Project aims to select and promote cultural actions - Gui Espíndola/City Hall Imagine a city defined by cultural neighborhoods. This is one of the main pillars of the unprecedented “Zonas de Cultura” program, created by the Municipal Department of Culture. Through a public notice, it will select and promote cultural activities in areas of the city, starting with Madureira, the beating heart of Rio’s culture. The initial investment there will be R$1,5 million. By 2024, the program should extend to Valongo (Little Africa), in the central region, and to Santa Cruz, in the west zone. According to the Strategic Plan of the City of Rio, the goal is to mobilize up to three million people.
– The 'Cultural Zones' is an attempt to create a cultural neighborhood, the perspective of this territorialization, to look at the neighborhood from what it has, the culture, and to invest in the city, generating new cultural centers, developing the potential and contributing to reducing vulnerability indicators – highlights the municipal secretary of Culture Marcus Faustini.
Published in the Official Gazette last Monday (August 16), a public call notice from the Municipal Department of Culture aims to attract the attention of Civil Society Organizations that are interested in the full execution of the program, establishing guidelines for the preparation of proposals, in accordance with Federal Law No. 13.019/2014.
Rio is a very diverse city from a cultural point of view, but public policy needs to keep up with this diversity by reaching more territories.
– There will be no diversity if there is no policy that does not recognize territories. Especially because in Rio, inequality is based on territory – says Faustini. – Since January, we have been working to create a new perspective of cultural policy based on the relationship between culture and the city. Foca (Fomento à Cultura Carioca) is like this, ISS (Municipal Law of Incentive to Culture) was like this and now the 'Zonas de Cultura' is creating these creative districts.
In the first phase, the City Hall will select a civil society organization that will implement the program in the region together with local artists. It will have to create mobilization, public calls for the implementation of cultural calendars and support artists from the region. The program begins in January.
The goals of “Culture Zones” are in rio.rj.gov.br/web/smc/. Proposals must be delivered in person on September 15th at 10am to Rua Afonso Cavalcanti 455, Block I, 2nd Floor, room 235, Cidade Nova.
Why Madureira?
Madureira is one of the great hearts of Rio's culture, as well as being a popular, vibrant region with enormous potential. It is home to plenty of popular and urban culture.
The government expects to contribute to creating new creative hubs in the city. Madureira already has Madureira Park and now it is necessary to develop the creative potential of those who create culture in the region. A localized policy.
“It will be a policy to develop people”, concludes Faustini.
Three crop zones by 2024:
Madureira: creative economy (from January)
Valongo: black and African culture
Santa Cruz: inclusion through culture
