City Hall will install a solar energy plant in an old landfill in Santa Cruz

Solar power plant - Disclosure Rio de Janeiro City Hall announced on Thursday (July 13) the winner of the Public-Private Partnership (PPP) bid for Solário Carioca – a project to install a photovoltaic plant in Santa Cruz. Two companies participated in the bid, and the winning group was Consórcio Rio Solar, with a bid of 7% off Light's current tariff. The solar energy farm will occupy the site of a former landfill, now deactivated, and will supply public buildings, generating annual savings of at least R$20,5 million for the city. The estimated energy generated will supply approximately 2 municipal schools or 45 Emergency Care Units (UPA).
The private investment will be R$45 million over a 25-year period. The Solar Photovoltaic Plant (USF) will operate under the Distributed Mini-Generation model of clean energy and will have a capacity of 5 megawatts (MW). There will be more than 11 panels that should be installed within 1 year after the contract is signed – scheduled for August. The City of Rio has already mapped out at least four other areas for the implementation of other photovoltaic plants of this type in the city.
The director of project structuring at Companhia Carioca de Parcerias e Investimentos (CCPar), Lucas Costa, explains that the project is a new milestone in the city's energy transition.
– It is a project in which the Municipality wins on several fronts: first, through the production and use of clean and renewable energy by the City Hall; second, through the significant reduction in costs, making it possible to direct these saved resources to other public policies; and finally, by giving a sustainable destination to an old landfill, a piece of land that was unused due to its previous use.
The Undersecretary of Planning and Monitoring of Results, of the Municipal Secretariat of Finance and Planning, Jean Caris, celebrates this further progress in meeting the Municipality's goals in the energy sector.
– With the bidding process concluded, we are moving forward with another stage of this important project for the city, which is included in our Sustainable Development and Climate Action Plan (PDS) and in the 2021-2024 Strategic Plan. Solário Carioca is an innovative project that has been coordinated by the Treasury Planning Office since the initial application phase and is now being implemented by CCPar, helping the city to neutralize its greenhouse gas emissions and promote new green jobs. At the same time, we will have a major financial impact for the municipality by reducing energy bills.
The project was structured in partnership with the C40 cities group and the German agency GIZ through the CFF – Cities Finance Facility program. The expectation is to remove at least 40 thousand tons of carbon per year from the atmosphere with the implementation of Solário Carioca.
