City government launches platform to generate job opportunities and professional training.

Opportunities in Rio range from citizen training to connecting them with the job market and service provision. Art: Rio City Hall The Rio de Janeiro City Hall launched the "Oportunidades Cariocas" platform on Thursday (May 21st) at the Arena Carioca Fernando Torres in Madureira. This initiative brings together, in a single digital environment, opportunities for professional training, access to the job market, and entrepreneurship. In this first phase, the platform already offers five thousand places for qualification courses and more than 1.400 job opportunities in different professional areas. The courses are initially offered by eight municipal bodies: the municipal secretariats of Science and Technology, Youth, People with Disabilities, Policies for Women and Care, Labor and Income, and Tourism, in addition to the João Goulart Foundation Institute and MultiRio. The municipal secretariats of Environment, Solidarity Economy, Health, and Planetarium will soon be offering courses. "This is a project we developed so that we could bring together all the opportunities for vocational courses, job openings, and service contracts, starting with the city government, but also including the private sector, companies, industry, commerce, and services. All of this in an easy-to-access app, with all the opportunities there. This is looking to the future; it's the possibility of creating a structured public policy," said Mayor Eduardo Cavaliere.
Rio de Janeiro has seen a 48% reduction in unemployment over the past five years (2021-2025), and more than 530 people have been trained by the city government. Since 2021, more than 387 formal jobs have been created in the city.
"The city of Rio is breaking records for job openings and opportunities. We've reached the lowest unemployment rate and the highest hiring rate in the job market. So, taking advantage of this economic moment, it's important to offer opportunities to Rio residents, but in an organized way, so they can graduate with a certificate and everything ready to enter the job market," concluded the mayor.
The platform, developed by the Sub-Secretariat for Digital Transformation and Smart Cities of the Civil House and IplanRio, a technology company linked to the same body, aims to offer residents of Rio de Janeiro an integrated and complete journey of professional development for income generation. This journey is presented within the platform in three different areas: Training, Job Opportunities, and Service Provision. The process is entirely digital and begins with simplified registration via the Gov.br single login.
In the "Training" module, users can search for one or more qualification courses to enhance their skills or complete their training, and subsequently find job opportunities related to their field of study. The catalog is diverse, offering courses ranging from arts and astronomy training to drone operator career courses. The platform allows students to choose the unit and class closest to their residence, as well as track their registration status directly on the website. Upon completion, a certificate is issued and accessed directly on the platform.
The Oportunidades Cariocas platform also offers a "Job Opportunities" module, which acts as a bridge to the job market. It integrates job openings offered by the Municipal Secretariat of Labor and Income (SMTE) and plans to soon utilize Artificial Intelligence for resume creation and a "smart match" system that will allow for cross-referencing candidate profile data with ideal job opportunities.
More than just concentrating job opportunities, the platform was created to broaden access to jobs and income in different formats. In the "Service Provision" module, Oportunidades Cariocas will also allow self-employed professionals and service providers to register their companies and offer services within the platform itself. By connecting professional qualification, job opportunities, and entrepreneurship, Oportunidades Cariocas will strengthen economic development and contribute to the generation of new business and job opportunities.
Claudia Santana, a former student of the Nave do Conhecimento in Madureira, secured a job opportunity and also started a business with a doll she had patented in 1997.
"I started taking the course because I was unemployed, and a friend of mine recommended Nave do Conhecimento. I took 44 courses and attended a lecture that helped me a lot. Thanks to them, I got a job after being unemployed for a year and four months. So I think this platform is very worthwhile because it provides job opportunities, courses, and it's very important for those of us who need a job or want to start a business," said the entrepreneur.
Cátia Prata, who discovered her talent for working with costume jewelry 20 years ago, was advised by social workers to enroll in an entrepreneurship course offered by the city government.
— It was a very important range of knowledge for my business, I progressed a lot. Today I am a self-employed individual (MEI), I formalized my business and I have financial independence. This platform will help many people who are unemployed, or are entrepreneurs, because when we have our income, we boost the economy and improve self-esteem.
