City Hall opens registrations for the Pró-Carioca Audiovisual 2024 notices, which will distribute R$34 million

The audiovisual program foresees investments of R$ 34 million - Archive The City of Rio, through RioFilme, an agency of the Municipal Department of Culture, opens registration this Monday (01/07) for the calls for proposals of the Pro-Carioca Audiovisual Development Program 2024, which will invest R$ 34 million in the sector this year. The resources will be divided into: Production of Feature-Length Fiction and Animation Films (R$13.575.000,00); Public Notice for Incentive to Attract Audiovisual Productions to Rio de Janeiro – Cash Rebate (R$8 million); Production of Feature-Length Films or Documentary Series (R$3.600.000,00); Development of Feature-Length Films and Series Projects of Fiction, Animation and Documentary (R$1.800.000,00); Development and Production of Electronic Games (R$1.200.000,00); Production of Short Films and Webseries (R$1 million); Support for Local Actions of Film Clubs (R$975 thousand); Support for Exhibitions and Festivals (R$2 million) and Support for Training (R$330 thousand). The last two will have resources from the Paulo Gustavo Law.
This year's calls for proposals bring some changes. A single call for proposals was created for short films and web series, with the aim of prioritizing proposals for experimentation, innovation, and inclusion. This call for proposals will be aimed exclusively at level 1 companies, with MEIs being allowed to register in the New Directors category. In the case of the Local Actions Call for Proposals, in 2024, it will focus on Film Clubs, consolidating a policy dedicated to the territory, with a view to expanding, boosting, and strengthening the network of film clubs in the city. It is also a strategy to invest in audience development in areas of greater social vulnerability.
The Cash Rebate Notice (Notice of Incentive for Attracting Audiovisual Productions to Rio de Janeiro) will invest R$8 million in productions (national or international) that choose Rio de Janeiro as their setting. All resources invested through the Cash Rebate are managed by Rio de Janeiro-based production companies, which operate as intervening parties in the contracts with RioFilme.
More than R$570 million moved in the Rio de Janeiro economy
The City Hall's investments in the audiovisual sector over the last three years have generated more than R$570 million in the city's economy. Since 2021, more than R$139 million has been invested through RioFilme, and it is estimated that the development actions have potentially attracted another R$431 million to the city. In the last edition alone, in 2023, 198 projects were supported, with an investment of R$64 million.
Data from RioFilme indicates that almost five thousand jobs were created in the technical area, and another almost seven thousand among actors and extras. The company also invested in more than 70 professional training courses in the audiovisual area, enabling 386 students to qualify and enter the job market.
Another action that had a major impact on the growth of the sector in the city was the bidding for the Cine Vídeo Center in June 2022. The winning company was Quanta, one of the leading experts in the field in the country. A public-private partnership was signed with the city through the Companhia Carioca de Parcerias e Investimentos (CCPar). In return, the contract established by the City Hall requires the company to invest R$92 million in the space. The investments are transforming the Cine Vídeo Center into one of the largest studio complexes in Latin America.
According to the construction schedule released by Quanta, blocks 3 are scheduled to open in September, blocks 1 and 2 in December and blocks 4 in March. There will be 16 studios at the hub with state-of-the-art facilities to accommodate productions of all sizes and genres, including state-of-the-art digital resources.
Thanks to the city's efforts, including RioFilme's funding strategies, in 2023, according to the Rio Film Commission, the city surpassed Paris in the number of authorized filming days. Rio authorized 7.885 filming days in 2023, which means that every day last year at least 21 filming sets were working on the city's streets, beaches, parks and squares, bringing Rio to screens in Brazil and around the world. In the same period, the French capital authorized 7.400 filming days.
These results are the result of a set of measures and initiatives promoted by the City of Rio with the aim of strengthening the city's audiovisual sector.
Affirmative action policy results show democratic distribution of resources
As in previous years, Pró-Carioca Audiovisual 2024 will maintain RioFilme's affirmative action policy. All calls for proposals will have inclusionary provisions, through additional points for proposals led by women, black people, indigenous people, people with disabilities and other minorities. In 2023, almost 80% of the proposals approved by RioFilme are led by women, 61% by black people and 37% by people living in areas of greater social vulnerability in the city, in our zones with the lowest HDI. All selection committees also follow RioFilme's inclusion and diversity policy strategies, being composed of different representative groups of society.
