Mayor Eduardo Paes delivered a letter of intent to President Lula, formalizing the request for Rio de Janeiro to be the permanent headquarters of BRICS. The meeting took place on Tuesday (7/7), the last day of the BRICS 2025 Summit, held at the Museum of Modern Art (MAM-Rio). The group, formed in 2009, currently has no official headquarters.

The City Hall's proposal is to offer BRICS the iconic building of the Brazilian Jockey Club, located at Avenida Almirante Barroso, 139, in the city center. Designed by Lúcio Costa, the space offers 83,5 square meters spread over 12 floors, ideal for accommodating not only offices, but also social events and cultural activities throughout the year.

The Rio de Janeiro City Hall, which took the initiative to apply to be the official headquarters of BRICS, highlights not only the diplomatic protagonism, but also the direct benefits that the proposal can bring to the city — such as increased international visibility, strengthening its global image and generating jobs, in addition to stimulating foreign visits and investments.

 – Rio fully supports multilateral efforts to consolidate BRICS as a decisive forum for the 21st century – said Mayor Eduardo Paes.

– We are ready to welcome representatives from member countries and provide the appropriate infrastructure and setting for the group to advance its discussions on an ongoing basis. This proposal reinforces Rio’s role as a global capital of diplomacy and major events and allows Rio to remain in the world’s imagination as an important and desired city that generates jobs and boosts the economy.

Recognizing the importance of BRICS in reforming global governance towards more equitable development, Rio de Janeiro reaffirms its commitment to multilateralism and seeks to facilitate ongoing dialogue among member countries, promoting cooperation and transforming theories into concrete practices.

The Summit of Heads of State, which brought together authorities from 36 countries and some 4 participants on July 6 and 7, marked a historic moment for Rio de Janeiro as a center of global prominence. The official photo of the leaders at Aterro do Flamengo, with Sugarloaf Mountain in the background, not only highlighted the city’s beauty, but also reinforced its growing importance in international diplomacy.

BRICS, comprising emerging economies that account for 46% of the world’s population and 37% of global GDP, continues to play a crucial role in economic cooperation, global governance, innovation and sustainable development. The group currently has 11 member countries: Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa and the United Arab Emirates.
