City Hall presents the Elite Division of the Municipal Guard – Municipal Force

Mayor Eduardo Paes introduced the Elite Division of the Municipal Guard – Municipal Force this Friday (6/6). With the decision of the Supreme Federal Court (STF), which expanded the jurisdiction of municipalities in public security, the City of Rio has taken on a new role. The Elite Division of the Municipal Guard – Municipal Force will be formed by trained, armed agents who will act preventively and visibly on the city streets, focused on confronting robberies and thefts in public spaces. The actions will be integrated with other security agencies. In a press conference at the Operations and Resilience Center (COR), Paes announced that the current Secretary of Public Order (Seop), Brenno Carnevale, will command the Elite Division of the Municipal Guard – Municipal Force, while the executive head of COR, Marcus Belchior, will be the new head of Seop.

– The Elite Division of the Municipal Guard – Municipal Force was created with a very clear concept: presence on the streets with a focus on territorial intelligence and prevention. These agents will be well selected, well trained, well equipped and well paid. We want them to act with discipline and respect for the citizens. Our goal is to promote order, prevent crimes and offer a real sense of security to the population, without replacing, but collaborating with the state police forces – declared the mayor.

The model was developed based on a detailed diagnosis that highlighted the need for qualified actions in urban security and planning. Figures show that 65% of Rio residents consider themselves to have a medium or high chance of being violently robbed on the city streets. According to a study by the Getúlio Vargas Foundation, 50% of street robberies and thefts are concentrated in 5,3% of the city.

– One of the central pillars of the Elite Division of the Municipal Guard – Municipal Force is territorial action. Each area of ​​the city has its own dynamics of crimes, such as theft and robbery, so actions will be implemented strategically, focusing on the regions where these crimes most impact people’s daily lives. Therefore, it is essential to involve several agencies so that decisions are based on concrete data and made with intelligence, integration and transparency – highlighted Vice Mayor Eduardo Cavaliere.

With management and efficiency, the actions of the Elite Division of the Municipal Guard – Municipal Force will be based on scientific data and evidence. Interventions will be strategic in areas with the highest incidence of crimes, and actions will be adapted to the characteristics of each region. The mayor made it clear that no agent will act without a defined mission: all will go out on the streets with a Daily Mission Board (QMD), activated geolocation and actions mapped based on the crime scene of each region. The agents will not respond to incidents by calling 190 or 1746, will not carry out police operations aimed at combating organized crime or criminal investigations, and will not carry out public order inspections or control crowds or disturbances.

The agents will be exclusively dedicated to their duties and will work in a manner that is adapted to the characteristics of each region. The force will be trained and equipped with modern equipment: each of them will work with body cameras and radios, which cannot be turned off, and will be monitored with a GPS receiver. The model will be controlled, transparent, with ongoing dialogue with the Public Prosecutor's Office and society, and independent oversight mechanisms, such as the internal affairs department and the ombudsman's office.

The management model will be based on Compstat, a data-driven police management system developed by the New York Police Department. The mayor will meet regularly with the leadership of the Elite Division of the Municipal Guard – Municipal Force and with municipal managers to discuss priority problems based on data reports and define control strategies. This will make it possible to coordinate problem-solving efforts. The City of Rio aims to work in partnership with state security forces and justice agencies.

Internal selection notice for GM-Rio agents is released

Last Wednesday (04/06), the internal selection notice for GM-Rio agents was released. Municipal guards can register until June 12 for the selection process to undergo training and join the Elite Division of GM-Rio – Municipal Force. The agents will undergo a training course to work in overt and preventive policing, carrying weapons. During the course, all will receive technical, theoretical and practical training with firearms. During the selection, the professional background and education of the candidates will be analyzed, and all will undergo physical and psychological aptitude assessments, in addition to medical exams. 600 vacancies for municipal guards will be made available, divided into two successive calls. The names of the approved candidates will be released in August, for the first group, and in October, for the second group. The agents approved in the first group will begin to be trained and qualified in weapons by the Federal Highway Police, in September. Training for the second group will begin in November. Everyone will undergo continuous training to become modern, ethical, disciplined and efficient professionals.

It will not be a supplementary job or a side job. These agents will be well paid and fully committed to the mission of promoting security with intelligence, technology and respect for the citizen. We are talking about a new standard of preventive policing, with intensive use of data, mapping of critical areas and actions adapted to the reality of each territory. This model represents an important advance in the way the municipality contributes to public security – stated Eduardo Paes.
