Health Surveillance Agency digitizes inspections and increases transparency.

Starting this Monday (February 2nd), health inspections in the city of Rio de Janeiro are beginning an unprecedented technological transformation. Decree No. 57.501/IVISA-RIO officially digitizes the actions of the Municipal Institute of Health Surveillance (IVISA-Rio), mandating the replacement of paper records with the implementation of an electronic and auditable real-time control system.

 

The major innovation is the SISFOCO system, which introduces the "FOCO" method (Inspection Guided by Objective Criteria). The new model prioritizes technical standardization: the actions of the tax auditor will now follow a structured digital script, in which each finding must be based on verifiable parameters, such as photographic records and geolocation.

 

The first location to be inspected in this new phase was a bakery and pastry shop in Glória. The team followed the standardized digital script available on tablets with access to SISFOCO and an interface designed to provide speed and reliability to the inspection process.

 

– This protocol ensures transparency and traceability as fundamental elements of a more modern and efficient inspection process – highlighted the municipal Secretary of Health, Daniel Soranz, who accompanied the first inspection under the new model.

 

In the field, the inspector fills out the checklist and inserts supporting photos of each non-conformity, ensuring a standardized and equitable evaluation for all establishments. Even before heading out into the field, the tablet is loaded with the Service Orders (OS) exclusively via a secure network (Wi-Fi) at IVISA-Rio units, guaranteeing the protection of sensitive data.

 

– We are transforming the practice of inspection into an auditable and more transparent method. By eliminating paper and adopting objective criteria, we guarantee legal certainty and predictability for those who work correctly. It is an advance that protects the health of the population and respects the regulated sector – says the president of IVISA-Rio, Aline Borges.

 

Following the visit, the establishment manager will have access to their assessment via a unique QR code, where they can view the list of non-conformities evaluated by the auditor and track their inspection status, knowing exactly where to improve and what to do to comply with sanitary regulations. Furthermore, the inspection itineraries will be available for public consultation on the IVISA portal (vigilanciasanitaria.prefeitura.rio), allowing managers to adapt their establishments to the regulations in advance. The goal is to encourage self-regulation, which, in the long term, tends to reduce the number of closures and penalties.

 

Sustainability

 

In addition to increasing the transparency of inspections, digitization eliminates the use of manual forms (except in cases of emergency or immediate notification), modernizing the work routine of employees and generating sustainability. It is estimated that the digitization of processes will save significant resources, such as approximately 1,2 million liters of water (equivalent to 1.263 one-thousand-liter water tanks) and 846 kg of paper (the weight of a small car). Furthermore, the change will prevent the emission of 3,6 tons of CO2, which corresponds to a car driving 18.500 km.

 

The digitization of inspection records is only the first phase of IVISA's digital transformation. By the end of the first semester, based on data collected via SISFOCO, performance and risk indicators will be launched, allowing the agency to identify, for example, the most critical establishments and the most common infractions, directing its actions with greater precision.
