Last days to join Concilia Rio

Concilia Rio, a program by the City of Rio de Janeiro that allows discounts for taxpayers with debts of IPTU (Urban Property and Land Tax), ISS (Tax on Services of Any Nature), ITBI (Real Estate Transfer Tax) and TCL (Garbage Collection Fee), registered or not in the active debt and with a taxable event occurring up to December 31, 2019, ends this month.
Those interested in securing the benefits have until August 31 to join the program, which can be done online.
This year, the new feature is a 10% discount on the principal debt, restricted to taxpayers who choose to pay in full or in up to 12 installments. In addition to the discount on the principal debt, they will have an 80% discount on the amount of late payment charges and official fines, in the case of payment in full, and a 60% discount on charges and fines, for payment in up to 12 installments.
For installments of 13 to 24 times, there is a 40% reduction in late payment charges and official fines. For installments of 25 to 48 times, there is a 25% reduction in late payment charges and official fines.
Anyone who plans to pay off their debt in installments must pay attention to the program rules. If they fail to pay any installment, they will lose the discount benefit.
Debts not registered as active debt
Within the scope of the Municipal Finance Department, taxpayers who have debts not registered as active debts must carry out the procedure on the Department's website or by sending documentation via email, whose addresses are specified on the department's website. The information, as well as the forms and documents to be presented in the adhesion process are also available on the Finance Department's website.
In the case of ISS, taxpayers who wish to confess their debts that have not yet been issued, those who have suspended installment payments, whose remaining balance is not yet registered as active debt, and those who have Violation Reports or Assessment Notes, including those related to ISS for property inclusion, issued against them, can join Concilia directly on the website. In cases of confession of debt related to activities in which the issuance of Nota Carioca is prohibited, it is necessary to send forms, which must be signed, scanned and accompanied by the necessary documentation. Signatures with a digital certificate will also be accepted.
Debts registered as active debt
In the case of debts registered as active debt, it is possible to issue payment slips, either in cash or in installments, through the Carioca Digital portal (website www.carioca.rio), by first registering on the portal. To formalize the installment plan, the taxpayer must fill out a form and digitally upload the following documents: identity card and CPF or power of attorney with notarized signature, when representing the debtor (in this case, along with the identity card and CPF of both parties).
Companies that wish to adhere to the installment plan also need a CNPJ card, articles of association with amendments, individual entrepreneur registration or bylaws with minutes of the election of the current board of directors.
In the case of IPTU and TCL debts, those who are not identified as the taxpayer of the tax in the active debt certificate or are not listed as property owners in the IPTU registry must also present property registration, public deed, promise of purchase and sale, court ruling, auction deed or other document that proves possession with the consent of the property owner.
Hotel discounts
There are also discounts on IPTU, whether registered as active debt or not, for hotels, hostels and inns.
For payments made in full by the last business day of August, there is a 40% reduction in the tax amount plus 80% in late payment charges. Payment in up to 12 installments brings a 40% reduction in the tax amount plus 60% in late payment charges, with the first installment to be paid by the last business day of August.
The payment guides for debts not registered as active debt will be available until today, August 21, on the website of the Finance Department.
