Rio de Janeiro Mayor Eduardo Paes and Deputy Mayor Eduardo Cavaliere accompanied Brenno Carnevale, Director General of the Municipal Guard Force, on Monday (October 20th) on a visit to the Municipal Guard Elite Division Training Academy in Irajá, in the North Zone. They were welcomed by instructors from the Federal Highway Police (PRF) and the National Secretariat of Public Security (Senasp), who are responsible for the practical and theoretical training of future agents.

"Something very important is that we want the Municipal Force to receive extensive training. We want a Force capable of fighting crime, respecting citizens, adopting appropriate approaches, but acting with great firmness and preparation. The partnership with the Federal Police provides the Municipal Force with higher-quality training. The City Hall is beginning to assist the State security forces. The Municipal Force will not be responsible for combating organized crime and confronting areas dominated by drug trafficking or militias. It will play a role in combating robberies and thefts in neighborhoods, supporting the work of the Civil and Military Police," said Paes, who visited the shooting range and watched a simulated approach and conflict.

The Academy, built by the City Hall and inaugurated on September 2, covers 3.600 m² and features 12 classrooms, five dojos, locker rooms, a cafeteria, and a state-of-the-art shooting range. Students in the first class of the Elite Division are undergoing training in a 440-hour course, with subjects ranging from weapons, shooting, and approach techniques to crisis management, human rights, and body camera training, as well as police experience workshops and simulations that replicate real-life street situations.

The course is both preparatory and eliminatory, and the first group is expected to graduate in the first week of November. Only after passing all stages will students be officially incorporated into the Municipal Force. Shortly thereafter, the second group of successful candidates will enter the course, also in November.

"This training period is very important. These officers are already part of the Municipal Guard, and this provides them with experience in the city and in preventive work. With the increased role of their officers in overt and preventive policing and the use of firearms, there is a need for additional training, including firearm approach techniques, firearm discharge techniques, and police defense techniques. I am very satisfied with the training; we have seen significant improvement in the officers' performance. One of the pillars of the Municipal Force is ongoing training. This is the home base for the Force, but our guarantee is that they will always be trained, with new skills and refresher courses, so that they always maintain their elite status throughout their time in the Municipal Force," said Brenno Carnevale.

Agents' life insurance

In this Monday's edition of the Official Gazette, Rio City Hall published the authorization to open a bidding process for the provision of common group life and personal accident insurance services, through the implementation of a policy, for up to 2.100 active agents of the Municipal Force.

"This has been our priority from the beginning. These officers who go out onto the streets, like civil and military police officers, to fight crime, who carry weapons and face difficult situations in a city like Rio, must be protected by the State. They must have a good salary, good equipment, and also these comforts. Basic life insurance, of course. This is a service that demands constant risk to their lives. We want to recognize their courage and the difficulty of their work, and the best way to do this is with public praise, receiving medals, and also providing them with proper working conditions. These officers will have the full support of City Hall to act and work with peace of mind," declared Rio's mayor.
