Agents will operate in phases in 22 areas with a high incidence of robberies and thefts - Beth Santos/Rio City Hall The Elite Division of GM-Rio – Municipal Force presented, this Tuesday (March 10th), the deployment model for its personnel, who will be on the streets starting Sunday (March 15th). The announcement was made at the Compstat Rio meeting and was attended by Mayor Eduardo Paes, Deputy Mayor Eduardo Cavaliere, Secretary of Urban Security Brenno Carnevale, and the Director-General of the Municipal Force, Aimée de La Torre.
– What we are doing is public safety management. Neither the mayor nor the vice-mayor are public safety experts. But both the mayor and the vice-mayor know how to choose the right personnel and manage the situation properly so that the fight against crime is based on data and evidence. What we are presenting here is a municipal public safety policy that complements the state police forces. Everything is based on data and evidence; that's what yields results in people's lives and safety. The Municipal Force agents will be on the streets to act in defense of the population – stated Eduardo Paes.
The officers' operations will begin in two areas of the city with a high incidence of robbery and theft crimes, during the times when these crimes occur most frequently. Within these areas, specific jurisdictions have been defined to increase policing capacity and guide the officers' actions:

An additional 20 perimeters within the municipality have been defined for visible policing by the Elite Division of the Rio Municipal Guard – Municipal Force. Implementation in these areas will be phased, in an order to be determined according to CompStat data.

The approaches will be carried out following standardized operational procedures with proactive action from the agents. During the operation, the teams will look for atypical behaviors, according to the nature of robberies and thefts in the region.
– We will carry out visible and preventative policing work. A proactive approach on the streets through mission-directed teams, focusing on crime hotspots for theft and robbery, in a role complementary to that of the police forces. These are guards who already know the city, who have been well-trained, and who will be well-paid, equipped, and monitored. The objective of the Municipal Force is to be on the streets to reduce the rates of robberies and thefts in specific regions and times with a high incidence of these crimes. We will enter these areas progressively over time – highlighted the Secretary of Urban Security, Brenno Carnevale.
Operational management model
Each implementation area of the GM-Rio Elite Division – Municipal Force will have a designated supervisor to coordinate and monitor the Directed Mission Chart (QMDs), a tool used in the planning and operational management of activities. This instrument organizes daily missions in a clear and objective manner.
Through QMDs, agents begin to receive daily detailed information about planned actions, objectives to be achieved, areas of operation, and the planned route, in addition to strategic intelligence guidance.
Bases and equipment
The Elite Division of GM-Rio – Municipal Force has three operational bases: Coastal Base, in Leblon; West Base, in Inhoaíba, in Parque Oeste; and North Base, in Piedade, in Parque Piedade. Each base has approximately 500 square meters of built area. The spaces include an administrative sector, changing rooms, a cafeteria, parking, and an armory, an area designated for storing weapons.
The officers will have a diverse equipment infrastructure, consisting of vehicles including pickup trucks, motorcycles, and vans, which will ensure territorial presence and rapid response to incidents. In addition to motorized patrols, the teams will conduct foot patrols in pairs or trios. For individual action and protection, officers will receive Glock pistols, as well as less-lethal weapons such as pepper spray and tear gas devices, batons, and tasers, in addition to body cameras for individual and mandatory use during patrols and a mobile operational management and monitoring device.
