The Olympic Velodrome - Marcos de Paula/Rio City Hall The Rio de Janeiro City Hall launched, on Thursday (December 4th), the bidding process for the concession of the Arena Complex. The initiative aims to expand the use of the arenas, stimulate sports practice, promote tourism, preserve the memory and value the Olympic legacy of the city. The bidding process covers Arena Carioca 1, the Olympic Tennis Center and the Rio Olympic Velodrome, which houses the new Rio Olympic Museum.
The public notice, launched through the Municipal Secretariat of Economic Development (SMDE) and structured with technical support from the Carioca Company of Partnerships and Investments (CCPar), foresees that the concession will generate approximately R$ 520,9 million over 20 years in revenue and tax breaks for the municipality. The expectation is that the City of Rio will be relieved of R$ 282,9 million in tax burdens throughout the contract. Furthermore, part of the concessionaire's resources will be allocated to socio-sports initiatives of the City of Rio at the Olympic Village.
"With this public notice, we want to attract investments to the city, while maintaining the Olympic legacy, boosting the city's economy, and restoring properties and land throughout the city to their social function, ensuring they are in good condition. Through investments and partnerships with the private sector, we generate jobs and income and improve the quality of life for Rio residents," assessed the Municipal Secretary of Economic Development, Osmar Lima.
The private partner who takes over the concession will be responsible for the maintenance of the complex, the operation of the Museum, and the management of the events schedule for the arenas. In addition, they must guarantee the municipality free use of the Velodrome, where sporting activities of the Olympic Village program are held. In return, the partner will have the right to commercially exploit the concession area.
The bidding criterion is the highest fixed grant value, to be paid to the City Hall in two installments: one as a condition for signing the contract and the second 12 months after the start of the concession. Interested parties must submit their commercial proposals in envelopes on February 3, 2026, from 10:00 AM to 12:00 PM, at the CCPar headquarters, located at Rua Sacadura Cabral, 133. The public session for opening the proposals and the auction will be held on February 10, 2026, at 2:00 PM, also at the CCPar headquarters.
