 3A of the plan to resume economic activities, the department has registered 1.696 inspections of these types of establishments throughout the city, with 732 fines applied. There were also 91 closures due to irregularities such as non-compliance with the Golden Rules, lack of hygiene, crowding, among others.
In total, since the beginning of the pandemic in March, the Health Surveillance Agency has carried out 10.588 inspections focused on preventing non-compliance with the Golden Rules, lack of hygienic and sanitary conditions, and crowds. 4.739 infractions were issued, 555 of which were for crowds, and 276 establishments were closed.
Fines vary according to the type of irregularity found. For example, in the case of gatherings, as announced on September 18, violations of establishments that allow the aforementioned irregularity are considered extremely serious, with fines ranging from R$09 to R$15, the latter amount being in the case of repeat offenses. The closure of these establishments has now been extended to seven days. The increase in health violations is provided for in Rio Decree 26/45.585, which regulates Law 18/197 (Health Surveillance Code, Zoonosis Surveillance and Agricultural Inspection).
To reopen, the establishment must comply with the requirements set out in the notice received at the time of closure. After that, contact the 1746 Call Center to request the closure to be lifted. The call center, in turn, notifies the Health Surveillance Department, which sends a team back to the location to check whether all requirements are being met.
SECRETARY OF PUBLIC ORDER
The Municipal Department of Public Order (Seop) continues this weekend with joint actions to inspect businesses, parking lots and contain crowds. On the morning of this Saturday, September 26, Seop will bring together several municipal agencies to act in Copacabana and Leblon, in the South Zone. The operation also includes assistance to the homeless population.
On Friday night (25/09), the task force inspected 17 establishments in Taquara and Vila Valqueire, in the West Zone, and Botafogo, in the South Zone, in response to reports of irregularities. In total, six fines were issued for crowding and excessive tables and chairs. In addition, three unauthorized street vendors were instructed to vacate the public space, and one vehicle was towed for illegal parking.
The night operations were carried out by agents from the Municipal Guard and inspectors from the Sub-Secretariat of Licensing, Inspection and Urban Control (from the Municipal Finance Department), complementing the routine actions of these agencies. In Taquara and Vila Valqueire, the operation also had the support of the Military Police.
SECRETARY OF FINANCE
The Sub-Secretariat of Licensing, Inspection and Urban Control, of the Municipal Finance Department, carried out urban planning actions in the city on the evening of this Friday, the 25th.
The Licensing and Inspection Coordination Office operated in the neighborhoods of Botafogo, Taquara, Camorim and Vila Valqueire, in the South and West Zones of the City. In total, 13 establishments were inspected by economic activity inspectors regarding documentation and the use of tables and chairs on the sidewalks, but no irregularities were identified.
It is worth remembering that establishments that fail to comply with current legislation may be fined, closed and have the process of revoking their establishment license initiated.
The Urban Control Coordination Office inspected street vendors in the neighborhoods of Botafogo, Tijuca, Taquara and Vila Valqueire, in the South, North and West Zones of the city, on the evening of Friday, September 25th. The streets visited by the team included Paula Barreto and Sorocaba, Praça Afonso Pena and Estrada Macembu, in the neighborhoods of Botafogo, Tijuca and Taquara, respectively. No street vendors were identified in the sections visited by the agents.
Street vendors who fail to comply with the rules in force in the decrees may be fined, have their merchandise seized and, if they persist in their irregularities, may even lose their street trading license.
MUNICIPAL GUARD
The Municipal Guard continues to patrol and monitor health violations throughout the city. Between June 5 and September 24, the Municipal Guard recorded 7.865 health fines, 6.388 (81,22%) for failure to wear masks and 402 for crowding in establishments and on public roads. The agents also provide guidance to the population on the golden rules and distribute protective masks to the population during the Blitz da Vida operation.
Municipal guards acted in joint and isolated actions on Friday night, (25/09), in the sanitary inspections of bars, kiosks and gastronomic centers in several regions of the city, such as Leblon, Botafogo, Urca, Laranjeiras, Barra, Recreio, Tijuca and Vila da Penha. The agents advised those responsible for the establishments about the municipal decree that establishes the closing time of establishments, at 1 am, in addition to having inspected crowds and lack of use of masks at the inspection points.
In Leblon, specifically, municipal guards advised people on Rua Dias Ferreira and Praça Cazuza not to gather in large groups. Alcoholic beverages found with unauthorized street vendors were also seized. GM-Rio requests that citizens respect health protocols and social distancing rules in order to avoid crowds and the spread of the new coronavirus.
