City Hall launches unprecedented agenda to celebrate Latin American and Caribbean Black Women's Month

Combating racism and economic autonomy are central themes in in-person and virtual activities during the month of July The Special Secretariat for Women's Policies and Promotion (SPM-Rio) has launched an unprecedented schedule of activities to celebrate Black Women's Month in Latin America and the Caribbean. Called Black Women's Month, the initiative will promote workshops, discussion groups and virtual and in-person reflection groups at the Casas da Mulher Carioca, Salas Mulher Cidadã, Palácio 450, Vila Olímpica Mestre André and Centro Administrativo São Sebastião.
Activities include debates on violence against black women in favelas and outskirts of cities, reflection groups to combat racism, a webinar on economic autonomy for black women, an exhibition on black women scientists, braiding and turban workshops, and a capoeira performance. The calendar also includes the launch of the Marielle Franco Committee to Confront Political Violence.
The goal is to raise awareness about the transformative role of black women in society and combat racism, which still makes them the majority in situations of domestic, community, institutional and political violence.
– We, black women, are fundamental to the history and culture of Rio de Janeiro. We are building a city that is a reference in gender equality, and it is urgent that this fight be connected to anti-racism – said the Secretary of Policies and Promotion of Women, Joyce Trindade.
July 25th has been celebrated as Black Latin American Caribbean Women's Day since 1992. In Brazil, the Law No. 12.987 of 2014 made July 25th the National Day of Teresa of Benguela and Black Women. Tereza de Benguela was an important quilombola leader, resisting slavery for decades, together with her black and indigenous community.
Black women suffer more violence
According to the Atlas of Violence, in 2018, 68% of women murdered in Brazil were black and in the space of a decade, homicides of black women increased by 12,4%, while homicides among white women fell by 11,7%.
In the city of Rio, where black women represent 46% of the female population, 53% of victims of violence against women were black women in 2019, according to the Public Security Institute.
The article entitled “The Color of Pain: Racial Inequities in Prenatal and Childbirth Care in Brazil”, indicates that, during episiotomy, which is no longer a recommended practice, the chance of black women not receiving anesthesia is 50% higher. Of the group of women who received the perineal incision, 10,7% of black women did not receive local anesthesia for the procedure, while in the group of white women the rate of not receiving anesthesia was 8%.
