City Hall launches Operation Summer 2025/2026 on Rio's waterfront with the aim of intensifying urban planning and curbing irregularities

Rio de Janeiro City Hall launches Operation Summer on the city's waterfront this Friday (September 5th), one of the times of year when the city receives the most tourists and visitors heading to Rio's beaches. More than a thousand officers are stepping up urban planning enforcement, preventative patrols, and traffic control, in addition to providing greater safety for the public traveling to the beaches, while on the waterfront, and on their way home, by monitoring departures from bus stops with the highest concentrations of passengers. These actions also aim to curb illegal parking and improve traffic flow.

In addition to the waterfront in the South and West zones, the operation will also be carried out in Madureira Mestre Monarco Park, Deodoro Radical Park, West Park, Realengo Jornalista Susana Naspolini Park, Rita Lee Olympic Park, and Carioca Park in Pavuna, as well as the waterfront of Governador Island and Paquetá Island. The operation involves the Public Order Secretariat (SEOP), CET-Rio, the Municipal Guard, and the Department of Transportation.

"Our main objective is to maintain order on the shoreline and in parks. Camping, glass bottles, barbecue grills, and amplified speakers will not be permitted on the beaches, as per the municipal decree published in May 2025. We will also intensify inspections of unauthorized street vendors. These actions are essential for a high season with harmonious coexistence between Rio residents and tourists," said Secretary of Public Order Marcus Belchior.

Public Order Agents will ban speakers and glass bottles on the beaches

Based on Municipal Decree No. 56.160 of May 28, 2025, which established new rules for Rio de Janeiro's beaches, approximately 350 SEOP officers will reinforce urban planning and beachfront organization efforts. The officers will use two drones every weekend to streamline beachfront inspections and identify any irregularities. One of the main objectives is to curb the sale of beverages in glass bottles on the sand, the use of loudspeakers, and camping. Along the beachfront, officers will monitor illegal parking attendants (parking attendants), illegal street vendors, and illegal warehouses.

SEOP will further strengthen the team of operators at the department's Operations and Resilience Center (COR-Rio) by the end of the summer. Three agents will monitor footage from drones and cameras along the city's waterfront, advising officers on the streets about potential irregularities.

Municipal Guard officers will be assigned to patrol strategic areas along the coast, access roads, bus stops, and BRT terminals, maintaining order and preventing vandalism. 468 officers will be dedicated to urban planning and 186 to traffic control, supported by 65 vehicles, including cars and motorcycles. Additionally, officers will distribute identification bracelets to children during their patrols along the coast. This is to prevent children from getting lost on the beach. The GM's work also relies on support from teams based at COR-Rio, which monitor 200 cameras redirected to capture images of the boardwalk and the sandbank.

More bus trips on beach days

To make it easier for beachgoers to get around the city, the Department of Transportation will increase the number of trips on bus lines operating along the waterfront during sunny weekends. This increased operation will take place between 15 PM and 21 PM. In case of summer rains, the department has mapped roads at risk of flooding, affected bus lines, and alternative routes in case of street closures.

Traffic management will be reinforced daily by 68 CET-Rio officers, concentrating on areas with high tourist traffic (South Zone, Barra da Tijuca, Guaratiba, and the Port Zone). Operation Summer is coordinated by the Rio City Hall and aims to reinforce urban planning and traffic management efforts, especially on beaches, with inspections and preventive patrols throughout the city.
