Forty-four council members will represent civil society and the public sector over the next two years - Iago Campos/Rio City Hall The Deputy Mayor of Rio, Eduardo Cavaliere, alongside the Deputy Mayor of the Large Complexes, Marli Peçanha, and the Secretary of Governmental Coordination, Edson Menezes, swore in, this Wednesday (November 26th), at the City Palace, the 44 new full and alternate council members who will represent civil society and the public authorities for the next two years on the Municipal Council of Favelas. Created in 2021, COMFAV is an unprecedented space for popular participation in Brazil, which aims to assist the municipal government in improving public policies in favelas and communities.
– The Council plays a crucial role in formulating public policies. This is not a space for specific problems of a community. It is very important that each council member feels part of the whole, that you understand that this is the space for building public policies that have the capacity to serve everyone on a large scale – stated Eduardo Cavaliere.
COMFAV is composed of representatives from civil society – residents' associations, community councils, and non-profit non-governmental organizations with proven experience in communities – as well as members of the municipal government. The Council is chaired by Marli Peçanha and has Janaina Marcia Garcia, from the Subprefecture of Large Complexes, as its executive secretary.
– COMFAV is a listening project that discusses the territories and came to help the mayor govern the city, pointing out the priorities in the favelas. The council members are the mayor's eyes, bringing to light the difficulties so that we can work to resolve them – said Marli Peçanha.
This advisory and participatory body is characterized by representativeness, inclusion, and transparency in the dialogue between public authorities and communities. COMFAV represents a commitment from the municipal administration to a more just and sustainable city with opportunities for all.
– Through dialogue and listening, we are able to look at those who need it most. Within the Council's concept, we have the example of the Aço Community. A place that had a reality forgotten by the public authorities, where people lived in degrading conditions, and today each one has their own apartment and their dignity – declared the Secretary of Governmental Coordination, Edson Menezes.
