Credit: Disclosure/City of Rio The Rio City Hall, through the Subsecretariat of Health Surveillance, a department linked to the Municipal Health Department; the Municipal Guard and the Finance and Public Order departments, carried out inspections at various points in the city, from Friday night (September 18) until the early hours of Sunday (September 09), in bars and restaurants to verify compliance with the health measures adopted during the Covid-20 pandemic, including the fight against crowds and the use of masks. Fines were applied to prevent disrespect for the rules and five establishments had to be closed.
Below is a summary of the departments involved in the actions:
HEALTH SURVEILLANCE
Health Surveillance teams carried out 28 inspections at bars, restaurants, beachfront kiosks, concert halls, and other establishments from Friday night until the early hours of Sunday. In a joint action with the Municipal Department of Public Order (Seop), teams issued eight infractions, completely closing four establishments, three for overcrowding and one for lack of a permit or health license. The inspectors were in the neighborhoods of Barra da Tijuca, Leblon, Botafogo, Tijuca, and Cosmos.
SECRETARY OF PUBLIC ORDER
The nighttime operations integrated by the Municipal Department of Public Order (Seop) took place in several points of the West Zone, this Saturday morning into Sunday. In total, 14 establishments were inspected, one of which was closed due to lack of documentation, in addition to the one closed in the joint action with the Health Surveillance and Military Police. The Seop and Municipal Guard teams visited points in Bangu, Padre Miguel and Realengo this evening.
From Friday night until the early hours of Sunday, 25 establishments (bars, nightclubs and party houses) were inspected, with five closed due to irregularities, in the nighttime operations integrated by Seop, all in the West Zone. The actions are planned based on complaints to Central 1746 (City Hall's citizen service channel) and Seop intelligence reports.
Since the beginning of the actions to combat the pandemic, on March 18, Seop has integrated more than 590 joint operations throughout the city. 38.784 establishments were inspected, with 28.095 commercial points closed. In addition, 11.364 occurrences were attended to by Disk Aglomeração, which has been operating since March 31 based on calls to Central 1746.
SECRETARY OF FINANCE
The Sub-Secretariat of Licensing, Inspection and Urban Control, of the Municipal Finance Department, continues to carry out inspection actions in the city this weekend.
Since Friday night (18/09), the Licensing and Inspection Coordination has inspected 40 establishments located in Barra, Leblon and Copacabana, in the West and South Zones of Rio. In total, 13 establishments were fined by inspectors for using tables and chairs on the sidewalks and operating in violation of their business license. Last night, the team also fined an event that was taking place without authorization at a hotel in Recreio dos Bandeirantes.
Establishments that fail to comply with the rules of the current decrees may be fined, closed and have the process of revoking their establishment license initiated.
street vendors – Also on Friday night, the Coordination worked in the neighborhoods of Barra, Jacarepaguá, Recreio and Leblon, in the West and South Zones of the city. Among the streets covered by the team were Dias Ferreira, in Leblon, and Avenidas Olegário Maciel and dos Manaciais, in Barra and Jacarepaguá, respectively. No street vendors were identified in the sections covered by the team.
It is worth remembering that street vendors who fail to comply with the rules in force in the decrees may be fined, have their merchandise seized and, if they persist in their irregularities, may even lose their street trading license.
Beaches – The Urban Control Coordination also operates on the beaches of Barra, Recreio, Leblon, Ipanema, Copacabana, Arpoador and Leme. So far, 22 illegal street vendors have been instructed to leave the public space and two street vendors with fixed locations (barraqueiros) have been fined for unauthorizedly offering chairs to swimmers. A stall selling pastries was also dismantled by agents at Posto 12.
MUNICIPAL GUARD
Between Friday night and Sunday morning, municipal guards notified 204 people for not wearing a face mask. The number of notifications is partial and will be consolidated at the beginning of the week.
During the inspection, the agents advise people to avoid crowds and business owners, raise awareness using cars that transmit sound messages and also enforce urban planning, preventing the presence of illegal street vendors and the sale of drinks. The teams visited several bars this weekend to check compliance with the rules.
From June 5 to September 17, the Municipal Guard recorded 7.501 health fines, 6.071 (80,93%) for not wearing masks and 388 for crowding in establishments and on public roads.
The Municipal Guard maintains daily patrols and inspections of health violations throughout the city, including streets, squares, parks, beaches, bars, restaurants and kiosks. The actions are carried out separately by teams that work in all regions or integrated with the Health Surveillance and the municipal departments of Public Order and Finance.
On weekends, there is increased monitoring of gastronomic hubs, with patrols carried out in several neighborhoods in the Center and the South, North and West zones.
