Three hundred and thirty students will take the training courses given by the PRF and Senasp - Beth Santos/Rio City Hall

The Rio de Janeiro City Hall began, this Tuesday (November 18th), the training of the second class of students from the Elite Division of the Municipal Guard (GM-Rio) – Municipal Force, during a ceremony held at the corporation's academy, located at the headquarters of the Federal Highway Police (PRF) Superintendency, in Irajá, in the North Zone. There are 330 new students starting the course, a mandatory and eliminatory step for entry into the Municipal Force, focused on combating urban crimes, especially robberies and thefts in areas with a high incidence of these crimes.

The ceremony brought together Mayor Eduardo Paes, Deputy Mayor Eduardo Cavaliere, and the Director-General of the Municipal Force, Brenno Carnevale, as well as political authorities and representatives of institutions linked to public safety.

– What we have as an example from the first class is an exceptional level of achievement, with almost all students passing the final phase of training. The Municipal Force aims to assist the state's public security forces. With it, we imagine we can free up, especially the Military Police, for actions to retake territories. This is the beginning of a process, with a lot of management, methodology, criteria and care. We want to put the best-prepared men and women on the streets – stated Eduardo Paes.

The training course has a workload of 440 hours and is taught by instructors from the National Secretariat of Public Security (Senasp) and the Federal Highway Police (PRF), in subjects that include weaponry, ammunition and shooting, approach techniques and police defense, crisis management, police vehicle driving and human rights. The training also includes complementary modules offered by the Rio de Janeiro City Hall, such as training with body cameras, systems, standard operating procedures (SOPs), internal affairs, ombudsman, among others.

The first group is currently taking modules taught by the Rio de Janeiro City Hall. The expectation is that graduates from both groups will be on the streets by the end of the first quarter of 2026.

– We have a project based on technique, extensive training, and technology. The officers will go to the streets with body cameras, GPS monitoring, and will operate in areas previously defined by crime hotspots. They will have directed missions and will know what they are going to do and where. This will bring predictability to the population regarding the officers' actions. The Municipal Force will confront the problem of robberies and thefts – said the Director-General of the Municipal Force, Brenno Carnevale.

The couple Bruno Ventura and Lidiane Almeida have been together for 19 years. They studied together and joined the Municipal Guard at the same time. In the Municipal Force, Bruno is in the first class, while Lidiane joined the second class this Tuesday.

"It's been an excellent training. I'm very grateful for the opportunity, for this selection process where I'm acquiring more knowledge and skills to ensure the safety of the population. And today I'm welcoming my wife to the second class. I still have a few hours of the course left, and she's already coming prepared for this course, which is quite demanding, but it's rewarding to see what we're building," declared Bruno.

"It's a new experience, and I'm very happy with this opportunity, which I think will add a lot professionally and personally. I'm very excited. My husband said the course is tiring, but no one can take knowledge away from us. He told me to take advantage of it and absorb as much as possible from the teachers," said Lidiane.

About the GM-Rio Elite Division – Municipal Force

The Elite Division of GM-Rio – Municipal Force is a specialized group focused on combating robberies and thefts, through preventive and overt action in high-traffic areas of the city, such as public roads, squares, and public transport stations with high rates of these crimes.

Their actions will be based on scientific data and evidence, and interventions will be strategically planned and adapted to the characteristics of each region.

The management model is inspired by Compstat, a data-driven police management system developed by the New York Police Department. The mayor will meet regularly with the leadership of the Municipal Guard's Elite Division – Municipal Force – and other municipal managers to discuss priority issues based on data reports in order to define control and action strategies.

The officers will not respond to calls to 190 or 1746, will not conduct police operations aimed at combating organized crime, nor will they carry out criminal investigations, nor will they perform public order inspections or act in crowd control.
