City Hall launches public notice for auction of the first properties of the Reviver Centro Patrimônio PRÓ-APAC program.

The Rio de Janeiro City Hall published, this Tuesday (November 11th), the auction notice for the first 16 properties that are part of the Reviver Centro Patrimônio PRÓ-APAC program, aimed at recovering degraded properties and reactivating historical areas in the city center. The properties are distributed in four lots, all located on Rua do Teatro, around Largo de São Francisco de Paula.

The auction will be held on December 2nd and marks the beginning of the operational phase of the program, which will allow the transfer of properties declared to be of public utility to new owners, in exchange for investments in restoration, requalification, and occupation.

The appraised values ​​of the properties range from R$ 103 to R$ 1,229, according to technical reports from the Municipal Attorney General's Office (PGM). The public notice provides for a municipal subsidy of up to R$ 3.212,00 per square meter, in accordance with Rio Decree No. 56.396/2025, to cover restoration and requalification works, with payments made in stages according to the physical progress of the interventions. If the works are not carried out, the property becomes the property of the municipality.

– With the release of the call for proposals, the Reviver Centro PRÓ-APAC project enters its execution phase, putting into practice an initiative that unites urban and economic development with the preservation of the city's heritage. It is a step that transforms historical heritage into an engine for requalification and vitality for downtown Rio – highlighted the Secretary of Urban Development and Licensing, Gustavo Guerrante.

Designed in an integrated manner between the Secretariats of Urban Development and Licensing and Economic Development (SMDE), the program connects heritage preservation and urban development to new productive dynamics, with the potential to stimulate the occupation of these properties and boost the economy and culture of the city center.

"The city's recovery depends on the economic activation of its heritage. PRÓ-APAC combines preservation and development by transforming abandoned properties into investment opportunities, job creation, and stimulating the creative economy," stated Osmar Lima, Municipal Secretary of Economic Development.

In total, the municipality estimates a potential financial benefit of R$ 8,67 million in subsidies for the four lots that make up the first phase of the program. The initiative is aligned with the guidelines of the new Master Plan, which prioritizes sustainable use and the preservation of historical heritage.

History of the Reviver Centro program

Enacted in 2021, the Reviver Centro program offers tax and building incentives and authorizes new uses to promote the construction of housing and the retrofitting of idle commercial buildings, converting them into residential or mixed-use developments.

In 2023, the program was updated with new rules to further stimulate real estate activity in the region. Since then, 61 licenses have been issued, totaling 5.722 new residential units in the city center, including 11 new constructions and 50 retrofits.

Other complementary initiatives include Reviver Cultural, which seeks to reoccupy vacant properties with artistic and cultural activities, with 37 new spaces. And the Rua da Cerveja project, which is revitalizing Rua da Carioca with a new economic and urban use: five breweries have already opened, in addition to the requalification work on the address, which has already begun.
