- City Hall promotes the demolition of an illegal workshop in Barra da Tijuca
The property illegally occupies an area of approximately 250 m2. Photos: Fábio Costa On Wednesday (July 23), Rio de Janeiro City Hall demolished part of an illegally constructed mechanic's shop, which illegally occupied the front lot on Avenida Ministro Ivan Lins, in Barra da Tijuca. The operation is coordinated by the Public Order and Urban Development and Licensing departments.
The property illegally occupies an area of approximately 250 m2 beyond the permitted area and has received numerous notices and fines for violating the city's urban planning regulations for over six years. Even with the possibility of regularization under the new Capital Gains Act, the responsible party failed to comply. The property's debt exceeds R$2.2 million. During the operation, six hydraulic elevators were removed.
"This is another Rio de Janeiro City Hall initiative focused on urban planning and compliance with urban planning regulations, especially regarding the exploitation of commercial activities without due consideration for the government, in establishments that have already been notified and informed about the need to regularize their activities. The City Hall has been working to demolish illegal structures, both in areas influenced by organized crime and in upscale areas of the city," explains Secretary of Public Order, Brenno Carnevale.
The measure is part of the City Hall's actions to guarantee urban planning and prevent illegal construction.
"There's no shortage of opportunities to regularize your situation. The City Hall has provided deadlines, discounts, and legal means to do so. Anyone who continues to disregard the rules will be held accountable. We will continue to act rigorously to ensure the city's urban planning," says Gustavo Guerrante, Secretary of Urban Development and Licensing.
Surplus Value Law
The new Complementary Law 281/2025 allows for the regularization of construction projects and expansions through the payment of a financial contribution. Discounts can reach 50% for requests made by September 30th, with upfront payments. Payments can also be made in up to 60 installments. The goal is to expand urban planning legality in the city, modernize processes, and offer more affordable conditions for those seeking regularization.
"Our joint efforts with the Department of Public Order and the Department of Urban Development and Licensing reinforce the City's commitment to urban planning and compliance with the law. We cannot allow illegal occupations. Each action like this represents an important step in building a more organized city for everyone," reinforces Leandro Marques, deputy mayor of Barra da Tijuca.
