Comlurb has implemented an innovative system to monitor the use of dumpsters in Rio. The tool allows accredited companies to monitor dumpster placement and removal in real time, bringing greater transparency and control over the service.

With the system, the Company will have access to all dumpster movements on public roads. This makes it easier to identify authorized equipment and combat illegal companies that place dumpsters without authorization. Each dumpster can remain on the street for up to 48 hours, and the system will color-code the period of use: green for up to 24 hours, yellow for up to 48 hours, and red after that—when it can be removed by inspection.

If irregularities are identified, Comlurb may issue notices, impose fines of up to R$1.925,84, and even seize the dumpsters. In the event of seizure, a fee of R$111,21 per cubic meter is charged, in addition to daily rates of R$18,98 per cubic meter. If these amounts are not paid within 30 days, the dumpster becomes the company's property.

According to Comlurb president Jorge Arraes, the measure reinforces the importance of responsible disposal.

This initiative is essential to further improve waste management in the city. From now on, we will monitor the circulation of dumpsters in the city and more effectively combat illegal companies that place illegal dumpsters on the streets. This is another step toward ensuring responsibility for the waste generated, which should be the responsibility of every citizen and every large generator.

Today, 135 companies are accredited to offer the service in the municipality. Use of the new system is mandatory, according to an ordinance published in the Official Gazette this Monday (October 6).

Comlurb conducted a 20-day test period using its own dumpsters in several neighborhoods to ensure the system was functional and fully operational. The company is providing accredited businesses with a practical online user manual to help them understand the new rules more quickly.
