Since January 7th, Comlurb has already fined 27 companies for not using the digital system to control construction waste containers placed on public roads. From that date, the measure became mandatory for accredited companies, after a 90-day adaptation period stipulated in an ordinance published in the Official Gazette on October 6th. Each fine is R$ 482,56, resulting in R$ 13.029,12 in fines, which are currently under review for validation. In case of recurrence, the amounts will be increased.

The system implemented by Comlurb is innovative in monitoring the use of construction waste containers in Rio. The tool allows for real-time tracking of the placement and removal of containers by accredited companies, bringing more transparency and control over the service.

With this system, the Company has access to all the movement of dumpsters on public roads. This facilitates the identification of legitimate equipment and the fight against clandestine companies that place dumpsters without authorization. Each dumpster can remain on the public road for up to 48 hours, and the system will indicate, by color, the usage period: green up to 24 hours, yellow up to 48 hours, and red after that limit — when it can be removed by the inspection authorities.

The president of Comlurb, Jorge Arraes, reinforces the importance of the measure.

– We will continue to rigorously monitor companies that are not using the system we launched, which is essential to provide even greater transparency in the circulation of dumpsters in the city.

In addition to fines for not using the system, dumpsters found in public areas that are not registered in the system may be ticketed and seized. Currently, 135 companies are accredited to offer the service in the municipality.
