Rio de Janeiro City Hall and CIVITAS expand integration with the Federal Highway Police and strengthen the capital's Electronic Surveillance System.

Celebrating the second year of operation of CIVITAS RIO, the Rio de Janeiro City Hall has established a partnership with the Federal Highway Police (PRF), which accelerates the sharing of strategic data and information nationwide, allows for the creation of new technological solutions, increases the understanding of criminal dynamics, and expands the identification of suspicious vehicles. The agreement, signed this Monday (June 8th), makes the municipal network even more integrated in surveillance and support for the fight against crime.

– In these two years of CIVITAS' operation, we highlight the number of agencies we have worked with, from the Rio Civil Police to Interpol, and now we have signed this agreement with the Federal Highway Police. There have already been more than five thousand cases, and the success of these operations has led to us being increasingly requested by various security agencies. CIVITAS' backbone is electronic surveillance, working with images, which, based on the seizure and identification of vehicle patterns, can help in solving crimes. And this agreement with the Federal Highway Police will allow the technology and information developed at CIVITAS to also be used at the national, federal level, to cross-reference, for example, cloned license plates. And we will allow the Federal Highway Police to use the technology, to use the CIVITAS system to analyze and cross-reference this information – stated the mayor of Rio, Eduardo Cavaliere.

Through this agreement, intelligent alerts generated by CIVITAS Rio's Electronic Surveillance System will be automatically received by the Federal Highway Police (PRF), expanding the institution's response capacity and strengthening qualified support. The integration will also allow for the secure sharing of data and the enrichment of intelligence databases used by CIVITAS and the PRF. Another important advancement is the increased capacity to identify suspected cloning. The technology will compare records from different locations across the country connected to the integrated databases, increasing the ability to detect inconsistencies. Everything is done automatically, without human intervention and with complete traceability.

– I appreciate another opportunity for integration. The Rio de Janeiro City Hall has shown great concern and assertiveness in addressing public safety issues in recent years. It is for this reason that the Federal Highway Police (PRF) partnered with us back in 2023 to incorporate images from the City Hall's cameras into our systems. And now, we are moving forward with this new project. The City Hall has treated public safety with great attention and efficiency – said the superintendent of the Federal Highway Police in Rio de Janeiro, Vitor Almada, accompanied by the executive superintendent of the PRF in the state of Rio de Janeiro, Rodrigo Carvalhal.

More than just an exchange of information, the partnership represents a joint evolution of intelligence platforms. The integration will allow for the development of analyses, studies, and diagnoses aimed at understanding criminal dynamics, expanding the response capacity of institutions and the production of strategic knowledge for public safety.

Two years of CIVITAS Rio

Created in June 2024, CIVITAS Rio has established itself as one of the leading intelligence structures applied to public security in the country. During this period, the Rio de Janeiro City Hall significantly expanded its technological and operational capacity.

The city's technology park grew from 6.864 to 12.857 cameras in June 2026, an 88% increase, and reaches 100% of Rio de Janeiro's neighborhoods. Since its creation, the Central has recorded more than 4,2 billion vehicle passages, supported more than 5.200 cases, and continuously expands its cooperation network with municipal, state, federal, and international institutions.

The operational structure also grew. The number of agents dedicated to the situation room increased from 30 to 92 professionals, while the data and technology team grew from 8 to 20 specialists.
