Street cleaners clean the streets after heavy rain in Rio - Fabio Motta / Rio City Hall The city of Rio returned to Stage 2 at 6:05 a.m. on Monday (15/01). The city had been in Stage 3 since 19:14 p.m. on Sunday (01/4). The change was due to the reduction in accumulated rainfall and the lack of rain forecast for the following hours. In addition, there was an improvement in mobility on the city's main roads. Rio had been in Stage 2 since 45:13 a.m. on Saturday (01/15). On Sunday afternoon, the City of Rio increased the number of support points for residents affected by the rains in the North Zone of Rio from eight to 1.500 and worked with more than XNUMX agents.
The Advanced Crisis Office set up by the Rio de Janeiro City Hall in Pavuna brought together the city's main operational departments, such as Civil Defense, Public Order, Conservation, Housing, Social Welfare, Comlurb, Transportation, Health and CET-RIO, among others. The office will operate 24 hours a day until the situation returns to normal in the northern region, which was the region most affected by the rains on Saturday night and Sunday morning. In total, the number of support points for citizens in need of assistance has increased to 15. At these locations, the Municipal Department of Social Welfare provided 555 services, all of which involved displaced people.
Health Insurance
The basement of the Ronaldo Gazolla Municipal Hospital, where the garage and some operational and maintenance sectors are located, was flooded. The building's power was turned off for safety reasons and all life support equipment began operating on its own batteries, with great autonomy and without interruption. The patients were closely monitored by health professionals. During the early hours of the morning, the Municipal Conservation Department and Rioluz sent teams and machines to drain the water from the basement, clean the external area and reconnect the unit's power through an alternative network, diverting the cables from the flooded area. By mid-morning, electricity had been restored to most of the hospital and in the early afternoon to the entire building.
All elective appointments scheduled at the hospital have been postponed for 15 days, to the same day of the week and time as the previous appointment. Patients who feel they cannot wait for this postponement should go to the Super Centro Carioca de Saúde in Benfica on the date and time of their scheduled appointment, where professionals from Hospital Ronaldo Gazolla will be providing care. For clinical appointments, the entrance will be through the Centro Carioca de Especialidades. For imaging exams, the entrance will be through the Centro Carioca de Diagnósticos e Tratamento por Imagem.
At the Marcos Valadão Family Clinic, located on the same site as the Ronaldo Gazolla Hospital, the basement, where the warehouse, community agents' room, drainage, three consulting rooms, administration and auditorium are located, was also flooded. The area is already being cleaned with the help of Comlurb teams. Another seven Primary Care units in the North Zone were completely flooded due to the rains. Cleaning and reconstruction work began immediately and on Monday all of them should be open, but only for emergency cases. Elective consultations at the affected units are suspended for the next 15 days.
Brazil Avenue and Sirens
Avenida Brasil was completely blocked due to flooding near Irajá. The road was completely reopened at around 11:45 a.m. on Sunday, after services were carried out by Rio City Hall's operational departments. The Alert and Alarm System was activated in the early hours of the morning (00:30) and was only deactivated at 10:45 a.m. Twenty-nine sirens sounded in 16 communities in the city.
Equipment on the streets
The Rio City Hall has made a large number of employees available in an attempt to reduce the impact on Rio residents and solve the problems caused by the rain. Comlurb employed 1.400 street cleaners throughout the city. Two hundred of them worked only in the most affected neighborhoods in the North Zone. The Urban Cleaning Company used 144 vehicles (24 mechanical shovels, 17 mini shovels, 34 dump trucks, 60 compactors, and 9 water trucks). The city government also mobilized 48 trucks, 12 Vac All trucks (for water suction), 12 backhoes, and 120 employees from various departments.
Public Order
Teams from the Public Order Department (SEOP) and the Municipal Guard (GM-RIO) worked in the early hours of the morning and throughout Sunday to clean up the city's streets. In total, 590 agents were mobilized to act in various areas of the city, paying special attention to areas with pockets of water and fallen trees, diverting traffic and blocking Avenida Brasil, providing support to the population and removing vehicles that had broken down in the middle of the streets. A total of 113 police cars, 47 motorcycles, eight trailers and two trucks were used. With the help of CET-Rio, the teams removed 51 vehicles from Avenida Brasil (near Irajá), with the presence of their owners, who were parked on the street.

According to the Rio Alert System, the weather is expected to improve on Monday (15/01). Tonight, there is still a forecast of isolated light rain over the city of Rio de Janeiro. Between Monday (15/01) and Wednesday (17/01), there will be less cloud cover over the city and no rain is forecast. Temperatures will rise. In the last few hours, in Anchieta, 259,2 millimeters of rain fell in a 24-hour period. In just one hour, the neighborhood's weather station recorded 72,6 mm (at 22:30 p.m. on Saturday). Both records were records in the historical series of the Rio Alert System at that equipment. In Irajá, the rain gauge showed 209,2 mm/24h (also a historical record for the neighborhood); in Madureira, the rain reached 186,4 mm/24h. The Pavuna, Acari, Quitungo and Cachorros rivers overflowed.
According to information from the Alerta Rio System, it rained in Anchieta in just 24 hours, approximately 40% more than the historical average for January in that region. In other words, in just one day it rained much more than was expected for the entire month: 138,4% of the January average. The same scenario was seen in Irajá: 123,6% of the January average. In Madureira, it was almost 10% more than the monthly average: 109,7% of the January average.
